CITY COMMISSION WORKSHOP MEETING
AUGUST 24, 1999
CALL TO ORDER: Mayor Schreiber called the workshop to order on Tuesday, August
24, 1999, at 3:00 p.m. in Conference Room #1 of Tamarac City Hall, 7525 NW 88th
Avenue, Tamarac, Florida.
PRESENT: Mayor Joe Schreiber, Vice Mayor Larry Mishkin, Commissioner Edward C.
Portner, Commissioner Karen L. Roberts, Commissioner Marc L. Sultanof.
ALSO PRESENT: Robert S. Noe, Jr., City Manager, Mitchell S. Kraft, City
Attorney, Vanessa T. Steinerts, Assistant City Attorney, Tim Hemstreet, Assistant
City Manager, Carol Gold, City Clerk, Harvey Kram, Charter Board Chairman,
Bert Buckley, Charter Board Vice -Chairman and Diane Glasser, Charter Board
Member.
Assistant City Attorney Steinerts summarized each revision to the Charter
suggested by the Charter Board as follows:
Temporary Ordinance #1854: Charter Section 4.08, Boards and advisory
groups, is amended to provide that boards and advisory groups may be created
by resolution unless creation by ordinance is required by statute or if the board is
intended to exist for one year or more.
Temporary Ordinance #1855: Charter Section 6.03, Redistricting, is amended
to provide that four of the members of the Redistricting Committee are to be
appointed by district, one from each district, appointed by the commissioner
representing each district. Additionally, the ordinance provides that the fifth
member of the Redistricting Committee is to be appointed by the Mayor as an at -
large member, and not by the four committee members previously appointed by
the City Commission.
Temporary Ordinance #1856: Charter Section 6.04, Elections, specifies the
procedure for elections in the City. The proposed charter revision provides that
candidates for charter board seats are to run for election only in the district of the
seat the candidate is seeking. The charter board member at -large is to run for
election citywide.
Temporary Ordinance #1857: Article VII of the Charter is amended to remove
section 7.04, Capital program, which is identical to the language of section 7.06
of the Charter. Both sections require the City to prepare and maintain a capital
program pursuant to Chapter 163, Florida Statutes, the "Local Government
Comprehensive Planning and Land Development Regulation Act."
Temporary Ordinance #1858- Charter Section 7.08, Deposit and investment
of city funds, is amended to allow the City to designate a city depository as
appropriate, eliminating the requirement that a depository must be designated no
less frequently than April of each year.

Temporary Ordinance #1859: Charter Section 7.11, Requirements for public
bidding, is amended to raise the amount from Ten Thousand Dollars
($10,000.00) to Twenty Five Thousand Dollars ($25,000.00) for all contracts
required to be competitively bid for the purchase of capital equipment, and for
improvement and construction contracts of any type, available from more than
one (1) source, or which cannot be performed with city personnel.
Temporary Ordinance #1860: Charter Section 8.01, Terms and qualifications,
is revised to increase the number of terms that Charter Board members may
serve from two (2) to three (3), by providing that a Charter Board member may
succeed himself/herself for two (2) terms.
Temporary Ordinance #1861: Charter Section 8.01, Terms and qualifications,
is revised to provide that the terms of office for Charter Board members are
increased from two (2) years to three (3) years, with election of the Charter Board
to coincide with election of the Mayor and Commissioners.
Pursuant to Charter Section 8.02, the Charter Board must hold a public hearing
on the proposed Charter amendment prior to City Commission review of the
Charter amendments. After the public hearing has been held, the proposed
Charter amendments should be submitted to the City Commission in final form in
sufficient time for their review.
There was discussion about the Charter amendments proposed by the Charter
Board, and the Commission accepted all suggested Charter amendments as
written, but asked for clearer language for Temporary Ordinance #1854,
amending Charter Section 4.08, Boards and advisory groups.
Commissioner Portner suggested changing the election date from March to
November, and after discussion there was no expression of interest to change
the election date.
Mayor Schreiber spoke about the notice in the Tam -A -Gram about the bus
service. After discussion it was decided that the response to those concerned
would be that there was no change in the service.
There being no further business, Mayor Schreiber adjourned the Workshop
Meeting at 4:35 P.M.
