HomeMy WebLinkAbout1996-07-08 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, JULY 8, 1996 CALL TO OR R: Mayor Abramowitz called the Workshop to order on Monday, July 8, 1996, at 9:30 A.M. in Conference Room #1 of Tamarac City Hall, 7525 Northwest 88th Avenue, Tamarac, Florida. PRESENT: Mayor Norman Abramowitz Vice Mayor Larry Mishkin Commissioner Bruce Hoffman Commissioner John E. McKaye Commissioner Joseph Schreiber ALSO PRESENT-_ Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Dina M. McDermott, Assistant City Manager Jeffrey L. Miller, Director of Community Development Patricia Marcurio, Assistant City Clerk Chris King, Senior Planner Trevor Feagin, Geographic Information Systems Specialist Phyllis Polikoff, Office Specialist Tape 1 2. Broward County Transit Development Plan - Discussion Mr. Miller referred to transportation requirements and Broward County's Metropolitan Planning Organization and discussion followed. Mario Aispuro, Broward County Department of Strategic Planning and Growth Management, made a presentation. Trevor Feagin discussed Broward County's Development Plan concerning funding and transit needs for the future. Discussion continued on bus routes, trips generated and traffic growth. 1. Hiatus Road Update - Discussion City Commission Workshop July 8, 1996 Page 2 Jeffrey Miler said Hiatus Road was put on Broward County's Trafficways Plan and an interlocal agreement for financial assistance for the northern portion. Brian Mirson, Carr Smith, made a presentation. Tape 2 3. Master Landscape and Entranceway Plan - Discussion a. Revision to Land Development Code b. Revision to Landscape Plan Mr. Miller said the ordinance would be revised to implement the Master Landscape Plan and Brett Nein, CCL Consultants, made a presentation. Discussion followed concerning beautification of medians, rights -of -way, fees for landscaping and working together with Public Works to implement the Master Landscape Plan. Chris King discussed proposed changes to the Landscape Plan and discussion continued on the Code, signs, pedestrian corridor areas, irrigation, landscaping medians and at intersections, swale areas and the street tree inventory. There was discussion concerning the cost to landscape, Evaluation Appraisal Report and Judge Weissing's rulings. Tape 3 Mayor Abramowitz requested a recess at 11:00 A.M. and the Workshop reconvened at 11:10 A.M. with everyone present. Discussion continued regarding Commercial Boulevard, road and infrastructure repairs, curbing and possible grants. Discussion was held on sidewalks, rights -of -way, Lennar Homes, financial priorities, traffic impact fees, xeriscaping and more land for Parks and Recreation. Law Enforcement Block Grant Program - Discussion Ms. McDermott discussed the Grant applicant, Tamarac's law enforcement programs and discussion followed on what would be provided by the Grant. 5. Miscellaneous Comm. Schreiber commented on Broward County's audit regarding electric service, fire rescue assessment and Lennar's sign adjacent to Kings Point and discussion followed. Tape 5 Mayor Abramowitz discussed Hurricane Bertha, Lennar's sign, fire rescue assessment notice and discussion continued on Comm. McKaye's mail addressed to Fort Lauderdale and Broward County's advisement regarding reduction of ad valorem taxes. With no further discussion, Mayor. Abramowitz Adjourned the workshop at 12:15 P.M.
