CITY COMMISSION WORKSHOP
TUESDAY, NOVEMBER 18, 1997
CALL TO ORDER: Mayor Schreiber called the workshop to order on Tuesday,
November 18, 1997, at 1:30 p.m., in Conference Room #1 of Tamarac City Hall, 7525
Northwest 88th Avenue, Tamarac, Florida.

Chief Goldstein - Police issues
Chief Goldstein commented on police issues involving juveniles, speeding, auto thefts,
crime rates, danger intersections, police interaction with the community and sexual
predators/offenders.

Mayor Schreiber commented on renewal of drivers licenses by mail and discussion
followed on other police issues.
2. Financing Alternatives - Road Repairing
City Manager Noe commented on a resolution to proceed to pursue the revenue
alternatives for financing road repairs. Mayor Schreiber agreed that this would be the
safest way to go and all agreed.

3. Rules and Procedures
City Manager Noe said Jason Willett prepared another amendment to Rules and
Procedures and suggested tabling this item for further review.
4. Article: "10 Habits of Highly Effective Councils"
Discussion was held to study Item 4 for a future Commission agenda.
5. Items Tabled on 10/22/97: User fees for the Tamarac Social Services Program;
User fees for the Tamarac Parks and Recreation Department programs and
facilities.
Comm. Roberts commented on charging a $5 fee for an annual I.D. card for senior
citizens for bus service. Discussion followed and after a consensus, the Commissioners
concurred on the $5 fee for the annual I.D. card for senior citizens bus service.
Comm. Roberts suggested that summer camp fees be increased from $.50 per hour to
$.60 per hour and all the Commissioners agreed.
6. Re-evaluation of board and committee appointments
V/M Mishkin discussed Veterans Affairs Committee members who did not reside in
Tamarac, members who were not veterans, the number of members on the Committee
and evaluating the Committee. Discussion followed on the monument and a new sign
at Tamarac Veterans Park,
7. Finance reorganization
V/M Mishkin questioned whether utilizing temporary employees was cost effective.

Discussion continued and City Manager Noe commented on employees who were
working with the new HTE system and said the Public Services Department would be
reorganizing because of the early retirement program. Stanley Hawthorne made a
presentation regarding restructuring the Finance Department and personnel in
Customer Service. Discussion followed.
Mayor Schreiber commented on the level of vibrations associated with the blasting for a
lake at the Westpoint site.
