CITY COMMISSION WORKSHOP
OCTOBER 20, 1997
CALL TO ORDER: Mayor Schreiber called the workshop to order on Monday,
October 20, 1997, at 9:30 a.m. in Conference Room #1 of Tamarac City Hall,
7525 Northwest 88th Avenue, Tamarac, Florida.

Mitchell S. Kraft, City Attorney
Tim Hemstreet, Assistant to the City Manager
Jeffrey L. Miller, Director of Community Development
Jim Budzinski, Fire Chief
Kathleen Margoles, Social Services Coordinator
Phyllis Polikoff, Office Specialist

City Manager Noe commented on a letter from Mr. Corbin Johnson, Penguin
Group L.P., regarding the blasting.
Susan Motley, representing Westpoint Developers, said that blasting would be
at reduced levels but would take longer. Discussion followed on this matter.
1. 10/22/97 Commission Agenda Items
Mayor Schreiber commented on Pages 8 and 12, Consent Agenda Item #2.a. He
said Morris Sher thanked Mayor Schreiber on Page 8 and his comments referred
to statements made by the Vice Mayor on Page 12.
Comm. Sultanof commented on Consent Agenda Item #2.b. concerning the
interlocal agreement with Broward County for a temporary branch library in
Tamarac. Discussion followed.

Mayor Schreiber referred to Consent Agenda Item #2.c. and questioned
whether the flu shots were free. Kathleen Margoles said the flu shots were
reimbursed by Medicare and the HMO.
Mayor Schreiber commented on Consent Agenda Item #2.e. regarding user fees
for summer camp. Discussion followed.
Comm. Roberts discussed Consent Agenda Item #2.d. relative to increasing user
fees for Social Services transportation.
2. Holiday decorations
City Attorney Kraft said the City can have holiday decorations but suggested not
endorsing any particular faith.

3. Rules and Procedure
City Manager Noe discussed the document and Vice Mayor Mishkin suggested
waiting to discuss this at another workshop and Mayor Schreiber agreed.
City Manager Noe commented on the Florida League of Cities conference and
funding to pave streets.
Vice Mayor Mishkin commented on a letter concerning the blasting. City
Attorney Kraft said the City was not responsible for any problems and he would
respond to the letter.
Comm. McKaye commented on resignations from Charter Board members.
There was further discussion on this matter.
Comm. Roberts left the meeting at 10:35 a.m.
Mayor Schreiber commented on the maintenance agreement regarding
Mainlands 1 & 2. City Manager Noe said more information will be provided at
another workshop.

Mayor Schreiber commented on the Emergency Group Coalition of Coral
Springs and City Attorney Kraft replied that rejoining the coalition would not be
in the City's best interest.
City Manager Noe advised that Dr. Mathis, the early retirement administrator,
was present.
With no further discussion, Mayor Schreiber adjourned the workshop at 10:45
a.m.
