HomeMy WebLinkAbout1995-09-11 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, SEPTEMBER 11, 1995 CALL TO ORDER: Mayor Abramowitz called the Workshop to Order on Monday, September 11, 1995, at 9:30 a.m. in Conference Room #1, 7525 Northwest 88th Avenue, Tamarac, Florida. PRESENT: Mayor Norman Abramowitz Vice Mayor Irving Katz Commissioner Sharon Machek Commissioner Larry Mishkin Commissioner Joseph Schreiber (Arrived at 9:35 a.m ALSO PRESENT: Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Dina M. McDermott, Assistant City Manager Stanley Hawthorne, Finance Director Tim Hemstreet, Budget Analyst Phyllis Polikoff, Secretary Tape 1 2. BOND REFINANCING - WATER AND SEWER Stanley Hawthorne advised that over $1 Million dollars could be saved by refinancing. He referred to the Underwriter and said formal presentations would be made by either the Underwriter, Bond Counsel or a financial advisor. 1. EMERGENCY MEDICAL SERUM City Manager Noe referred to the Committee composed of Dina M. McDermott, Stanley Hawthorne, Sherry Bauer, Jim Budzinski and Tim Hemstreet who reviewed the Requests for Proposals. Mr. Hemstreet distributed a spreadsheet and discussion followed on proposals made by Medics Ambulance, LifeFleet, Tamarac's Fire Department and Broward County. There was further discussion pertaining to Municipal Service Benefit Units, Advanced Life Support and Basic Life Support. City Commission Workshop 9/11 /95/PP Page 2 Tape 2 Discussion continued on lengths and options of contracts, Paramedics, EMT's, transportation, first responders and fire apparatus, fire suppression and assessments to single-family and multi -family units. Mayor Abramowitz requested a recess at 10:45 a.m. and the Workshop reconvened at 10:55 a.m. with everyone present except Comm. Mishkin. There was continuing discussion regarding assessments, covered zones, transport staffing, Ad Valorem taxes, millage and Dr. Lee. Tape 3 Comm. Machek discussed concerns relating to Broward County's proposal. Mayor Abramowitz requested an Expression of Interest for City Manager Noe to enter into negotiations with the individuals who made the proposals and Vice Mayor Katz and Commissioners Machek and Schreiber concurred. Mayor Abramowitz requested a recess at 11:50 a.m. and the Workshop reconvened at 11:58 a.m. with everyone present. Tape 4 Discussion was held on the proposed budget and Special Budget Public Hearing scheduled for 5:05 P.M. this evening and the FY 96 millage rate of 5.2366. City Attorney Kraft suggested scheduling the second Special Budget Public Hearing for Wednesday, September 27, 1995, at 5:05 P.M., and discussion followed.
