CITY COUNCIL OF TAMARAC, FLORID
There will be a Workshop Meeting of the City Council on Friday,
July 10, 1981 at 1:30 P.M. in Council Chambers at City Hall,
5811 N. W. 88th Avenue, Tamarac, Florida.
The purpose of the meeting is to meet with Mr. Russell Cash, of
the Riclnaay Organization who will make a presentation for his
company who is interested in locating within the City of Tamarac.
The City Council may consider such other items as may come
before it.
The Public is invited to attend.

CITY COUNCIL WORKSHOP MEETING
JULY 10, 1981
CALL TO ORDER: Mayor Falck called the Workshop Meeting to Order at
1:30 P.M. on Friday, July 10, 1981 in the Council Chambers at City
Hall.

Mayor Falck explained the purpose of the Meeting is to meet with
Mr. RussellCash of the Richway Organization who will make a presentation
for his Company 'v ch is interested in locating within the City of Tamarac.
Mr. Don Love, representing Richway, explained he has been with Richway
for twelve years and he said they started as a Division of Richards
Department Stores in Atlanta. Mr. Love discussed the background of the
Corporation and he explained that there is a need for a different type
of store which is basically between a department store and a discount
store. Therefore, Richards developed Richway.
Mr. Love gave a slide presentation which showed the type of store that
would be located in the City of Tamarac. He said they feel that they
are better than K-Mart or Pe nneys in the area of value and name products.
He explained the merchandising methods which are used in the Richway
Stores. He indicated they try to provide a pleasant environment for
family shopping.
Mr. Russell Cash, Director of Store Planning, exhibited a model which
depicted the type of store that was proposed for Tamarac. He pointed
out the front of the building and showed a grass berm in front of the
building, which blends into the environment. The design was originally
for the Boca Raton Store, and the Company has decided to use it through-
out South Florida. All four sides of the building will be treated the
same, with the same type of material and same look. Landscaping will
be presented to the Beautification Committee, and on University Drive
they intend to clean up the area and leave the trees intact and land-
scape around them. They propose to berm along the right of way with
mounding and pampas grass; also they will maintain an out -parcel of land
which adjoins the property, and put grass and sprinkler system on it.
They propose a heavy saturation of trees on the overall area.
The Garden Center will have a twelve foot high wall surrounding it, with
two twelve -foot gates which are bronze metal. The Garden Center faces
University Drive. There is no dumpster, but a self-contained compactor
unit which can not be seen from the street. The whole truck receiving
operation is lowered into the ground approximately four feet and also,
the berming will totally conceal the area. Mr. Cash explained they
have three receiving doors on the store, and the receiving hours are
basically between 8:00 AM and 4:00 PM and there are no trucks allowed
to remain overnight in the receiving operation.
Councilwoman Massaro discussed the garden area. Mr. Cash explained
the Garden Center breaks the length of the building since it is lower
in profile, and it protrudes past and visually blocks any sight into
the back corner of the building. Also, the interior plan locates the
Garden Center interior sales in that part of the store. Vice Mayor
Disraelly questioned if the building could be changed to north -south
instead of east -west. Mr. Cash said all of the parking would then be
located 400' from the store, and no one wants to walk that distance
when it is raining. He said to turn the building would place the entrance
within fifty feet of the service station.

Councilwoman Massaro commented that she could not understand why
the building had to be laid out with the garden center on University
Drive, why part of it could not be treated differently. Mr. Cash
said they were treating it differently, with the mounding and shrubbery
so the profile is different. Mr. Cash noted that there are no major
repairs to be done at the auto center, the major function is tire sales
and battery sales. They do minor tune-ups, lube jobs, etc. However,
everything is completely hidden from view by the wall of the building
and the landscaping.
Councilwoman Massaro said everything she could see is concrete on
the front of the building. Vice Mayor Disraelly asked what would happen
if the facade over the entrance was rendered over the garden center.
Councilwoman Massaro suggested they put the same type facade over the
garden center entry, and also on the entrance to the building. She said
that would aesthetically make the building more pleasing.
Councilwoman Massaro questioned the location of the loading zone, Mr.
Cash explained the whole stocking operation runs across the back of
the building, the merchandise comes in at that point and goes through a
receiving operation and then into a very sophisticated storage system,
and from there out on to the floor.
Arnold Ramos said they are recommending that they vacate a right of way
which goes no place. The right of way is located next to the gas station,
and they would do more heavy landscaping at that area and create a more
pleasing entrance off of University Drive and do additional landscaping.
That would make the gas station look better, he said.
Noel Gustafson discussed the problem with placing a wall around the
cooling tower which sits on the ground, and the Code suggests walling
that requires parking. He indicated to give two spaces for a cooling
tower was a problem. The City Attorney suggested that there is a waiver
provision in the parking ordinance. Mr. Gustafson said they are over
the required number of spaces, but they wish to reduce that number and
eliminate some of the parking that will not be used.
Mr. Gustafson commented that they have a problem with the time frame.
He pointed out this is a new venture in the Florida market for Richway
and they have picked the Broward-Palm Beach market as their kick-off
start. They are opening five stores and the time -frame with Tamarac
is a little off because of the mechanics of getting through it. He
said they will appear before the Planning Commission on July 15th, and
have met with Staff and have incorporated their comments into their
Plan, and will continue to incorporate the comments of today into the
Plan. He indicated they would like to come before the Council on the
22nd of July and would like to ask that, subject to the conditions
of the September Meeting, it be acted upon. Councilwoman Massaro
stated she would not take any action subject to the Engineering approval,
and other reviews. She said she wished to see the drainage and engineering
plans and everything. Vice Mayor Disraelly noted if the slab had to be
moved after it was down .... Mr. Gustafson said no work would actually
be done, the Plat still has to be approved by the County and a building
permit issued, and all of the rules and regulations have to be met. He
said they would return in September, because they would act subject to
the Comments of the City.Council and Planning Commission, and Staff.
Mr. Gustafson said their problem is that if they had the sense of the
Commission, that is what they need so they can get on with their practical
problem.
The City Attorney stated there could be a problem if the Plan is considered
on the 22nd and something comes up at some point of time in the future
where they might want to back off from something they put on the record
The Ordinances set forth a procedure and even if it is re -visited, if
there is a problem, the Planning Commission or Planner might find something
they had not thought about and then they will have to address that. Mr.
Birken suggested that Richway follow the Ordinances. Councilwoman Massaro
questioned if the Planning Commission could meet again between the 15th
and 22nd, Commissioner Beutner said they could not do that. He indicated
he would not have a quorum.

Mr. Russell Cash said that the basic problem is they are committed for
four stores and at this point they have five sites identified and to
begin their process for an August opening in 1982 they must have final
approvals of all of their Site Plans, construction drawings, and begin
construction since there is a seven -month construction period which
would bring them into August, 1982. They have options on two pieces
of land in Tamarac, and one tract is a little over ten acres and the
other a little over an acre. The one acre parcel is the key to putting
the whole thing together and the man who owns that will not give more
of an option than to the 19th of August. They must buy that one acre
of land by that time. Mr. Cash said his problem is that they are
looking toward being heard by the Council on the 22nd of July, and they
will agree to whatever requirements are set forth. They will be before
Beautification on the 20th. Also, they will meet all of the Codes and
the South Florida Building Code and will build the way the City wants
the building built.
C/_W Massaro explained they have the zoning, so they have the right to
build at that location. She noted that the City Council can take no
action before the Planning Commission meets. She stated the Council
will help Richway to proceed in the best manner they can, without cir-
cumventing_ any laws. She pointed out the Council will meet the 9th of
September, so she can not see their problem. The City Attorney said in
effect, they have the right to build something; the only question is
whether it is exactly what they want to build.
Councilwoman Massaro said she did not think it is a big problem, the
only problem is for the Richway Architect to do a little work on the
Plan.
Mr. Cash thanked Council for their courtesy.
There being no further discussion, the Meeting adjourned at 2:50 P.M.
