NOTICE OF
WORKSHOP MEETING
CITY COUNCIL
Please be advised that the City Council will hold a Workshop Meeting on
Friday, January 21, 1983 at 1:00 P.M. in the Council Chambers at City
Hall, 5811 N. W. 88th Avenue, Tamarac, Florida.
The purpose of this meeting is to discuss the proposed Civic Center and
the proposed Police Facility.
The City Council may discuss such other items as may come before it.
The public is invited to attend.

DISCUSSION ON THE PROPOSED CIVIC CENTER
AND PROPOSED POLICE FACILITY
CALL TO ORDER: Mayor Falck called the meeting to order at 1:00 P.M.
Friday, January 21, 1983, in the West Conference
Room at City Hall.

Mayor Falck read the official notice of the workshop meeting which
was called for the purpose of discussing the proposed civic center
and proposed Police facility.
Mayor Falck asked the Police Chief to give a presentation as to the
needs of a proposed Police Facility. Police Chief McIntosh said
there is property available next to the Fire Station on 88th Ave.,
a total of 14 acres. He said they have drawn up a tentative sketch
of plans they feel would be most needed now as well as several years
into the future. (See Attachmentsil, 2 and 3).
The Police Chief said they have anticipated, in these plans, the
estimated increase of the population of the City to 75,000 people
as well as the increase in staff of approximately 50 members. He
said the majority would be certified Police officers. He said the
parking facilities would be approximately 52,500 square feet and
they would need about 100 spaces for Police and employee vehicles.
He said the front of the building would face 88 Ave. and the estimated
price, at this time, is for $65 to $75 per square foot for a total
of approximately $1,000,000. He said this price included paving of
the parking area but not landscaping.
C/M Disraelly said they have discussed location before and have
decided the building should be west of the Fire Station. He said
a proposed City Hall should be adjacent to the canal and the Police
facility should not be the focal point. The Police Department would
be open 24 hours a day and there would be a receptionist that would
handle the alarms.
Chief McIntosh said since the Police Department must be readily
accessible to the public and emergency situations must be considered,
it would be best for the facility to be located at a site where it
would not be necessary to go around another facility. V/M Massaro
asked if the Chief had any idea how much more would be needed as far
as furniture, etc. Chief McIntosh said the only item he could think
of was a place for all of the alarms but this should not be an expense
since it would just mean a transfer of what the department has now.
V/M Massaro asked about the Communications such as aerials on the roof
and whether or not they are inclusive in the quote of one million
dollars and if this would allow the residents to call the Department
directly rather than call 911. The Chief said this is correct.

Chief McIntosh said the only thing he can think of that might be of
a special nature would be the polygraph room which would have to be
soundproof. V/M Massaro requested that the Police Chief consider
anything else that might be necessary in order to get a more accurate
idea of cost. C/M Disraelly asked if there would be a room designated
for an off -duty administrator and the Chief said there are some rooms
on the plan that have not been designated and he would use one of
these. C/M Krantz asked if the Chief had planned on shower facilities
in the locker areas and the Chief said yes. C/M Krantz asked if the
gymnasium equipment was considered in the over --all cost and the Chief
said that is not included.
The City Manager said this tentative plan of the Chief's was taking
the concepts by her as initial and secondary product of Mike Shiff's
plan from 22,000 square feet to 15,000 square feet. Jon Henning asked
if it were possible to have a plan with the building situated where
it would be conducive to expansion if necessary. V/M Massaro said an
architect could better address that. Arthur Gottesman, resident,
asked if the cost included the air conditioning and auxiliary power
and the City Manager said this has been allowed for.
Mayor Falck said consideration must also be given to this building
when a new Police facility is built. He said he would suggest
remodeling this building to accommodate the City's needs. He said he
would not anticipate much more expansion when the Police facility is
removed. V/M Massaro said she would like to see the Building Depart-
ment and the Utilities housed in this building. V/M Massaro said the
next priority should be the Community Center and Mayor Falck said they
will have to go for bonding for this. C/M Krantz asked for an estimate
of how long this project would take and V/M Massaro estimated
approximately 12 to 14 months.
Community Facility - Mayor Falck referred to his memorandum to Council
of 1/3/83 in which he stated a Community building should be erected
patterned after the one built for Lauderdale Lakes. He said this
building has an outdoor area that can be used for game playing, concerts,
etc. and this type of arrangement minimizes the need for air condition-
ing and does not require the installation of expensive showers, lockers,
etc. C/M Krantz asked if this would be part of the Parks Department
and Mayor Falck said they could supervise some of the affairs that
might be held there.
V/M Massaro said the City Planner has some good sketches that could
be used as well as any plans from an architect. V/M Massaro said
Council has been trying to maintain the plans within the amount of
money that the City is permitted to spend without a referendum. The
amount that the City can spend without a referendum is $215,000.
Mr. Gottesman asked if this building amount would permit the construction
of a small auditorium and Mayor Falck said there will be a small
auditorium inside that could be divided into a couple of sections which
would accommodate approximately 300 people. C/M Krantz asked if this
facility would be used for outside organizations too or just the City
use and Mayor Falck said Council has indicated that this would not be
a rental project available to outside organizations but designed
specifically for activities in which the City was either involved or
sponsoring.
Muriel Davis said she has worked with Sharon Ellis in the Recreation
Program and she would be happy to see this move ahead. C/M Krantz
asked if the Police Facility would be considered before this and V/M
Massaro said that might be delayed a little because of the bond issue
but the City has the money for the Community Facility and as soon as
the plans are ready this facility could be under construction. C/M
Disraelly said the full plan must be considered with location of the
four buildings.
