Mayor Falck called the Workshop Meeting to order at 2:30 P.M. He read
the call of the meeting which was called for the purpose of reviewing
Land Section 7.
Mayor Falck noted that for a considerable period of time they have been
considering the problem of future development of Land Section 7 and he
thought basically they need to concern themselves with the total approach
that will be followed by the City of Tamarac as it relates to the develop-
ment of this particular land section. He commented that it is raw land
and the City has to provide for the utilities and other related activities
such as roads, possibly a canal system. Rather than do the job incorrectly
or move in an area that is not to the best interest of the City it was
felt to be advisable to get together for a discussion on how to proceed.
Mayor Falck explained that Mr. Nolan had been asked to be present, and
also Mr. Keating, City Engineer and Evan Cross, City Planner, to provide
input that might be of some assistance to the Council in establishing
some guidelines that will eventually follow and enable them to move in
the proper direction ultimately to provide for the development of Land
Section 7.
The Mayor noted that there were present at the Workshop people from
Systems Engineering and Mr. Workman from Leadership Housing.
Councilwoman Massaro said she would be interested in hearing from Systems
Engineering and see if they have something they would like to say that
would help our Engineers in their thoughts as to how the planning should
proceed and to see how far Systems Engineers have developed any plans
on their project, if any.
Mr. Richard Baker, Vice President, Systems Engineering addressed the Council.
He said they have sixty-four acres they would like to develop as a light
industrial facility on behalf of Systems Engineering. Other than acquiring
that acreage he noted that they had one meeting with the Mayor and Assistant
City Manager on an informal basis and they are at the meeting to learn
what the City of Tamarac plans for that area. Mr. Baker indicated they
would like to have a 200,000 square foot manufacturing facility on that
property. He said they realize it is a long way to go. Councilwoman Massaro
said that it is a long way for Council to go also before making plans.
Therefore if they have any thoughts it would be helpful. She inquired how
many acres they expected to utilize of the 64 acres, for the particular
facility. Mr. Baker replied he could not picture that exceeding any greater
than ten acres. He said they have not yet decided where it will be located.
Councilwoman Massaro pointed out it will have great effect on where canals
are located, etc.
Mr. Baker introduced David Galloway, Director of Major Corporate Agreements,
who handles most of their real estate ventures and Manny MacLain, the Director
of Facilities. Evan Cross, City Planner, stated the Tamarac Land Use Plan
adopted in November 1979 calls for a majority of the area in Land Section 7 to
be utilized in an industrial nature. Mr. Cross placed a map of the area on
the Board for reference. He explained the various areas on the map, noting
there is in excess of 300 acres. Mr. Cross said there is no exact location
for the right-of-way for the proposed expressway, although there is a proposed

The City Engineer commented that the most difficult and most expensive
from the standpoint of the initial development will be regarding the
waste -water system, and what will be required to deliver the waste
water from Land Section 7 to the treatment plant. He noted that
preliminary discussions have taken place with the developer who is
looking into a large parcel of property in Land Section 8. In those
preliminary discussions the Engineers have indicated to him that it
will be necessary to construct a sewage force -main, Mr. Keating said.
The main would be constructed from Nob Hill Road (the eastern boundary
of .land Section 7) to the treatment plant, and that force -main will be
sized to transport all of the waste -water from Land. Section 7 to the
treatment plant. Mr. Keating pointed out that is a major expense,
and a major undertaking. He also explained that the force -main will
have to be constructed for approximately a mile and three-quarters,
just to connect the east edge of Land Section 7 to the treatment plant.
From that point, it will have to be extended through the major collec-
tor streets into the Land Section, and discussions with the Consulting
Engineer indicate a need for five or six pumping stations, which will
connect all of the small parcels and pump the waste -water to the plant.
Vice Mayor Disraelly asked the approximate location of Systems Engineer-
ing's proposed facility. Mr. Baker, Systems Engineering, pointed the
area out on the drawing of Land Section 7, and described where the
property is located. Mayor Falck noted an interchange will be put
in at Commercial Boulevard which will serve Sunrise, Coral Springs
and Tamarac.
Evan Cross, City Planner, explained when the Land Use Plan was approved,
there was a problem with Land Section 7. The County wanted to certify
land use plans without underlying uses under the right-of-way. They
did approve Land Section 6 with underlying uses, but not in Land
Section 7. Mr. Cross explained when a land use plan is approved,
when there is a proposed public facility - a park or a school, or a
major roadway - they put a proposal on the map and as far as parks
and schools are concerned, they put in another use that will be
consistent with the City's requirments or wishes.. The underlying use
would be residential in that instance. On the roadway rights -of -way
they did not do that. In effect where roads are shown on the map,
there can be no other use, Mr. Cross said. However, there is still a
legal question with the County concerning the taking of rights -of -way.
Mayor Falck said that question will not be resolved, basically, without
litigation. Until the first person who owns that land in that particular
area goes through the legal process, it will not be clarified.
Vice Mayor Disraelly commented in Land Section 6 a Land Use Plan was
shown before the road was proposed. However, there was no proposal
in Land Section 7, and nothing underlying.
The City Planner, in reply to a question, indicated that the Archdiocese
of Miami owns the school site/park site area. Mr. Baker said he believed
the land was purchased by the Archdiocese for investment purposes.
Mayor Falck requested that Tony Nolan, Consulting Engineer, touch on
various areas that could be explored by the City in handling the
financing. Mr. Nolan said three aspects of the planning had been
addressed from a report standpoint, and the portion they have not
addressed is the road network. He indicated they would be discussing
eight to ten million dollars for Land Section 7. That would be the
overall development, and the amount of money would depend upon how it
is perceived to develop the property, which could go from a grandiose
scheme of doing the whole thing, to a piecemeal operation..
Mr. Nolan said with regard to full development by the City itself, the
City .of Sunrise and Margate have developed methodology of developing
and both municipalities see advantages from a tax -base standpoint
and have taken the grandiose approach. This method is one by which
the City can see the development completed, Mr. Nolan said, including
drainage, water, sewer and pavement network to all of the benefitting
properties within the land section. Mr. Nolan concurred with Mr. Keating
regarding sewers being a major problem. For purposes of a proposed
connection charge or a contribution and construction charge for that
particular section was addressed at a cost in excess of one -million
dollars, and that only spoke of one pumping station. Tyr. Nolan
commented that the five pumping stations are necessary as a result
of the drainage network which has been generated with the thought that
the canals would be used to separate different land uses and as a
consequence the canals were splitting property ownerships rather than
making property ownerships less desirable by splitting them in half.

Mr. Nolan explained, however, at a future date a realignment of the waste
water transmission system for the shopping center should be reconsidered.
Councilwoman Massaro inquired if, considering the tremendous rates that
are being asked at the present time for any kind of loans, isn't it
reasonable to assume that it would be economically better to let the
overall development rest, unless grants are availble, and let anyone
who is in the buildable area provide for further connections to whatever
has to be developed. Mr. Nolan replied if they want to omit from their
thinking the people that are not continguous with McNab Road or some
other arterial, that is the solution. However, if they want to take
into consideration others who are not so fortunate, then it is not the
solution.
Councilwoman Massaro said perhaps it would be best to contact all of
those property owners to see..what they would like to see the City do
at the present time.
Mr. Nolan said there is an exhibit attached to the Water Management
plan for Land Section 7 that lays out where the ownerships are and
who owns the property. There are sixteen separate ownerships delineated
on that map. Mr. Nolan suggested contacting those people and convening
another workshop with all present, to outline some kind of a plan
that would be a little more definitive than the present discussion.
Also, make contacts with regard to public funding.
Councilwoman Massaro.uoted that in speaking with Mitch Ceasar the
previous day he indicated he was going to Tallahassee to meet with
people to discuss another grant. She suggested someone get in touch
with him and ask him to research the availability of possible grants
while he is there. Mayor Falck indicated they will follow through
on the suggestion.
Mr. Nolan stated, with regard to relative costs, the cheapest place
for anyone to borrow money is in the public sector. if development is
about to take place it would be more advantageous if people could
align themselves with a public body to borrow money, even on a short-
term basis. Councilwoman Massaro stated that regardless of this,
only if those who have to pay for it are ready for it, those who own
the land, that is what they should be conderned. about.
Mr. Galloway, Systems Engineering, displayed a map of Section 7. He
said they would like to have a facility there within two years
and it will obviously take a great deal of time. He said he is
aware of some of the adjacent property owners who bought the property
for investment purposes. He said he knows of 100 acres surrounding
the Systems Engineering property, and there are no plans to develop
that. Assuming all property owners are contacted and none have any
plans to develop, how can Systems get in there to put a plant up within
a two year time -plan, he asked. Mr. Galloway questioned if there would
be water facilities available to them, and sewer facilities available
to them, or would they have to wait until the total plan is laid out
before they can do any planning.
Councilwoman Massaro said that is the question she asked. She questioned
if the land owner has every right to expect the City will give him
services even though someone owns the land in front of him, because
of the land section easements that are provided by law.
Mr. Keating replied that obviously it would be very difficult to put
all facilities that are necessary in the 30' right-of-way, but it
probably would be possible to put water and sewer lines in 24' of
pavement. He said that possibly the land owner would negotiate
with the adjacent property owners and it would help them to know the
30' strip eventually is going to be a 106' strip. Knowing that, the
owner may just as soon dedicate the right of way. Possibly the property
could be served from McNab Road or Nob Hill, he commented.
Councilwoman Massaro inquired if the shopping center will go to the
center of the land section; Mr. Keating showed on the map where the
shopping center is located. He said they are putting the canal in on
the southside of their property and that will connect with an existing
culvert and a new culvert across Nob Hill Road at a later time. Even-
tually the canal will meander west to the Borrow. Canal and south to
the south side of the section, depending on how it is developed.
Councilwoman Massaro noted that Systems Engineering would also have to
provide for half a canal on their section line. Mr. Keating replied

that the City will be looking to what they expect from Systems
Engineering and he would recommend that first of all they look to
acquiring the necessary canal rights -of -way as indicated on the
Water Management Plan done by the Consulting Engineer, and that
the City go along with the South Florida Water Management District
regulations which require the sites to be self-sufficient in providing
internal waterways protecting them from a hundred -year storm and
under that design condition they are only allowed to discharge a certain
amount of water into the major canal areas.
Councilwoman Massaro asked Mr. Keating what he would expect, in antici-
pation of building in two years, what should the City be doing first
to help them accomplish this goal and what should the City be looking
for from Systems Engineering. Mr. Keating replied the City can discuss
with them what the City will be requiring. it
will be up to them to decide whether to connect to McNab'Road ar t
Nob Hill Road. Mr. Keating stated that: 1) Define the right-of-way
widths for the road accesses that will abut the Systems Engineering
property. They would proceed to contact property owners off their site
to try to convince them to dedicate the necessary rights.of way at
this time rather than wait until they come in to develop. 2) The
City has defined the size of the water -line which needs to be extended
to the property and will then be extended from the closest point in
the right-of-way and then through the internal project. 3) Define
what is necessary and put them in touch with the developer of Land
Section 8 and suggest they might want to participate mutually in
the construction and perhaps the City can be a third part in the
discussions.
Councilwoman Massaro questioned the City's rights to require the land
owner to pay whatever the City decides is needed to be done for the
backbone improvements. She asked if the City still has that right if
only quarter of the land section affects them. She asked if they could
develop that part and require them to pay their share. Mr. Keating
said "no" because the facilities would serve the whole land section and
not a quarter.
Mr. Nolan said the City's police powers allow them to assess the cost
of facilities that are deemed important, but only the proportionate
costs. Councilwoman Massaro said it would not be economically feasible
to do a section since the City would have to carry a debt until such
time as further development took place. She said a way will have to
be found so that they can build and be within a buildable area and
connect later to a full development concept that will be established
at a later time.
The Consultant Engineer said the City is really dealing with very abstract
thoughts and do not have it clearly in focus yet. He said the storm
water management plan is flexible and the routing not very important.
About 12,- to 15% of the property will be held for storm water retention
and it may be in order to meet the problem the proportionate amount
would have to be given by them initially since there is no outlet. Mr.
Nolan said it is very complex. Also, Mr. Nolan said he thought Systems
Engineering would need to buy access to McNab Road, which would be used
for access and for water and sewer, temporarily. Councilwoman Massaro
said that should be sufficient right-of-way for the time being.
Mr.. David Galloway, Systems Engineering, commented that they met with Mr.
John Smoko, Director of the Broward Industrial Board. He said the
Board assists with development and lobbies with the State for monies
for roads and improvements and help in building industrial parks. Mr.
Galloway said it may be advisable that he participate in one of the
meetings and lend what assistance he can. Mayor Falck said what it
really boils down to is who has the most clout to open the most doors
in order to get the most money. The Mayor suggested the Broward Indus-
trial Board be notified when the next Workshop Meeting pertaining to
Land Section 7 is held.
Mayor Falck adjourned the Workshop Meeting at 4:00 P.M.
