HomeMy WebLinkAbout1994-04-25 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COUNCIL WORKSHOP MONDAY, APRIL 25, 1994 CALL TO ORDER: Mayor Norman Abramowitz called this meeting to order on Monday, April 25, 1994, at 10:00 A.M. in Conference Room #1 of Tamarac City Hall, 7525 Northwest 88th Avenue, Tamarac, Florida. McDermott, Assistant City Manager Dan Wood, Building Official Mike Vonder Meulen, Planning Director Vernon Hargray, Public Services Director Karen Jackson, Secretary The purpose of this meeting is discussion on the following: Mayor Abramowitz opened the meeting and referred to item 2 on the agenda and asked the board if they all had a copy of the letter. 1. DISCUSSION gn TEMP. RESO. #6663 to waive the provisions of the sign Code requested by Pulte Homes at eight (8) separate locations for temporary project signs for PLUM BAY/PLUM HARBOR and CAPTIVA/SANIBEL to allow said temporary signs to be 20-feet in height, 200-square feet in area and utilizing more than three colors. (Tabled 3/23/94) Mr. Kraft read the title of Temp. Reso #6663. Mayor Abramowitz said this item was tabled on 3/23/94. He asked Dan Wood, Building Official, to explain what the Code says. Mr. Wood said the applications were for eight temporary project ground signs. He said the signs had been denied for the following reasons: 1. City Code Section 18-81, limits the height for temporary ground signs to 6 feet, the applicant had requested a height of 20 feet. 2. Section 18-84, sub. paragraph 4, limits the sign area to 32 sq. feet, the applicant had requested 200 sq. feet. 3. Section 18-53, paragraph 11, allows for the utilization of three colors, the applicant had requested multi -colors exceeding three. Mr. Wood said for these reasons the applications had been denied. Mayor Abramowitz addressed the Pulte Homes representative and said the Council had just heard why the Building Department out of necessity denied these applications and he asked the representative to state her name and address. City Council Workshop Meeting 04/25/94/LD Page 2 Sharon Carst, Pulte Home's representative, said her company is Alright Signs. She said Alright Signs would be producing the sign faces for Pulte Homes and in their petition Pulte Homes had indicated why this was a hardship in some areas. She said with regard to the signs on the Sawgrass Expressway 10 feet x 20 feet was too small. She said Pulte Homes had been sensitive to the needs of the residents within the community. She said Pulte Homes had presented a typical size and this would have been open for discussion and negotiation; however, Pulte Homes does now understand, especially in the residential areas, that the signs would have to be smaller. Ms. Carst said there were only a few that abut residential projects, one was the back of a project which has a 10 foot hedge on a large bermed area; therefore, the sign would not be visible. She said the art boards were left at the last City Council meeting; these signs are all pictorial and the text portion of the sign is two thirds or one half in most cases. She said she had looked at old permits for the City of Tamarac and 64 square feet had not been a problem then and she had pictures of 8 feet x 8 feet square signs. Tim Hernandez of Pulte Homes, entered the meeting at 10:30 A.M. Mayor Abramowitz asked him if he would like to put forward his case to the Council. Mr. Hernandez introduced himself as Vice President of Pulte Homes Corporation, South Florida Division. He said with each development Pulte usually has an on -site sign and, in this instance, Section 8 was not a residential area, it was on the edge of Tamarac on Commercial Boulevard and Nob Hill Road. He said Pulte Homes was trying to get the message across to the buying public that in the future this would be a residential community and Section 8 has high speed traffic on Commercial Boulevard and Nob Hill Road. He said they are not 25-30 mile per hour roads. Mr. Hernandez said in Section 8, Pulte Homes had asked for a sign on Commercial Boulevard 500 feet east of its intersection with Nab Hill Road and he said Pulte would like a sign on each of these streets as there would be two separate frontages. He said Pulte has a third frontage on N.W. 94th Avenue and 10 feet x 20 feet was not out of line for Commercial Boulevard and Nob Hill Road, but on 94th Avenue, a case could be made for a smaller sign primarily because it was a residential area. Mr. Hernandez said with respect to Section 6 Sanibel and Captiva, this was known as the "Dumbell" site because of its shape and Pulte took the first 60 feet of this site in order to allow the site to be built on. He said the biggest problem was to make people aware of this new development. He said one of the other issues that Pulte faced, regardless of where they build within the City of Tamarac, was the perception held by the public that Tamarac has only an older population. He said this was not the case but the best way to change this image was by advertising. Mr. Hernandez said through Pulte's newspaper advertising younger buyers and family buyers are being targeted and, of the four developments, Plum Harbor would be the only one targeted for active adults. He said Sanibel/Captiva and Plum Bay developments would all be targeted toward prime time families and young professional buyers. He said the signs depict this lifestyle and Pulte Homes would like to show people that these sites are available. Mayor Abramowitz said last week he had met with Mr. Feldman, President of Pulte Industries, and he told Mr. Feldman that the City of Tamarac was still being deluged with calls from the residents that feel that they had not been addressed properly with regard to the blasting. He said no one could get Geosonics to move other than Pulte Industries. He said Mr. Feldman was going to write a letter to the City of Tamarac indicating how he was going to resolve this situation. City Council Workshop Meeting 04/25/94/L❑ Page 3 C/M Schreiber said the developer always projects an image of being a good neighbor and the developer should put their best foot forward to resolve this problem. He said this was the history of blasting. He said Pulte Homes is in violation of the City Ordinance with some signs between McNab Road and Commercial Boulevard and the City of Tamarac's Planning Director, Mike Vonder Meulen, had recommended that two and not three 200 square foot signs be placed on the Sawgrass Expressway, not allowing F & G (Northeast corner of McNab Road and Sawgrass Expressway and the Southeast corner of Southgate Boulevard and the Sawgrass Expressway) and D (Southeast corner of the Sawgrass Expressway and Land Section 6). He said he did not see any objection to a sign on the Sawgrass Expressway but too many would be detrimental to the City as a whole and, in the residential areas of 108 Terrace, 80 Street and 94 Avenue, a 32 foot sign was more than adequate. C/M Schreiber said Pulte Homes had advertisements in the Sun Sentinel every Saturday for the past several months and the houses are selling faster than Pulte Homes could build them. He said as far as Commercial Boulevard and Nob Hill Road was concerned, a bigger sign would be allowable. C/M Mishkin said to clarify this issue, one sign location at a time should be reviewed. Mayor Abramowitz said he would try and determine if the Council wanted to give or not give relief to Pulte Homes and, when discussing a temporary situation, what did the Council consider as temporary. C/M Mishkin asked if the Council could resolve this issue location by location. He said with regard to the request for the variation on the Sawgrass Expressway, the recommendation was to reduce the signs from three to two and he asked if there was a Motion in order to accept this recommendation. Mayor Abramowitz said first he would like the Council to discuss this some more and then a Motion could be entertained. C/W Machek asked what timeframe would Pulte Homes expect for a temporary sign. Mr. Hernandez said the timeframe would be the length of time it takes to build the development. He said Pulte Homes projected that Sanibel, Section 6 ( North), with a sign would be completed by the end of 1995, without a sign it would be another year and Captiva, Section 6 (South), which contains 359 units, with a sign would be completed by the end of 1995 and without a sign would also take another year. He said Plum Bay contains 286 lots and this would be completed by the end of 1996 and without a sign it would take approximately another year and a half. He said Plum Harbour, which contains 144 lots would be completed in two years and without a sign would be 2 years and six months. Mr. Wood said as far as time limitations are concerned it would be clearer if a section from the City Ordinance was read to the Council," A project sign is permitted from the date of City issuance of building permit up to the date of issuance of seventy-five percent of the last certificates of occupancy or one year, whichever occurs first. If the construction of the project exceeds one year, then application must be made again". Mayor Abramowitz asked Mr. Hernandez if Pulte Homes wanted to put up a sign going further south extending into Sunrise which was not within the City of Tamarac's border and if this was the case would Pulte have to go to the City of Sunrise for a permit. Mr. Hernandez said he would have to go to the governmental body where the sign City Council Workshop Meeting 04/25/94/LD Page 4 location was. Discussion took place. C/M Mishkin said he would like to recommend that the Council accept the recommendation of the Building Department to grant the waiver for the two signs (F & G) on the Sawgrass Expressway subject to a one year limitation and all agreed. Mayor Abramowitz said signs A, B, C ,E and H need to be looked at and he asked Mr. Hernandez to explain A & B. Mr. Hernandez said A & B are on Commercial Boulevard and Nab Hill Road, and originally there had been zoning along 10 acres of Commercial Boulevard and Pulte Homes voluntarily had taken that out and made the whole community a residential area. He said in the future this area would be very pretty and Pulte Homes is going to use beautification funds to dress up Commercial Boulevard. He said it would be the main front door for the development and Pulte wanted the people to look across the lake and be able to see the development. Mayor Abramowitz said signs would not sell the development. Mr. Hernandez said he agreed but ultimately the signs would generate interest and bring the people in. C/W Machek said Pulte Homes had a 32 square foot sign there already and it cannot be read. Mr. Hernandez said there was nothing there. He said the Sunrise Musical Theater was across the street and the Industrial Building was to the west of it . Mayor Abramowitz said the State would be taking over that portion of Commercial Boulevard. He addressed the City Manager and said he understood that the City of Sunrise and the City of Tamarac had discussed spending a large sum of money on beautification. He suggested that these discussions be stopped immediately. Mr. Hernandez said this would not have any effect because the sign would be put on Pulte property. C/W Machek said another thing that should be considered was that a 32 square foot sign was the usual size put up by most builders, there was nothing impressive about this and it was very mundane. Discussion took place. C/M Mishkin asked Mr. Wood for his opinion on A & B. Mr. Wood said when preparing a waiver the height should be considered and in this instance, along Commercial Boulevard, the Building Department recommended 12 feet maximum. C/W Machek said the size of the sign, 4-6 foot from grade, would be allowed. Mayor Abramowitz said the Building Department's responsibility would be to deny anything that was not in the Code, and the Council has the responsibility to make decisions that would be in the best interests of the City of Tamarac. C/W Machek asked Ms. Carst if the Council allows 120 foot on A & B could this remain within the 12 feet. Ms. Carst said 14 or 15 feet would be proportional. TAPE 2 Mayor Abramowitz said Pulte Homes must clear out the underbrush and make sure none was growing in front of the sign and Mr. Hernandez said it had already been cleared. City Council Workshop Meeting 04/25/94/LD Page 5 Mr. Wood said when erecting the signs Pulte Homes is only allowed one announcement sign per frontage, therefore, the old sign must come down. C/W Machek said she had no problem on A & B considering the area that surrounded the sign and all agreed. C/W Machek said with reference to C, E & H, she agreed with the Building Department's recommendation that the sign should not be any larger than 32 square feet. Ms. Carst showed the Council a picture of an 8 foot x 8 foot sign and she said that 32 square feet was very small. Mr. Hernandez said E & H are identical situations,. He said the one on McNab Road and 108th Terrace was the dead end of McNab Road and going south FP&L owned the property and north was owned by Pulte Homes. He said this was a very secluded area. Discussion took place. Mr. Hernandez asked instead of 108th Terrace and 80th Street would the Council allow Pulte Homes to put the sign on Southgate Boulevard. He said the road would be open by the end of the year and this would not interfere with the public because it was blocked off. All agreed. Mr. Hernandez said C was in the vicinity of NW 94th Avenue and when driving up NW 94th Avenue from Commercial Boulevard, the whole area was dominated by a huge warehouse building on the left. He said Pulte Homes wanted to show the public that they are not entering a warehousing area but a residential one. He said Pulte would like to put the double-faced sign in the southwest corner. Mr. Wood asked if it was Pulte's intention to have all their signs doubled -faced and Mr. Hernandez said, yes. C/W Mishkin said moving the sign to the southern portion of the property made sense. He asked Mr. Wood what his recommendation was on this particular size. Mr. Wood said because of the proximity of the sign to the Waters Edge complex across the street his recommendation would be 32 square feet. Mr. Hernandez said Pulte Homes would like 64 feet. C/W Machek said she would like to make a recommendation to remain with a 32 square foot sign and all agreed. Mr. Wood said reapplication would be required. Mayor Abramowitz said next week the City Council will call a Special Meeting and all these items shall be reconsidered. 2. DISCUSSION regarding the proposed roadway in Land Section 7 referred to as east and west S & N Plat. City Manager Noe said at the Council's request the City had put together a package of information and he was not totally comfortable with this situation. He said the staff was also not fully prepared to give any recommendations to the Council and after today's meeting, within an appropriate time, the staff could come back with their recommendations. Mayor Abramowitz said the Council had engineers give a three hour presentation on this particular subject and they should be present now. He said there were many City Council Workshop Meeting 04/25/94/LD Page 6 unanswered questions. Brian Mirson, President of Carr Smith & Associates, introduced himself and Bob Berhart, another Associate to the Council. He said back in June, 1992, engineers evaluated the northern portion of this issue. He said no contracts were finalized but a lot of research and cost estimates were given to the Council thus giving Council an indication of how to proceed with this particular plat. Mayor Abramowitz asked who their client was and Mr. Mirson said Carr Smith liked to think the client would be the City of Tamarac and, at present represents no developers. He said Carr Smith had been selected to negotiate with Tamarac's staff. C/M Mishkin said as Mr. Noe suggested the staff is not fully prepared for the presentation and Mr. Noe said staff has a presentation to make but he was not entirely comfortable with this. C/M Mishkin said since V/M Katz was absent he suggested the Council defer this item until the next Workshop. Mayor Abramowitz said he was going to overrule this decision. He said he would like a presentation to be made so the Council would be better informed. Vernon Hargray, Director of Public Services, said he agreed with the City Manager. He said this was a very uncomfortable situation to be in especially since this has been going on for several years. He said it was important to bring whatever information he had to the Council to enable them to make future decisions and this was not something that could be pushed to the side because Section 7 was very important to the development of Tamarac. Mr. Hargray said included in the packages that he distributed to the Council was a memo highlighting the funding. He said there are two types of funding as follows: 1. Local option gas tax. 2. Traffic impact fees. Mr. Hargray said this was the only funding received. He said there was no way the local option gas tax revenue could be used for the development. He said the only source of revenue was the $978,000 accumulated since 1986, this was Tamarac's total revenue. He said the question was the local option gas tax and where the money was going. He said the Council made some decisions about lights and Tamarac had spent over $500,000 on street lights. He said expenditures for that division was $674,000 and that money was tied. Mr. Hargray said Mr. Butters had put in a request stating that he would like the City to put in a road to provide access to his property only. He said the Council would have to make a decision on this total Section 7, and this would be a future issue with no decision made today. He said whatever decisions are made with regard to Section 7 would all have a great impact on Tamarac for years to come. C/W Machek questioned whether he was going into detail on the maps and Mr. Hargray said, yes. C/M Mishkin asked who owned the remainder of the parcel and Mr. Hargray said the City owns one part and he was going to have Mike Vonder Meulen address some of these properties. Mayor Abramowitz said the City was told a couple of years ago when given a figure to connect Nob Hill Road with Hiatus Road, this was to be the opening of Land City Council Workshop Meeting 04/25/94/1-D Page 7 Section 7. He said when the question arose concerning dollars the City was told that there were two approaches; first, all the landowners would come up with the money. He said the second approach was that the City would put up the money and each landowner would have to contribute based on his acreage towards the construction of the road. He asked if this was fact. Mr. Hargray said yes, it was fact. Mike Vonder Meulen, Planning Director, said it was a partial fact, the City would not get 100 per cent of the money back. Mayor Abramowitz asked if it was right to assume that the return from the property owners would not take place until the development begins and Mr. Vonder Meulen said this was correct. Mr. Hargray said the City Manager had asked the same question two hours previously. He said there was no way the City could get back 100 per cent. He said if the road was going to cost $409,000 and, even when the City assesses with impact fees of $80,000, there is still no way that the City would ever recoup the money. Mr. Noe said of the $409,000 at this point Butter's contribution would be around $80,000 but there are other property owners that would contribute over time. Mayor Abramowitz asked how and where the City will get the money. He said the City has to open up the section but before making any decisions the City would have to know exactly what it was getting into. Mike Vonder Meulen said in June, 1992, Kimley Horn wrote a report of the traffic needs for Tamarac. He said they listed about fourteen different items, thirteen were concerning the improvements on State and County roads. He said they are as follows: Hiatus Road project was the only project that would be a City local road. Mr. Vonder Meulen said he believed the City Council had accepted this report from Kimley Horn, and then had asked them to create an RFP to select an engineering company to design Hiatus Road and to start encumbering some of the funds that the City had collected to construct Hiatus Road. Mr. Vonder Meulen said in June, 1993, the RFP went out, the various engineering companies were selected and ranked. He said Carr Smith was ranked number one and this had been accepted by the City Council and the negotiation committee was then created and this was where it fell apart. He said everybody on that committee resigned from the City, therefore, the negotiation of the Hiatus Road contract was never completed. He said Mr. Butters came in and asked the City to put the road in because he was ready to develop. Mr. Vonder Meulen asked if the City wanted to proceed with this. He said the City would be benefiting four owners at the moment. He said the City has 14 to 16 property owners and he questioned whether the City wants to benefit only four because one thinks he would be ready to build. TAPE 3 Mr. Vonder Meulen said the developer then has a vested right to build in Broward County. He said Butters, the 1299 Land Trust, J & J and Mr. & Mrs. Lee are all platted. He said Gould and West Point are trying to get vested. He said West Point also has a DRI. He said the plan was to build one million square feet of industrial office space, a hotel and an 'Y' amount of commercial property by 1994, which will not happen by the end of this year. City Council Workshop Meeting 04/25/94/LD Page 8 Mayor Abramowitz requested that Mr. Vonder Meulen enlighten Council with as much information as possible. C/M Mishkin asked who owns the property south of the proposed road and Mr. Vonder Meulen said Butters has property on the north and south of the proposed road. Mr. Vonder Meulen said Mr. Butters had dedicated over 50% of the road to the City at the time of platting. He said Mr. Butters property line runs the entire length of the road on the south side. He pointed out all of the areas of property which Mr. Butters owns. Mayor Abramowitz said it has been indicated that if this proposed road were to go through, the primary beneficiary would be Mr. Butters and if the City spent $400,000, the immediate return that the City could receive from impact fees from Mr. Butters would be approximately $80,000. He said this would leave approximately a half of a million dollars for the entire Land Section 7. He asked Mr. Vonder Meulen to explain his point to Council. Mr. Vonder Meulen said Hiatus Road is going to cost in the range of $900,000 to 1.2 million dollars, maybe 1.6 million if four lanes divided are constructed. Gordon Sparks, City Engineer, said there are three cost estimates, one being the north half of Hiatus Road, one the south half and the last being Mr. Butters'. Further description was given on the property. Mr. Vonder Meulen described the responsibilities of connecting Hiatus Road. Mayor Abramowitz said Pritzker is the biggest landowner. He said he was told that there are only two ways to accomplish this. He said one is to have the City get the money, install the roads and the infrastructure, which may open up that area of Land Section 7. He said the other way is for the landowners in Land Section 7 to combine their efforts. He said West Port has the financial capability to do this. Mr. Vonder Meulen said there is a completely different issue on the south side. He said West Port is required to install the road. Mayor Abramowitz asked if there is a timeframe for West Port to build the road based on their DRI and Mr. Vonder Meulen said at the end of 1994, Mr. Vonder Meulen said West Port can walk away from their DRI when it expires and will not have to put the road in. C/W Machek asked for the definition of DRI and Mr. Vonder Meulen said it means Development of Regional Impact, which means if the development is large, it would require County and State approval. C/M Schreiber asked if the property belongs to West Port or West Point and Mr. Sparks said it is being replatted as West Point currently, but was originally West Port. Mayor Abramowitz asked if anyone has arrived at an amount for the road and utilities and Mr. Sparks said that is what the cost estimates are in the back of the report provided by Carr Smith & Associates. Mr. Mirson explained the costs of installing Hiatus Road. He said West Port will be coming before Council for an extension on their DRI. He said the Council will have various options, such as allowing the extension, negotiation with reasons why this will not be allowed, or ask for the money from them to build the road. He continued to 1 H 1 City Council Workshop Meeting 04/25/94/LD Page 9 provide information on how to spend the money as necessary. He suggested that Council place all the money in one pot, negotiate with them and then the City would move forward with the entire contract in 12 to 24 months. Mr. Sparks said one of Carr Smith's tasks will be providing to the City is a study of what the City's alternatives are, including an alignment study. He said Carr Smith will be in contact with the property owners one more time. He said there are a number of issues involved with this project. Mayor Abramowitz asked if the City is obligated to begin this work within a certain amount of time based on the ten year Comprehensive Plan. Mr. Vonder Meulen said he would have to review this. Mayor Abramowitz asked if West Port is permitted to let their DRI dissolve. He said Council needs to know what is best for the City and where the City's, and the others involved strengths and weaknesses are. C/M Schreiber said if West Port lets their DRI drop and another developer comes in, they would also have to have a DRI and Mr. Vonder Meulen agreed, unless the Pritzkers decide to sell out. Mr. Mirson said they would not allow their vested rights to be dropped. He said this is not an issue of the acreage, but of vested rights. He explained this further. Mr. Vonder Meulen said no one will be able to develop in this area except for those who have a vested right. Mr. Mirson said those who have vested rights will have to make some improvements within the area and will have to do some mitigation. Discussion was held regarding vested rights and the requirements involved. Mr. Mirson said Carr Smith & Associates did meet with some of the representatives from West Port on approval by City Staff. He said West Port understands that the City has a great deal of leverage and they want to participate. Mr. Hargray referred to Ordinance 86-18 which indicates a timeframe of six years in which the City would have to use the money and by the seventh year, the City would have to apply it. He said it is important that the City encumber the money this year. He said having the study done by Carr Smith & Associates will start the ball rolling. He also referred to Page 18, Credits, which is significant because the owner can put in a request to build the road and the City has the option of allowing them to build the road using their own impact fees. Mr. Noe explained that if Mr. Butters is truly sincere, have him provide his $80,000 now rather than in three or four years. Further discussion was held regarding this. Mr. Hargray said it is not the City's responsibility to put in the developer's water and sewer system. He said the City had water and sewer lines available for this project. He said if the City decides to pursue this, the City must install a lift station at a cost of approximately $300,000. He said the City does not want to budget this amount of money for a lift station based on possible impact. He said the size of the wet well to accommodate the future will have to be estimated. Mayor Abramowitz asked if the City is contemplating being represented by Carr Smith & Associates. Mr. Sparks said Carr Smith & Associates was selected by the Selection Committee City Council Workshop Meeting 04/25/94/LD Page 10 which no longer exists. He said Carr Smith was also approved by Council to provide the engineering for Hiatus Road in Land Section 7. He said they will be doing construction plans and specifications, wetland studies and other such duties involved with the project. He said once they have completed this, the City will have a set of documents in order to go out for bid. Mr. Sparks said the City is going to hire Carr Smith now to produce a study and make recommendations as to what should be done in Land Section 7 for Hiatus Road. Mr. Mirson said if there is no project, there is no work for Carr Smith & Associates. He said there is a project which can happen. He said an evaluation needs to be done to decipher how this project will be funded and have all the parties involved agree on what the project will look like. He said this will be part of Carr Smith's duties. He said Carr Smith & Associates does not work with the private sector and they are not interested in working for any of the property owners. Mr. Sparks referred to the wetlands situation. He said West Point has done a wetlands investigation for their area. He said Mr. Butters said he had resolved his wetlands issue on his property. C/M Schreiber asked if anyone knows what Mr. Butters intends to build on his property and Mr. Vonder Meulen said no drawings have been seen, except for the driving range. He said he has not been in negotiations with any developers or contractors. Mr. Noe said V/M Katz had informed him that Mr. Butters will be building a SPEC industrial building on that property. C/M Mishkin asked how the City can determine if Mr. Butters is serious about this prior to the City spending "x" amount of dollars. Mr. Noe said Mr. Butters could provide a performance bond or some other document which would be acceptable to the City. Mayor Abramowitz requested that Staff present a proposal from Carr Smith & Associates to Council indicating what duties they would be performing and the costs involved. Mr. Mirson said he would prepare this for Council. Mr. Hargray said there are many options to the City, such as a taxing district. Mayor Abramowitz suggested industrial bond issues, which is a great way for the City to open this area. He said there are many options. Further discussion was held regarding this. Mr. Hargray said the City's impact fees have never been adjusted. Mayor Abramowitz requested that a proposal be provided to Council for review and Mr. Noe said this would be brought back to Council in two weeks. C/M Mishkin requested that material regarding an item on the Council agenda be provided to Council far in advance to allow for time to review before having to discuss it at a meeting. 1 City Council Workshop Meeting 04/25/94/LD Page 11 Mayor Abramowitz said the original purpose of this meeting was to discuss Pulte Homes' signs, and the Butters item was added later. He agreed that the backup be provided well in advance, but this was an abnormal situation. 3. Qounoil Orientation continuation.
