CITY COMMISSION WORKSHOP MEETING
MONDAY, NOVEMBER 8, 1999
CALL TO ORDER: Mayor Schreiber called the workshop meeting to order on Monday,
November 8, 1999, at 9:30 a.m. in Conference Room #1 of Tamarac City Hall, 7525 NW 88tn
Avenue, Tamarac, Florida.
PRESENT: Mayor Joe Schreiber, Vice Mayor Larry Mishkin, Commissioner Edward C.
Portner, Commissioner Karen L. Roberts and Commissioner Marc L. Sultanof.
ALSO PRESENT: Jeffrey L. Miller, City Manager, Mitchell S. Kraft, City Attorney,
Assistant City Manager/Interim Finance Director Hemstreet and Carol Gold, City Clerk.
1. 11/10/99 Agenda Items
a) Item #8(k), Y2K READINESS REPORT: (TR8807) Acknowledging the City's Y2K
Readiness Report and recognizing the City's Year 2000 preparation efforts for a
seamless transition into the new millennium. MIS Director Sucuoglu gave a
presentation and thanked Management Intern McCue, Management Intern Russell, and
40 Systems Manager Christian for their efforts in the City's Year 2000 preparation.
b) Item #8(f), GRANT APPLICATION FOR EPA ENVIRONMENTAL EDUCATION:
(TR8806) Approving an application for an EPA Environmental Education Grant. Utilities
Director Woika gave a presentation.
c) Item #8(h), GRANT APPLICATION FOR AN EMERGENCY OPERATIONS
CENTER: (TR8809) Approving a grant application to the Emergency Management
Preparedness and Assistance Trust Fund for funding for construction of an Emergency
Operations Center. Public Works Operations Manager Greenspan gave a presentation
and responded to questions from Mayor Schreiber, Commissioner Roberts,
Commissioner Portner, Commissioner Sultanof, and Vice Mayor Mishkin regarding the
construction of the Emergency Operations Center, and whether new equipment would
be necessary.
Public Works Operations Manager Greenspan gave a presentation on the security
system. There was discussion about cost and use of a metal detector and an armed
guard. Commissioner Sultanof expressed concern about the safety of employees on
the first floor of City Hall, and Commissioner Roberts expressed concern for the safety
of employees in the Customer Service Department. There was discussion about
visitors to City Hall being asked to sign in and wear badges, and the legality of
searching personal bags. Vice Mayor Mishkin suggested using a balance of common
sense with the need for security.
Assistant City Manager/Interim Finance Director Hemstreet gave a presentation on
MediaOne, and said MediaOne will ask to extend the deadline for renewal negotiations
to December 31, 1999. Assistant City Manager/Interim Finance Director Hemstreet said
it is his professional opinion that the City and MediaOne can come to an agreement by
the new deadline date.
2. Tamarac Automatic Payment Plan (TAPP). Assistant City Manager/Interim
Finance Director Hemstreet introduced Investment Accountant Williams and Customer
Service Representative Bonilla, who gave presentations on the Tamarac Automatic
Payment Plan.
3. Holiday Party. Commissioner Portner expressed a desire to have the City pay
for the holiday party for employees. There was discussion and Mayor Schreiber asked
for an expression of interest. Commissioner Portner, Commissioner Sultanof and
Commissioner Roberts expressed interest in looking into this further, while Mayor
Schreiber and Vice Mayor Mishkin were not in favor of paying the employees' admission
to the holiday party. Mayor Schreiber asked City Attorney Kraft to prepare a resolution
to sponsor the employees for the holiday party.
4. Citizen Information Line. Public Information Officer Moore gave a presentation.
Mayor Schreiber asked about the cost, and Public Information Officer Moore said he
should have the figures in a week or so. There was discussion about informing the
public and sending notices with the water bills and inserting information in the Tam -A -
Gram.
5. Veteran's Day Parade and Memorial Ceremony. Parks and Recreation Director
Margoles gave a presentation. There was discussion about parking and the invitation
list.
Personnel Director Swanson gave a presentation about the advertisement in the
newspaper on November 1, 1999 and November 7, 1999, regarding the Pension Board
of Trustees. There was discussion about the three Pension Boards meeting during the
day, and Personnel Director Swanson said each Pension Board could decide when to
hold its meeting. Vice Mayor Mishkin said there should be adequate time to review the
applications prior to making appointments. There was discussion about a meeting date
to make appointments, and it was decided to hold a special meeting on December
20,1999, immediately after the Commission Workshop.
There being no further business, Mayor Schreiber adjourned the Workshop meeting at
11:10 A.M.
