HomeMy WebLinkAbout1997-05-27 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP TUESDAY, MAY 27, 1997 CALL TO ORDER: Mayor Schreiber called the workshop to order on Tuesday, May 27, 1997, at 9:30 a.m. in Conference Room #1 of Tamarac City Hall, 7525 Northwest 88th Avenue, Tamarac, Florida. PRESENT Mayor Joe Schreiber Vice Mayor Larry Mishkin Commissioner John E. McKaye Commissioner Karen L. Roberts Commissioner Marc L. Sultanof ALSO PRESENT: Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Tim Hemstreet, Assistant to the City Manager Stanley Hawthorne, Finance Director Raj Verma, Public Works Director Jim Budzinski, Fire Chief Kathleen Margoles, Social Services Coordinator Maria Swanson, Personnel Director Tape 1 Mark Greenspan, Public Works Operations Manager Jeffrey L. Miller, Director of Community Development Phyllis Polikoff, Office Specialist David M. Griffith & Associates _ User Fee Study results Stanley Hawthorne introduced John House of DMG & Associates who made a presentation. Tape 2 2. 5/28/97 Commission Agenda Items V/M Mishkin commented on Item 94 amending the annual budget and discussion followed. City Commission Workshop May 27, 1997 Page 2 Mayor Schreiber commented on the State Housing Initiatives Partnership (SHIPS) program, his recommendation for a lobbyist and discussion was held on revenue collection, maintenance contract compliance and the external audit executed by Madsen, Sapp. Mayor Schreiber called a recess at 10:45 a.m. and the workshop reconvened at 10:55 a.m. with everyone in attendance. There was further discussion regarding Item 4 pertaining to the annual budget and the Commissioners agreed to consider approval of the item on May 28. Mayor Schreiber referred to Item #5 concerning a revised development order for Ash Plat and City Attorney Kraft advised that Item #5 was quasi-judicial and could not be discussed at this time. 3. Work Plans - progress City Manager Noe referenced the recent Strategic Planning Session and Raj Verma made a presentation. Tape 3 Jeffrey Miller commented on street repaving in Oakland Park and Raj Verma continued his presentation. Jim Budzinski and Kathleen Margoles made presentations. Tape 4 Maria Swanson, Mark Greenspan and Jeffrey Miller made presentations. 4. Canal/waterway problems in Woodlands Raj Verma introduced Mauro Burgio, Stormwater Engineer, and Dr. David Sutton, University of Florida, who made a presentation and discussion followed. Tape 5 fi City Commission Workshop May 27, 1997 Page 3 City Manager Noe referenced the Sunshine Law with regard to Commissioners attending board and committee meetings and a meeting with BellSouth. Jeffrey Miller referred to blasting on Land Section 7 and Mayor Schreiber commented on the Veterans Park memorial monument. V/M Mishkin requested the June 11 regular City Commission meeting be rescheduled to another day because of a religious holiday. There was a consensus to reschedule to Monday, June 9, at 7:00 p.m. and the Commissioners concurred. With no further discussion, Mayor Schreiber adjourned the workshop at 1:00 p.m. 11 Carol A.
