CITY COMMISSION WORKSHOP
TUESDAY, NOVEMBER 12, 1996
CALL TO ORDER: Vice Mayor Mishkin called the Workshop to order on Tuesday,
November 12, 1996, at 2:30 P.M. in Conference Room #1 of Tamarac, City Hall, 7525
Northwest 88th Avenue, Tamarac, Florida.

Commissioner Bruce Hoffman
Commissioner Joseph Schreiber
ABSENT AND EXCUSED:
Commissioner John E. McKaye
ALSO PRESENT:
Robert S. Noe, Jr., City Manager
Mitchell S. Kraft, City Attorney
Jeffrey L. Miller, Director of Community Development
Raj Verma, Public Works Director
Mark Greenspan, Public Works Operations Manager
Kathleen Margoles, Social Services Coordinator
Phyllis Polikoff, Office Specialist

1. Tri-Party Agreement Broward County Westpoint Section 7 Plat and City
Mr. Miller and Susan Motley, Attorney representing Westpoint, made a presentation
and discussion was held.
2. Hiatus Road Update/Interlocal Agreement with Broward County on Hiatus Road
Mr. Miller and Richard Cabrera representing Carr Smith, made a presentation.
3. Space Study by Carr Smith
Messrs. Verma and Greenspan made a presentation and both suggested the item on
the November 13, 1996 City Commission agenda be approved. Discussion followed.

5, Security Update
Mr. Greenspan and Brad Miller, Security Specialist with Broward Sheriffs Office, made
a presentation. Mr. Miller said security measures were implemented in all City facilities
but measures were still recommended in City Hall.
4. Veterans Memorial - Contribution
Ms. Margoles made a presentation and discussion followed on relocating the memorial,
funding and an estimate of the cost of the project.
6. Veterans Day Ceremonies
Discussion was held on the Veterans Day program.

7. Board and Committee Appointments
There was discussion on recently filed applications, the application form, publicizing the
vacancies and a tentative date to make appointments.
8. The Courtyards of Broward
City Attorney Kraft referred to annexing the Courtyards to Fort Lauderdale and the
study regarding the utilities.
9. Postal Service
V/M Mishkin stated that a resolution should be prepared indicating that mail be
identified as Tamarac and not Fort Lauderdale or Pompano Beach.
10. Federation of Public Employees Contract
City Manager Noe advised that negotiations were completed and the contract was
ready to be ratified by the employees.

11. December 25, 1996 City Commission Meeting
There was discussion about canceling the meeting or changing said meeting to a
Special meeting on Monday, December 23, 1996, at 9.00 A.M.
12. City Commission Workshops
V/M Mishkin voiced objections to the Monday morning Workshops and discussion
followed on scheduling the next Workshop for Wednesday, November 20, 1996 at 9.00
A.M. in Conference Room #1.
With no further discussion, Vice Mayor Mishkin Adjourned the meeting at 4:15 P.M.
