CALL Q ORDER: Mayor Abramowitz called this meeting to order on
Wednesday, September 19, 1990 at 10:15 A.M. in Conference Room 1.

Mayor Abramowitz said at the first Budget Hearing, there had been
an expression by some of the Council that they would like to re-
examine a few articles. He said it was mentioned that because of
the recent passing of certain Referendum items, there may be an
opportunity for the City to do something with the Budget as
proposed.
City Manager Kelly said the City Attorney's budget was brought up
at the Budget Hearing meeting. He said he recommends a minimum
cut of the deferred compensation funding which is $7,500.00 and
the automobile allowance which is $3,600.00. He said any other
cuts would have to be detained and observed.
C/M Schumann said he would agree to that. He said there is no
need for those two items.
Mayor Abramowitz said the City has two more cases of litigation in
the courts and has asked for compiled information of the amount of
money that these lawsuits have cost the City over a period of a
couple years.
City Manager. Kelly said the total of the budget cut is $11,100.00.
He said this is a workshop and the action will take place at the
public hearing. He said he had received directions from
Tallahassee and the action will now be done in the Budget Hearing
scheduled on Tuesday, September 25, 1990 at 7:00 P.M. He said a
w, workshop can be held to express the intentions of what Council
Vants:tm do with the budget. He said this gives the Finance
IL-partmeiit an opportunity to make the necessary calculations
3agarding� the percentage increases which will have to be announced
mid reviged at the Public Hearing.
lfayot-Abramowitz said at the suggestion of C/M Schumann, to be
removed from the City Attorney's budget is the car allowance of
$3,600.00 and the Deferred Compensation Plan of $7,500.00 for a
total of $11,100.00.
Mayor Abramowitz said an expression of an agreement on this
recommendation has been taken by Council.
Mayor Abramowitz said V/M Hoffman raised an issue regarding the
street lighting at the Public Hearing.

City Manager Kelly said street lighting is one itemthat nee s
to be considered due to a Referendum being passed He said there
is $50,000 00 and he has checked with the Utilities Department and
none of this money is needed for the renovations that are ir the
works at this time He said the concern is they have to
anticipate that there will be some people complaining on pr ority
issues during the year that Council may want to address H said
first the money has to be accessed and then Florida Power a d
Light can draw the plans for the lighting He said two mil ion
dollars worth of street lighting is not going be in place b
October 31, 1990 He said if there are things to be addres ed on
an emergency basis, there should be some money in the budge for
these situations
V/M Hoffman said the City has appropriated over half a miLlion
dollars for street lighting
City Manager Kelly said there is $50,000 00 for street lighting
V/M Hoffman said he feels at least half of the money should e
taken out of the budget
Mayor Abramowitz said he does not agree that the street 1$g i,ng
is not already in progress He said in Section 11, there h e
been some things installed
City Manager Kelly said for what has been processed, there is
sufficient money in this years budget for coverage
Mayor Abramowitz said he would agree with V/M Hoffman regarding
the removal of $25,000 00 from the $50,000 00 He said he would
hesitate taking all the money out in case of emergencies
City Manager Kelly said if there no objections to this, the anal
decision can be made at the final public hearing
City Manager Kelly said regarding the Multi -Purpose Center, here
is a little over $101,000 00 for that He said the School B and
is hopefully going to take some action on October 2, 1990f _ch
will be held after the City's public hearing He said this
situation is still being negotiated with the Superintendent'
Office regarding their input into the money to help offset t e
costs
Mayor Abramowitz said his concern is that an emergency wi_1 Iome
up and the money is not available He said there is no rush to
spend the money He said the purpose for this meeting is to give
a sense of direction to the City Manager and the Finance
Department
With no further business, Mayor Abramowitz ADJOURNED this
at 1035AM
