The public is invited to attend. Carol A. CITY OF TAMARAC, FLORIDA CITY COUNCIL WORKSHOP MEETING July 30, 1984 Tape CALL TO ORDER: Mayor Kravitz called the meeting to order at 9:00 A.M 1 on Monday, July 30, 1984, in the Council Chambers at City Hall. Mayor Kravitz read the Notice of the Workshop Meeting, which was scheduled for discussion regarding selection of a City Manager. ROLL CALL: PRESENT: Mayor Philip B. Kravitz Vice Mayor Sydney M. Stein C/M Raymond J. Munitz ABSENT AND EXCUSED: C/M Jack Stelzer C/M John J. Dunne ALSO PRESENT: City Attorney, Jon Henning Personnel Director, Larry Perretti Secretary, Carol Thrasher Mayor Kravitz referred to the list of applicants provided by the Personnel Director and advised that it is intended to accept applications until Wednesday, August lst._ He advised that Council would submit its recom- mendations to Mr. Henkel by August 5th and Mr. Henkel intends to return the names of 5 finalists by August 10th. The Mayor continued that Council would then review the resumes of those 5 and schedule interviews when all Council members are present, at which time the selection would be made, which is anticipated in early September. Vice Mayor Stein stated that the Personnel Director has reviewed the applications and asked how he arrived at the list of those with regard to the parameters of the advertisement and requirements. Personnel Director Larry Perretti advised that the advertisement was identical to that placed a number of years ago and added that the majority of the applicants did not have the 5 years experience in City management or administration. He continued that all applicants had at least a BS in one of the specialty fields but very few had the preferred Masters Degree. Mr. Perretti said that there were candidates with excellent business backgrounds as well as some public sector administrative background, which he considered in his selection of the 18 candidates on the list. The Vice Mayor said that he noticed that some of the requirements had been waived in this consideration and asked Mr. Perretti what he used as a basis for selection in those cases. Mr. Perretti advised that it was based on the background listed in their resumes in either the business or public sector. C/M Munitz stated that in reviewing the applications, he developed a point system to cover the four requirements, which were the type of education and years of experience in two categories. He continued that using this system he came up with 16 recommendations, of which 9 agreed with Mr. Perretti's. He stated that he added 7 for consideration and discarded 9 of those on the list. Referring to these applicants by their number on the list, C/M Munitz stated that #3 had no advanced education or 5 years experience and should therefore not be included. He stated that #36, which is Leroy Browne, is not qualified based on his experience and background. He added that the few months that he has been in Tamarac does not qualify him for this position. He continued that Numbers 22, 40, 41, 50 and 52 had no advanced education and Numbers 37 and 49 did not have the 5 years of experience. He stated that these did rate 3 of the 4 points that he was using and he would not object to them being included (See Attachment #1). C/M Munitz asked that his 7 choices be discussed individually. He asked why #31, George Bennett, with the qualifying education and experience, was not included. The Vice Mayor pointed out that Mr. Bennett was qualified in the first list but was deleted with this list provided today; and asked why. 7/30/84 /cmt r Mr. Perretti advised that several others were removed from the first list because he was trying to provide Council with a list of less than 20 of the 59 candidates. C/M Munitz did not agree with keeping the initial list to less than 20 and stated that he did not see the logic in removing this applicant and keeping Robert Burt or Leroy Browne. Mr. Ferretti stated that from a Personnel point of view, consideration must be given to an applicant's knowledge of a City; the people to be dealt with and the surrounding area, rather than the Master's Degree which is book learning versus general practical experience. C/M Munitz stated that #44 should also be included as he has the education and the experience as City Manager of Ypsilanti, Michigan. C/M Munitz continued that the number on the initial list should not matter, but those who are qualified should be on the list. Mr. Perretti agreed that #44 should be considered. Vickie Beech asked if this applicant was female or male and Mr. Perretti advised that he was male. C/M Munitz added that #22 is a female. C/M Munitz continued that #46 should be considered, using the same logic as #44; as well as #51, 54, 55 and 58. He concluded that his recommendation is to eliminate #3-.and #36, and include Numbers 31, 44, 46, 51, 54, 55 and 58, for a total of 23 names. Vice Mayor Stein advised that he agreed with Mr. Perretti's elimination of #54 because the applicant's background in municipal government has been strictly in Finance. C/M Munitz agreed. Mayor Kravitz advised that there may be other applicants between now and Wednesday and if Council could bring the list down to 15, it could be submitted to Mr. Henkel C/M Munitz asked if there is a maximum number that Mr. Henkel. would use and the Mayor replied that Mr.- Henkel preferred to work with 15. C/M Munitz stated that in discussions, Mr. Henkel had indicated to him that he would take any number of names and report back to Council with the names of 3 applicants for interview, which C/M Munitz said is too few. Mayor Kravitz stated that he spoke to Mr. Henkel earlier this morning and agreed that there will be 5 final applicants for interview, The Vice Mayor advised that originally Mr. Henkel was going to review all of the applications and submit a list of 15 for Council's consideration and then select 5 for interview. The Vice Mayor continued that the fee for this was not acceptable so they decided that City Staff and Council would do the initial list and Mr. _ enkel would select the final 5. C/M Munitz agreed to the 22 that have been discussed. Mayor Kravitz asked that the Personnel Director review these again along with any other applications that come in before Wednesday, in an attempt to reduce the list to 15. He added that the new list should then be submitted to Council before it goes to Mr. Henkel. C/M Munitz mentioned that Council was fortunate to have some very strong candidates for consideration. Vice Mayor Stein agreed and added that there are also some strong backgrounds in management of other areas; however the City needs someone versed in municipal government and cannot afford to have a school to teach that experience. Vice Mayor Stein suggested that Council plan to interview in September when more Council members are present, and they would be looking at October or November to fill the position. He continued that Council must consider that the City is going to be operating during that time with an Acting City Manager. -2- 7/30/84 /cmt im C/M Munitz asked Mr. Perretti if it would be advisable to contact these 22 with regard to time Schedules and availability and the Vice Mayor replied that Mr. Henkel would_ do that. Mr. Perretti stated that if the initial list is given to Mr. Henkel by Wednesday, he will finalize that by August loth. He continued that at that time background checks would be made on these 5 for report to Council, the basic format for interview would be established from an affirmative action and equal employment point of view, and the interviews would be scheduled. Mayor Kravitz stated that the Personnel Director did an outstanding job on this and Council would continue with these recommendations. He added that an updated list should be submitted after Wednesday for Council's recommendations and preparation for Mr. Henkel. Mr. Perretti asked if he should use C/M Munitz's point system for further evaluation and the Mayor advised Mr. Perretti to use his own guidelines. Mr. Ferretti asked if he should submit these 22 to Mr. Henkel and the Mayor replied no. The Vice Mayor asked that Council wait until Thursday in an attempt to reduce the list further. Mr. Perretti asked if there would be another Workshop Meeting at that time and the Mayor advised that depending on additional applications, he will call another meeting if necessary. The Vice Mayor suggested that Council again review the list of applicants in an attempt to reduce the list. C/M Munitz stated that with his point system, he could do that very quickly. The Vice Mayor pointed out that his consideration would be of the applicant as a person. Mr. Perretti agreed and advised that his consideration included population and budgets of the municipality concerned as compared to qualifications. Vickie Beech asked to see the list of applicants and the Mayor invited her to review the list.
