Tamarac, will hold a Workshop Meeting on Friday, March 7th,
1980, at 2:30 P.M., in Council Chambers.
The following; matter will be discussed:
Parks Commissioner. Discussion and
possible action as to duties, responsibili-
ties, etc.
Council may consider such other business as may come before it.
All interested citizens are invited to attend.

JOB DESCRIPTION FOR MR. PHIL KRAVITZ
March 7, 1980
CALL TO ORDER: Mayor Falck called the meeting to order on Friday, March 7, 1980 at
2:30 P.M. in Council Chambers, City Hall, City of Tamarac.

ALSO PRESENT: Edwaxd Gross, City Manager

Mayor Falck discussed the communication of March 3rd with reference to Mr. Kravitz's
understanding of his job.
Mr. Gross indicated that the main problem, is in the area of maintenance and Mr. Gross
felt that the Park Commissioner was not responsible for telling either an employee or
and individual using the park that something was not being done correctly, but should
inform the proper people to get any problem that exists taken care of. If he finds
that the problem has not been resolved, then Mr. Gross wanted to be told or the City
Manager's office should be informed. Mr. Gross explained that the Park C mdssioner's
job was to work on new parks, to work on additional facilities for the parks with
recommendations to Council, and perhaps working on funding for parks.
Mayor Falck said that he is concerned about items being periodically inspected such as
the Bocci Court, and anything else that involves the operation of parks and this infor-
mation should be relayed to the proper people; he also felt that the trails should be
cleaned up, and there are individuals who can label the various plants and make this
area more attractive and an educational. asset.
Mayor Falck mentioned that Mr. Kravitz had indicated to him that he knew people that
could possibly obtain grants for parks and the Mayor approved of this effort. The
Mayor agreed with Mr. Gross that Mr. Kravitz should not be responsible for instructing
people working at the park if he finds a problem; but should make recommendations to
Council as to how to improve parks.
C/M Wiener was in attendance at this time.
There was a discussion as to having some kind of hall for meetings, theatre productions,
and concerts, but not with fixed seats and that the Park Commissioner should be involved
in investigating this possibility.
C/M Disraelly explained that in the resolution that was passed, the Park Commissioner
is designated as working with the City Administration to coordinate expansions and be
responsible for maintenance and repairs and to make recommendations to the City Council;
this differs from Mr. Kravitz's prior duties up North. C/M Disraelly further felt that
Mr. Kravitz should give direction, but not orders and this should be clarifed with Mr.
Kravitz.
C/M Wiener felt that perhaps instead of the job being called Park Commissioner, it could
have been designated as Park Coordinator or Maintenance Coordinator, and then Mr. Kravitz
could have had a clearer picture as what his duties were to be --Sharon Ellis could tell
him what problems she was having, maintenance could discuss their problems with him and
he in turn could come back to Council.
Mr. Gross indicated that the problems should be reported to the City Manager's office and
then if the job is not done, Mr. Kravitz can get the complaint and he should bring it to
the attention of Council.
C/M Disraelly felt that without Mr. Kravitz being in attendance, his job cannot really be
clarified since he will not be hearing the input.

C/M Disraelly stated that the stationary should be reprinted so that it shows the
Mayor's name and members of Council with Mr. Kravitz's name on the bottom; it then
becomes official statiom ry rather than personal stationery and Mayor Falck agreed
with him.
Mr. Gross discussed the problem of the drinking fountain and the many work orders
that had been sent to the Public Works Department.
There was a discussion by Council as to whether the Park Commissioner should have a
badge or insignia and it was felt that if one individual had one, many should have
them and that this was not a practical idea.
Mr. Wiener asked if Board Members were covered by insurance and Mr. Gross indicated
that the City covers them if they are performing an official act for the City.
It was decided by Council to have another Workshop Meeting with Mr. Kravit-- I)resent
to resolve any misunderstandings that exist.
