WORKSHOP MEETING
CITY COUNCIL OF TAMARAC, FLORIDA
There will be a Workshop Meeting of the City Council on
Tuesday, June 2, 1981 at 1:30 P.M. in the Council Cham-
bers at City Hall, 5811 N. W. 88th Avenue, Tamarac.
The purpose of the Workshop is to discuss the following:
1. Tract 27 Remote Storage Tank.
2. System Loop at University Drive and McNab Road.
3. Establishment of a new Well Field.
The City Council may consider such other items as may
come before it.
The Public is invited to attend.
Pursuant to Chapter 80405 of Florida taw, Senate gill Ro. 368:
If a person decides to appeal any decision made by the City.
Council with respect to any matter considered at such meeting or
hearing, he will need a record the proceedings and for such'

JUNE 2, 1981
TANK. LOOP AND WELLFIELD
CALL TO ORDER: Mayor Falck called the meeting to order at 1:30 P.M.
Tuesday, June 2, 1981, in the Council Chambers at
City Hall.

Mayor Falck read the Notice of the Workshop into the record. The purpose
of the Workshop is to discuss 1. Tract 27 Remote Storage Tank, 2. System
Loop at University Drive and McNab Road, 3. Establishment of a new
Well Field.
The Mayor indicated he has had numerous calls concerning the status of
the water situation. Councilman Zemel indicated he wished to discuss
the subject, and thought it should be taken up.
Councilman Zemel commented from listening to the radio and reading the
newspapers he learned when there is too much water in the canals there
is a danger of flooding, in the event of heavy rain. Advice is being
given to the various geographical areas to reduce the restriction to
10% because of this condition.
Councilwoman Massaro suggested that the City Engineer address that as
he must be watching the height of the water. Mr. Keating said the canals
are at a higher elevation because of recent rains and people had requested
to use the water for irrigation. Mr. Keating said he had to inform the
people that in accordance with the Ordinance they are prevented from
doing so. He indicated the canals are higher than normal, and they are
pumping out the water at this time.
Vice Mayor Disraelly indicated that Dade County has allowed washing of
cars and watering of lawns at the present time. Mr. Keating, City
Engineer, stated that once the Water Management District removes the
emergency declaration, then the Ordinance is no longer in force.
Mayor Falck said the people do not know what the situation is, and he
is not in a position to tell them. Mr. Keating noted that the Engineer-
ing Department has received many calls, and he has instructed his Staff
to inform the people that until officially notified they are to assume
the Ordinance is in effect. However, the City Manager or her designee
can make exceptions to the Ordinance. City Manager Laura Stuurmans
said that based upon the number of calls, they would be treating a
number of individual cases. She said she had received a great many
calls from residents concerning the situation.
Vice Mayor Disraelly pointed out it had rained on Pine Island Road, but
not east of University Drive during an hour and a quarter interval. The
Mayor said he cannot understand the statements about the Lake being low,
and then other statements about flooding people out. Councilwoman
Massaro said the water comes from the various canals into the C-14 and
the Tamarac canals fill faster, and there is a different situation than
at Lake Okeechobee. Mr. Keating explained Lake CkbechobeE_provides the
main source of water which stablizes the ground water levels in this
area. The are close to the point where Okeechobee will not be able to
provide additional water through the conservation areas which ultimately
flow to our water table. If the condition had deteriorated more, there
would have been ill effects felt in this area. With regard to drainage,
Mr. Keating said a fairly stable water table elevation is maintained and
the ability of the drainage systems to work is based primarily on a
differential elevation of the water in the canals and the water in the
streets. The greater that difference, the more water will flow through
the pipes. That means when the canals get higher a lesser amount of
rainwater can flow through the pipes. Mr. Keating recommended waiting
until the restrictions are lifted before doing anything concerning the
provisions of the Ordinance.

Councilwoman suggested a very short emergency meeting to be held on
June 5th to determine what can be done, she said if it is not
necessary to have the moratorium they should dispense with it. The
City Manager suggested adding the subject to the Agenda for the
special meeting on June 4. The suggestion was agreeable to the Council,
the City Engineer indicated some of the restrictions in the Ordinance
could be eliminated if the emergency isn't lifted. However, he said
if the emergency is not lifted he would not recommend modifying the
irrigation restrictions. Other uses, such as washing vehicles, probably
could be eliminated. Councilwoman Massaro questioned why it could not
be reduced to a voluntary 10% reduction in use, and to use good judgement
which is the route taken by the Water Management District. Mayor Falck
agreed and said it should be considered on June 4. Councilman Zemel
pointed out that not allowing people to water lawns is dangerous, since
if the lawns and plants die without water and the land becomes arid,
there is no place for the water to go. Therefore, he would like to see
the residents be allowed to water their lawns as much as they want as
quickly as nature will allow.
At the suggestion of the City Engineer, the discussion moved on to:
Item 3, Establishment of a new Well Field.
Mr. Keating noted that the Consultant had been authorized to proceed
and prepare plans and specifications for this work, and to seek bids
from a contractor which will be presented in the next 45 days to Council
to make an award. Mr. Keating indicated the plans are 90% complete and
have been submitted to his office for review and the Consultant Engineer
is waiting for them to be returned for finalizing and bid advertising.
The City Engineer said at this point there is no further action required.
Tony Nolan, Consulting Engineer, explained in order to go out to bid
they need the City Engineer's approval and then they will put it out
to bid, and at the first meeting in September Council should be in a
position to make the bid award. The Well Field will be on University
Drive, behind Leadership Housing's old office.
2. System Loop at University Drive and McNab Road.
The City Engineer indicated this item refers to previous plans to construct
additional 24" water distribution main from the Plant to University
Drive. He said after meeting with the Health Department it was
concluded that this was redundant and really not necessary. Therefore,
Mr. Keating recommended that this be deleted and in its place they
substitute a reevaluation of what the current needs are at the Water
Plant in the way of additional pumping equipment and in -plant piping
which will simplify the operation of those facilities. A report will
be made to Council in the future on that subject. Mr. Keating stated
the matter had been discussed with Mr. Nolan, Consulting Engineer, and
it will probably be underway sometime during the next fiscal year. At
the present time there is no high priority to do it now, he said. The
Consultant Engineer said the original version of the capital improvement
plans had been submitted to Council. in March and at that time they
redefined some of the projects that had previously been defined in the
official statement and the System Loop was Item #2 in that listing.
Mr. Nolan said the problem had been discussed with the Health Department
and they had been advised of the redundancy of the line they had antici-
pated being built and it was suggested that it was not as important to
the overall operation as significant modification within the Plant itself.
It was suggdstbd design portions be considered in the second quarter
of 1981 fiscal year. Mr. Nolan said the construction was in the first
portion of 1982..The design work will be started, and then they will
proceed with it subsequently. Therefore, they are now coming up with
sRecific recommendations as far as the scope of the work is concerned.
Mr. Nolan explained that, from a budgetary standpoint, $200,000. has been
left as a project cost, to be clearly defined exactly what the scope of
services will be. Mr. Nolan discussed the various problems concerning
transfer of water and telemetry problems, and he said they have a general
idea of what needs to be done from a high -service standpoint out of the
existing ground water storage tank on the water plant site.
Councilwoman Massaro asked Mr. Keating when he intends to have a report
before Council. Mr. Keating said he thought any improvements made to
the treatment facilities need to be given adequate thought beforehand.
He explained it is not something that one could have recommendations
within a week. He said the only thing the Health Department would be

primarily concerned with is whether they are deficient in pumping
capacity. Mr. Nolan stated the Health Department's real concerns
were not with this, he didn't think. He said the Health Department
misconstrued the intent of the previous operators of the Utility
where the work was concerned. Mr. Nolan said TUI had received plans
and permit applications for the work, and had a permit for the installation
of the line. Mr. Nolan indicated he did not know that the concern is of
a major proportion. He said the real concern is with the well field
and the ground storage west of town. It is no longer an emergency.
1. Tract 27 Remote Storage Tank.
The City Engineer noted that in previous discussions on this item they
addressed what would be the proper location of the storage tank and
what consideration should be given to placement of the tank and proceeding
with construction. He said that Council will need to make a few
decisions before proceeding to give the Consultants authorization to
design the tank and appurtenant facilities as soon as possible.
Mr. Keating said one priority Council should be concerned with is whether
or not the placing of the tank would interfere with the ultimate use of
that site. Mayor Falck asked if there are any objections that Council
knows of at the present time to this. Vice Mayor Disraelly commented
he thought it had been pretty much concluded, after several meetings,
that Tract 27 was the proper tract, and the question is where on the tract
it would be located to preserve as much of the site as possible since
it could be an active recreation area. Also, some consideration should
be given to the fact there will be development around this and they
do not want to spoil the surrounding area. Also, there is a need to
locate the storage tank near streets where the pipes are going to run
to bring the water in and out. The Vice Mayor said it seemed the corner
location shown on the map given to Council in August is the logical
location.
Councilwoman Massaro said the place the storage tank would be located
had been fairly well established. She commented at one time they
discussed taking four acres because of beautification and she did not
think they should be thinking about four acres.of trees, since they
are taking land that could be used for recreation.
Councilman Zemel said the potential degeneration of the area had been
discussed if they did not beautify and use all of that land with
beautification, and possibly the four acres would be necessary. Mr.
Keating said approximately an acre and a half will be needed for the
tank- and equipment that goes along with it, and the entry. The
remaining acreage will remain on the park site. Councilwoman Massaro
questioned if two acres would be enough for the tank and the beauti-
fication area.
Vice Mayor Disraelly commented the tank is 260' diameter and including.
hook-up that would need two acres. Mr. Nolan said he believed
the berming and natural vegetation is the least, expensive and least
offensive method of camouflage. Councilwoman Massaro explained that
Council does not want a passive park. Vice Mayor Disraelly said that
ultimately they will have to decide where the soccer field, etc. will
be placed. However, the first consideration is the location of the
tank to give the greatest use of the land and preserve the homes in
the area. Mr. Nolan commented they can lay all of that out with some
guidance from Council, and make sure it all fits. Councilwoman Massaro
indicated the Engineer and Consulting Engineer should design the
storage tank with regard to what works the best as far as proper
functioning is concerned, and to the best advantage of the Utility.
Council wants it shielded to protect the aesthetic quality of surrounding
properties, but they do not want a passive park and what is left will be
decided later. However, the tank should be located where it will best
serve the Utility. Mr. Nolan said it is his opinion that they have done
that. However, he said he would like to go back with Mr. Keating and
Staff and come up with a generalized plan of the utilization of the
park. Councilwoman Massaro said at this time they do not know what they
want to put into the Park. She suggested Mr. Nolan do his best to
achieve what he desired for the Utility as far as the tank is concerned.
The rest will be discussed later, she said.

Mr. Nolan agreed to come back in September with a preliminary plan.
Vice Mayor Disraelly questioned the figures under "Water - CYAC". He
noted the City currently has $175,000. There will be a cost of
$400,000. in the Remote Storage area, which would mean in 1982 they
will be minus $350,000. He questioned how that would be handled.
Mr. Nolan said PAC had been written a letter in March, Council had
been addressed in March with the various capital improvement to be
undertaken. At that point it was demonstrated where the monies were
to come from, and proportioned various projects with regard to contri-
butions and Aid to Construction as far as the revenue is concerned.
The description of the capital improvement projects and derivation
of funds has not changed, Mr. Nolan stated. The monies will be trans-
ferred from one account to another to meet the expenditures.
Mr. Keating, City Engineer indicated it appears that the decision has
been made to locate the tank as shown on the preliminary plans.
Councilwoman Massaro said a vote had been taken on that. Mr. Keating
said the property will have to be acquired by the Utilities and will
have to be rezoned so the tank can be constructed upon it.
Mr. Keating said he would like to see a proposal from the consultants
to proceed with the design of the facilities and then to go out to bid.
He indicated he would like to see included in the proposal some sort
of architectural treatment and the maximizing of the design to obtain
the lowest profile for the structure, and to take care of the other
concerns expressed by Council. Mr. Keating said if Council authorizes
the Consultant to proceed, then by the September meeting they can
present something for Council's approval prior to going out to bid.
Councilwoman Massaro suggested that the City Engineer prepare a
memorandum of what he would like proposed at the Council Meeting.
Mr. Keating agreed to send a memorandum to Council before June 10th.
Norman Karr expressed concern over the location of the storage tank.
He said the Recreation Department is concerned about putting a soccer
field and a football field at that location and he noted Mr. Nolan
had said he could show that on the site plan for the tank. Mayor
Falck assured Mr. Karr that will be done at the proper time.
There being no further discussion, the Meeting adjourned at 2:30.
