Barbuto City Clerk AN EQUAL OPPORTUNITY EMPLOYER POLICY OF NONDISCRIMINATION ON THE BASIS OF HANDICAPPED STATUS CITY OF TAMARAC CITY COUNCIL WORKSHOP MEETING WEDNESDAY, AUGUST 3, 1988 TAPE 1 CALL TO ORDER: Mayor Abramowitz called this meeting to Order on Wednesday, August 3, 1988 at 9:00 A.M. in Conference Room #1 (City Clerk's Office). PRESENT: Mayor Norman Abramowitz Vice Mayor Jack Stelzer Councilman Dr. H. Larry Bender Councilman Bruce Hoffman Councilman Henry Rohr ALSO PRESENT: John P. Kelly, City Manager Pauline Walaszek, Special Services Secretary TAMARAC SPORTS COMPLEX (TRACT 27) Mike Couzzo, Director of Public Works, said Scharf & Associates have been retained to do the work and design on the Multi -Purpose Building and the Tamarac Sports Complex. Gary Kuell of Scharf & Associates, said the Tamarac Sports Complex would be constructed in two Phases. He said at the present time, Phase I would be constructed leaving Phase II for a later date. He said Phase I would include baseball, football and softball fields, 200 parking spaces and a concession stand. He said the Public Works Department recently saved $100,000.00 by clearing and grating the area themselves. Mr. Kuell said Phase I would also include a tot lot, storage for the concession stand, meeting rooms, restrooms, ground keeping facility and a storage area for the athletic leagues. At this time, Mr. Kuell exhibited drawings of Phase I and the Building. He said the building would be simple with a glass block type. He said there would be a conference room and the building would be made from cement block and stucco. Mayor Abramowitz asked how large the building would be and Mr. Kuell replied, 1,755 square feet. Mr. Couzzo said the building would be constructed with high durability fixtures which would result in low maintenance. He said there were high shutters which would eliminate vandalism. C/M Rohr asked if the football field would have bleachers and Mr. Couzzo said the football field would be used for small games. Mr. Kuell said there would be 200 parking spaces available for the Park and Mr. Couzzo said the parking would be centralized for the different activities in the Park. i Page l 8/3/88 Mayor Abramowitz asked if the Park would have a Public Announcement system and Mr. Couzzo replied, yes. C/M Bender asked if there were water fountains conveniently located and Mr. Couzzo said there would be facilities conveniently available and water fountains would be located just outside of the dugouts. C/M Hoffman asked where the money for the project would come from and Mr. Couzzo said the Public Works Department presently saved $100,000.00 in doing work on the project and may perform other projects in-house. C/M Hoffman said there was not enough money in the Parks and Recreation Fund to complete the project and Mr. Couzzo said the project would be done in Phases rather than at one time. C/M Hoffman said he wanted the people to be aware that they would not be taxed for the project. Mr. Couzzo said the project would be phased and, if additional parking was needed, more parking could be installed. V/M Stelzer asked where the Ingress/Egress would be located and Mr. Kuell said the only Ingress/Egress areas would be on 77th Avenue and on Nob Hill Road. V/M Stelzer asked if a road would go around the facility and Mr. Couzzo said there would only be one roadway for the facility. V/M Stelzer said if Public Works did the work for the Park, then the money spent should be reimbursed,to the Public Works Department from the Parks & Recreation Fund to avoid taxing the people. MULTI --PURPOSE BUILDING Mr. Kuell said the Multi -Purpose Building would be located between the existing building at Tamarac Park and Tamarac Elementary School. He said additional parking, which would be paid with the School Fund, was being negotiated. He said the School officials reviewed the Plans and were very pleased with them. At this time, Mr. Kuell exhibited Plans for the building. He said the building would be big with a gymnasium and there would be a stand-alone facility. He said the gymnasium would be closed to the public during the days the School i.s in session; however, the stand-alone facility could be used by the public. He said there would be more space available for parking because the basketball courts are going to be removed from their present position at Tamarac Park and placed at the Tamarac Sports Complex. He said the gymnasium would contain an area for basketball as well. Mayor Abramowitz said the parking situation at the Park should be greatly considered during the planning process and Mr. Couzzo said once the Tamarac Sports Complex was completed, most of the traffic would be there; however, since the City would only be using the gymnasium when the School was not in session, the traffic would not be a great impact. City Manager Kelly asked if it cost more money having the buildings separated and Mr. Kuell said it would not look appropriate having the buildings together because of the Page 2 `/ difference in height. He said there would be a patio area between the two buildings with benches. C/M Hoffman asked how many restrooms were available and Mr. Kuell said there would be 3 restroom facilities available; however, the restrooms with the showers would be closed during the day to avoid access by the children. He said there were restrooms available near the school as well. Mr. Kuell said the office for the personnel would be located in a position where the entire facility could be viewed. Mr. Couzzo said the Plans were designed to minimize the staff and solid partitions would be used for sound proofing. C/M Hoffman said the Plans were reviewed by the Parks & Recreation Board and he was pleased to see that their concerns were considered and implemented in the Plans. Mr. Couzzo said the School Representatives have reviewed the Plans and the cost for parking spaces and some landscaping was being negotiated with the School Board. C/M Rohr asked if there would be larger rooms available for larger organizations, etc., and Mr. Couzzo said Tamarac Park presently had a large room; however, the new building would also contain larger rooms. V/M Stelzer asked if the lot north of the existing building at Tamarac Park would be used and Mr. Couzzo said the area would be used for Maintenance vehicles and machinery for all of the parks. V/M Stelzer asked if there would be bleachers in the gymnasium and Mr. Kuell said the bleachers would retract back to the wall and there would be 300 seats available. V/M Stelzer asked if there would be a Public Announcement System for the gymnasium and Mr. Kuell said the gymnasium would be suitable for a group assembly; however, the acoustics would not be good for concerts. He said the cost for the acoustics was very high. V/M Stelzer asked how long the lease with the School Board would be and Mr. Couzzo said there has been discussion regarding a 20 year lease; however, a 99 year lease could be negotiated. The City Council AGREED they would like to see a 99 year lease available. V/M Stelzer asked who would be responsible for the maintenance and Mr. Couzzo said this matter would be discussed during negotiations with the School Board. He said the School may be responsible for the maintenance during the day and the City at night. Mayor Abramowitz asked if the Multi -Purpose Building would eliminate the City's problems with the Summer and After School Programs and Mr. Couzzo replied, yes. Mr. Kuell said the gymnasium would contain a Translucent Panel System for low heat gain, berming on the sides and setback. ` Page 3 8/3/88 TAPE 2 Mayor Abramowitz asked if the paneling could be broken by B.B. Guns and Mr. Kuell said it would be very difficult because of the building's height. Mayor Abramowitz asked if the building was being built because of requirements or for the light and Mr. Kuell said the building was being built for the aesthetics. C/M Bender said security for the building should be considered. Mr. Kuell said the patio area would be covered with skylights and C/M Bender asked if there were provisions for the handicapped. Mr. Kuell said there were several areas made for the access of handicapped people. Mayor Abramowitz asked when the project would be completed and Mr. Kuell said approximately December, 1989. City Manager Kelly asked if the cost proposed for the building included the furnishings and Mr. Kuell replied, no. C/M Stelzer asked if there would be enough money to complete the two projects and Mr. Couzzo replied, yes. TAMARAC PARK Alan Levine, Acting Superintendant, said the Public Works Department has recently installed an irrigation system at a cost savings of $200,000.00. He said the ballfields are presently being resodded In -House and, with the new sod, the maintenance on a scale of 10 would be an 8. He said the restrooms were being renovated and the entrance to the facility would be landscaped. He said there would be additional parking installed and there would be signs installed giving direction to the different fields. He said the parking area would be seal coated and additional asphalt would be added to give a more complete look. C/M Bender said he was concerned with the drainage problems at Tamarac Park and asked that this matter be considered while constructing the Multi -Purpose Building. Mr. Couzzo said with the new irrigation system and the sodding this problem should be alleviated. City Manager Kelly asked when the Plan would be approved and Mr. Couzzo said the bid package would be drafted after this meeting. C/M Hoffman said he would like to see the Lease Agreement completed before the bidding and City Manager Kelly said negotiations have to be done with the School Board. He said before the matter went to bid, it would be brought back to the City Council for approval. With no further business, Mayor Abramowitz ADJOURNED this meeting at 9:55 A.M. - e-AiOL E.
