CITY COMMISSION WORKSHOP
MONDAY, MAY 18, 1998
CALL TO ORDER: Mayor Schreiber called the workshop to order on Monday, May 18,
1998, at 9:30 a.m., in Conference Room #1 of Tamarac City Hall, 7525 Northwest 88th
Avenue, Tamarac, Florida.

1. Road resurfacing
City Manager Noe made a presentation and enumerated funding mechanisms for this
project as "pay-as-you-go" funding, ad valorem taxes, public service taxes and
general obligation bonds and recommended using revenue bonds. There was further
discussion and Lavon Wisher, Public Financial Management, and Dean Dickson,
Bond Counsel, made presentations concerning validation with regard to the revenue
bonds and concurred with City Manager Noe's suggestion to use revenue bonds.
Discussion continued on median beautification and landscaping.
Vice Mayor Mishkin said he was not in favor of increasing utility taxes.

There was an expression of interest and the consensus of the Commissioners was to
proceed with funding through revenue Bonds.
2. Quarterly Report
Susan Sinclair, Risk Manager, made a presentation and referenced negotiations with the
Florida League of Cities relative to general liabilities and preparation of requests for
proposals for long-term disability and health care providers. Discussion followed with regard
to retiree health benefits changing with a new health insurance carrier. She commented on
participating in the early retirement program, health benefit and safety seminars and
settlement of three lawsuits.
Kathleen Margoles, Social Services Coordinator, made a presentation concerning events,
hours of Parks and Recreation activities, the Summer Camps, Junior Orange Bowl
Tournament and programs and the Multi Purpose Center.

Ms. Margoles continued her presentation and Vice Mayor Mishkin requested Ms. Margoles
provide a Fitness Room report and status of the soda machine at Tamarac Park.
Mayor Schreiber requested a recess at 11:15 a.m. and the workshop reconvened at 11:25
a.m. with everyone present.
Raj Verma, Public Works Director, made a presentation regarding ongoing and completed
Capital Improvement Projects relating to Public Works, Engineering and the Stormwater
divisions. He said Staff worked with State and local agencies and many projects were
completed and referred to Building Maintenance, Custodial and Recycling divisions within the
Public Works Department. He referred to several ongoing miscellaneous projects and
discussion followed concerning medians within the City of Lauderhill. Discussion followed
concerning unexpended funds for Utilities projects.
Vice Mayor Mishkin questioned why staff in City Hall consumed bottled water and discussion
followed. Mayor Schreiber requested the quantity and cost of bottled water and City
Manager Noe suggested eliminating the drinking of all bottled water by staff.
3. Backflow Prevention Inspection System
Mike Woika, Utilities Director, and Jan Atwood, Backflow Technician, brought in a backflow
device and made presentations. Discussion followed on plumbing charges and recertificatio
of backflow operators.

4. Special meeting regarding appointments to boards and committees
There was discussion and a consensus of the Commissioners to have a Special
Meeting on Thursday, May 28, 1998, at 9:30 a.m., to appoint members to the various
boards and committees.
Vice Mayor Mishkin suggested representation at the Hurricane Preparedness
Conference in Fort Lauderdale on May 28 or 29 and discussion followed on Grant
money for the senior center/community center, the proposed project on Nob Hill Road,
blasting and remedies associated with blasting complaints.
With no further discussion, Mayor Schreiber adjourned the workshop at 12:35 p.m.
