CITY OF TAMARAC, FLORIDA CITY COUNCIL WORKSHOP MEETING May 21, 1981 DISCUSSION OF CIVIC CENTER AND SPACE CALL TO ORDER: Mayor Falck called the meeting to order to 2:00 P.M., Thursday, May 21, 1981, in the West Conference Room at City Hall. ROLL CALL: PRESENT: Mayor Walter W. Falck Vice Mayor Irving M. Disraelly Councilman Philip B. Kravitz Councilman Irving Zemel Councilwoman Helen Massaro - Absent and in attendance at 2:30 P.M. ALSO PRESENT: City Manager Laura Z. Stuurmans Mayor Falck read the official notice of the workshop meeting originally scheduled to be held on May 20, 1981 at 10:00 A.M. for the purpose of having Michael A. Shiff and Associates in attendance to review with Council their projections relating to space in connection with the City Hall. Mr. Michael Shiff introduced Ms. Linda Finch who is the Director of Design in his office, and who worked with him on this project. The preliminary sketch was presented at a previous meeting and they were instructed to go back and revisit a few other departments and meet with the City Manager to try to finalize the program which was contracted. At this time, Mr. Shiff distributed copies of the report so that it could be reviewed. Mr. Shiff said they were asked to come up with a program for future capital improvements for City Hall, a possible Community Center, Police Station, etc. They consequently met with various department heads and administrative staff to evaluate what would be the needs of the City of Tamarac anticipating future growth. In the beginning of the program, under Program Synopsis, Michael A. Shiff and Associates recommended approximately 34,500 square feet for City Hall, the Police Department at approximately 22,000 square feet, and a Community Center of approximately 10,000 square feet, arriving at a grand total of approximately 66,800 square feet of space. Mr. Shiff noted the next page covers the existing facilities and personnel. The existing City Hall has a gross area of about 15,800 square feet, which nets down to about 11,800 square feet eliminating bathrooms, corridors and other similar spaces. There are approximately 69 people presently assigned to City Hall. In addition to the 57 people in the Police Department, there are approx- imately 126 people utilizing this building, or about 125 square feet per person. Mr. Shiff felt the special requirements for build -out will be approximately 34,000 square feet for the entire City Hall building with a projected personnel at City Hall of about 94, which is just for administration, and not including the Police Department, which allows about 360 square feet per person. Mr. Shiff felt City Hall peaked a long time ago because of over -crowded circumstances at this time. He felt the Police Department adequately needs 22,000 square feet for a projected personnel of 157, which ones out to approximately 372 square feet per person. Mr. Shiff said the majority of the balance of the book goes through each specific department and lists the personnel, and space that would be required. This in- cludes the following: Administration, City Attorney, City Clerk, Finance De- partment, Personnel & Insurance, City Engineer, Building Department, Community Development, City Commission Offices, Board & Committee Roans, Public Lobby area, Administrative Services, Circulation, Mechanical space. This does not include the Utility Department personnel, only the financing functions of the Utility Department and the computer is included in the new building. The Police De- partment is broken down with approximately 22,326 square feet. The last program in the book is the Community Center. Mr. Shiff mentioned he had previously drawn up plans for a Cultural Center, copies of which are on record. This Community Center will hold approximately 350 to 400 people, and could be used for various functions, similar to many condominium auditoriums in Broward County. He also felt there should be a couple of additional multi -purpose roens that could be used for arts & crafts, painting classes, etc. He projected the - 1 - 5/21/81 /ss size of this facility should be approximately 10,000 square feet. Mr. Shiff reviewed the last portion of the book, the Conceptual Site Plans, shing how this facility might fit on the ten plus acre site on 88th Avenue where the Fire Station is. He then produced a plan showing these sites along with parking facilities and mentioned that he was not asked to design these sites, just to present a proposal for same. Mr. Shiff stated in Alternate #1 they provided the City Hall function closer towards 88th Avenue, the Police Department having separate access and parking, the Community Center relating to City Hall on the other side and put most of the parking at the rear along the western side of the facility. The Police Station and Fire Station are both related types of functions and can be closer together, and in the same complex. Mr. Shiff said the second plan is reversed with parking for City Hall and the Community Center on 88th Avenue. Parking for the Police Department is separated, and again the Police Department is close to the Fire Station. The canal, in this scheme, would be brought in with a lake effect and add to the beauty of the site. The third concept would be to keep the Police Station and Fire Station on one side with City Hall and the Community Center on the other side, and separate the two functions with the parking facilities, Mr. Shiff stated. All these schemes can work, Mr. Shiff felt, but wanted to show that there are different ways that this site can be developed; that the site does have good possibilities, and there are many options that could take place. Mayor Falck raised a question as to the expansion possiblitites of City Hall. Mr. Shiff explained that this could be designed for present planning taking into account an addition in a couple of years, which could be done vertically as a two or three story building, or it could be horizontally in stretching the building out wider, if that's the option. At this point, it shows one level with the proper square footage. He felt it could be built like a shell, like Plantation did, and only finish the portion of it that is needed, and finish it as needed. Mr. Shiff said they looked at some cost generations and some alternate plans the City could use near the end of the book. Under Item A they show City Hall being built with approximately 35,000 square feet at approximately $60.00 a square foot, the total estimated cost based upon today's dollars of approximately $3,300,000.00. The Police Department has an estimated cost of $1,800,000.00 and the Community Centex estimated at about $45.00 per square foot, or approx- imately $765,000.00. If City Hall is anticipated being sold for about $1,000,000.00, the total cost would be about $5,000,000.00. Item B, he said, covers building a new City Hall, renovating the existing build- ing for the Police Department, and building a smaller Cammmity Center of maybe only 5,000 square feet, and indicates a net cost of Concept B at the bottom also. For this Concept, the higher price per square foot was used only for the additional space. Mr. Shiff told Council the third alternative is to build a new Police Department and then utilize this building for City Hall, moving into the Police Department area, which should fulfill City requirements for at least a few mare years. Mayor Falck felt that a thorough job was done, and now Council has to decide which way to go and this report will enable them to make some sort of decision. Councilman Kravitz said that the last time this c mplex was discussed, Mr. Shiff felt it would be better to build it as one rather than separately, and include kitchen facilities in same. Councilman Kravitz wanted to know whether kitchen facilities were considered at this time. Mr. Shiff said it is included in Item #1 under auditorium stage and backstage whichhas 5,200 square feet, and the cost is included under furnishings and equipment. Councilman Kravitz questioned the seating capacity of the Community Center and whether to make the seating capacity larger, and then sub -divide the area. Mr. Shiff felt it would get too large at that point, and couldn't be needed on a year- round basis, and he felt it had to be decided whether there's a need for 600 seats or not, and then can be divided up,however decided. Councilman Kravitz asked how much would be saved by building a larger complex now, and Mr. Robert A. Sawyer, also with Mr. Shiff, felt that three-quarters of - 2 -- 5/21/81 /ss personnel and figures are already included in these plans. He added that the City basically knows what is needed in the year 1990, and considering the idea of cost of inflation by putting off building now, it could cost five times what it costs today. Councilman Kravitz asked whether the $5,000,000.00 figure takes in the cost of land, or how much land would be needed. It was established that the land is owned by the city, and would make the value of the building much greater. Mr. Shiff stated that no land coverage is included in these plans as to whether there would be any land left over, but said he could work it out to leave a couple of acres over in a corner. It is a 14.3 acre site. Mayor Falck said he felt several workshops should be set up to analyze the possibilities available. Mr. Shiff said he would be available for any questions needed to be answered.
