HomeMy WebLinkAbout1996-04-29 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, APRIL 29, 1996 CALL TO ORDER: Mayor Abramowitz called the Workshop to order on Monday, April 29,1996, at 9:30 A.M. in Conference Room #1 of Tamarac, City Hall, 7525 Northwest 88th Avenue, Tamarac, Florida. PRESENT: mm Mayor Norman Abramowitz Vice Mayor Larry Mishkin Commissioner Sharon Machek Commissioner John E. McKaye Commissioner Joseph Schreiber ALSO PRESENT: Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Dina M. McDermott, Assistant City Manager Jeffrey L. Miller, Director of Community Development David Ofstein, Planner I Phyllis Polikoff, Office Specialist Tape 1 Mayor Abramowitz referred to a letter regarding the Community Information Super Highway and Telecommunications Act of 1996, commended Stan Morris, Code Enforcement Supervisor, and referenced the 90-day extension given to the Texaco gas station on McNab Road and University Drive. Lobbyist discussion There was discussion regarding whether a lobbyist should solicit locally or legislatively and Mayor Abramowitz said locally and discussion. Discussion followed on the monthly compensation for the lobbyist and utilizing a lobbyist to expand Tamarac Elementary School, build a new library and Veteran's Park. 2. Referendum questions - Charter Mayor Abramowitz said a joint meeting with the Charter Board would be scheduled and City Commission Workshop April 29, 1996 Page 2 discussion followed on Temporary Ordinances #1724, 1728, 1729,1730 and 1731 which were approved on first reading on February 14, 1996, but were amended afterwards. Discussion continued regarding the revised Ordinances, appointed versus elected office, cost of elections, how often the Charter Board should meet and City Attorney was requested to revise Temp. Ordinances #1724, 1729, 1730 and 1731. Tape 2 City Attorney Kraft said the Public Hearings should be held in June in order to place the Ordinances on the September 3 referendum and discussion continued on terms of office, term limits, voting by district and expense allowances. Tape 3 Discussion continued regarding removal from office, excused and unexcused absences. Mayor Abramowitz requested a recess at 10:43 A.M. and the Workshop reconvened at 10:48 A.M. with everyone in attendance. 3. Code Amendment: Business and Commercial Uses Master List, Case No. 10-Z-96; Temp. Ord. #1760 Mr. Miller commented on the Commercial Uses Master List, Code Enforcement and eliminating new carpet businesses, truck rentals and auto sales and discussion followed on special exceptions, arcades, prohibited and allowed uses and the Sign Ordinance. 4. School concurrency issue/proposed policy Mr. Miller referenced Broward County's Planning Council, the School Board's construction schedule and mandatory goals, objectives and policies recently implemented by the School Board at the request of the Broward County Commission. Discussion followed on the South Florida Building Code and concurrency regarding Lauderhill students in Tamarac Elementary School, Tape 4 Discussion proceeded on charter, religious and private schools, the developer building 1 City Commission Workshop April 29, 1996 Page 3 the school, paying impact fees up front and Mayor Abramowitz commented on Tamarac's concern regarding the Everglades and Fort Lauderdale beaches. 5. Kimley-Horn - Commercial and State Road 7 Mayor Abramowitz referred to Kimley-Horn's request for a traffic study at no cost to the City and a request for input from the Presidents of Section's I through VI. He said the Presidents gave their approval for the study but nothing else would be done at this time. 6. Cost of living increases Mayor Abramowitz recommended City Manager Noe and City Attorney Kraft receive the same COLA as other employees and there was no further discussion. 7. City Manager - adjustments Discussion was held regarding individuals who drove City vehicles, costs of buying a car versus receiving a car allowance and City benefits. Tape 5 City Manager Noe requested his car allowance be increased to $8,400 per year, increasing his annual salary to $95,000. and putting $9,500 per year into a 401 K Plan. There was discussion about Mr. Noe's evaluation and Mayor Abramowitz, Vice Mayor Mishkin and Commissioners Schreiber and McKaye concurred with Mr. Noe's request. Commissioner Machek said the salary should be higher and the car allowance was too high. 8. Private Property Rights - announcement Mayor Abramowitz said he believed the issue was dead in Tallahassee. 9. Claude Pepper Grant Ms. McDermott discussed the Grant and said a press notice was prepared containing articles from Social Services, the City Clerk's Office and Parks and Recreation.
