CITY COUNCIL OF TAMARAC, FLORIDA
Please be advised that there will be a Workshop Meeting for the purpose
of discussing the matter of Space and the Proposed Civic/Community Center.
The Meeting will be held in Council Chambers on Tuesday, October 1.3, 1981
at 1:30 P.M.
The City Council may consider such other items as may come before it.
The Public is invited to attend.

Mr. Shiff said the City of Lauderhill has a Senior Citizen coordinator
who takes charge and revised much of the programing. They have their
Special Services Department in that building, a team room With pool
table, ping Dona table, etc..
C/W Massaro asked what problems there were so Tamarac might know what
to avoid, and how long it took to build this. Mr. Shiff estimated it
would take about 15 months from planning stages to finish.
C/W Massaro asked how much land he feels is needed to have a reasonable
area with outside space? Mr. Shiff said at least one acre of land for
the facility, the outdoor use and the parking.
Mr. Sayers said they have a building that is going to bid in 3 or 4
weeks for the City of Plantation. He suggests that Tamarac just
develop the largest program possible and then begin to decide which
will be best for this city; there might be several solutions; perhaps
more than one building with open space used as open active recreations
set up between the two buildings. This space could be closed up
if and when the time comes. Mr. Sayer described the Plantation facility_
as 26,000 sq. ft., with an auditorium that provides seating for 350
people; and a gym 50' x 841. He estimated that bids should come in at
under $50 per sq. ft. The gym, locker rooms and supporting facilities
are designed to be built in the first phase and the auditorium, second
story facilities are in the second phase. The gym is adjacent to the
auditorium with a kitchen included. The bids for the second phase
could come in at a 15% higher price.
C/W Massaro asked how much more it would cost to phase the buildings
instead of building it completely at one time; is there a percentage
loss in phasing? Mr. Sayers said he is not aware of any percentage
loss.
C/W Massaro asked Sharon Ellis, Recreation Director, what she suggests
might be desirable for the young people.
Ms. Ellis answered that in general, a multi -purpose gymnasium -type
facility with enough space for viewers to observe the activities.
She suggested either a wooden floor or vinyl tile because if they
use indoor carpeting that rules out using the gym for dancing of
various types, as well as gymnastics. She said, hopefully, the size
of the gym could be 60' x 100'. She said the young people in this
community are concerned as to what they would have --they want a teen
center.
C/M Zeme1 asked how many teenagers and younger children there are in
the City of Tamarac. Mr. Norman Karr, Parks Commissioner, answered
that there are 4,500 total, 300 in the 9th grade, 1.,500 pre-schoolers,
and 3,000 of school age; these figures provided by Dick Lewis
Fort Lauderdale Pupil Placement. Ms. Ellis stressed the need for a
permanent teen room so that their stability be maintained concerning
equipment, etc. She said more will make use of the facilities if the
activities are made attractive enough.
Mayor Falck pointed out that a drop of 150 rh.i_ldrPr,. in Tamarac RIAMC'ntary
School next year is anticipated. Ms. Ellis said that the figures do not
accurately predict because there are children presently enrolled in
Pinewood "School in North Lauderdale as well as in private schools.
C/M Kravitz volunteered as liaison to the Community Center Committee,
to visit all the existing community centers and give input to Council.
C/W Massaro said she feels that all members of Council should go to
visit these centers. V/M Disraelly also suggested seeing these facilities
himself.
C/W Massaro asked Ms. Ellis if the city were to build a Phase 1 portion
of the Community Center, which would be the most important portion?

CALL'TO ORDER: Mayor Falck called the Workshop Meeting to Order at
1:30 p.m. on Tuesday, October 13, 1981 in the Council. Chambers of
City Hall.
ROLL CALL: PRESENT: Councilman Irving P4. Zemel
Councilman Philip B. Kravitz
Councilwoman Helen Massaro
Vice -Mayor Irving M. Disraelly
Mayor Walter W. Falck
ALSO PRESENT: Asst. City Clerk, Carol A. Evans
Mayor Falck explained the purpose of meeting is to discuss the matter
of Space and the Proposed Civic/Community Center.
The Mayor said that this meeting was called specifically to try to
wind up any loose ends that may be in existence as they relate to the
numerous discussions about the possibility of building a Community
Center in the western portion of the City. hopefully, from this
meeting the proper people in the City Manager's office might be
instructed to go out for bids for the services of an architect.
There was an ad placed by the City Clerk's office and three firms did
express an interest in this particular project. Some of them are here
and they have materials that they would like to discuss with the Council.
C/W Massaro said she feels that there should be one name for
it; not "Civic/Community Center". She said we must be aware that nothing
should be done without much thought. That this center must be strictly
"recreational" to serve adults, senior citizens and young adults.
She said too many groups want to use this facility.
The Mayor said there are several programs in the City at the present
time that are beneficial: such as, arts and crafts, and community
after -school educational facilities. Ile said flexibility is a "must"
in a Community Center.
C/M Zemel said he would like to listen to the concepts of the people
in the audience.
Mr. Robert Sayers, representing the firm of Peabody & Childs, asked
whether he should make a presentation or make himself available to
Council's questions.
C/W Massaro said basically the Council is looking for some input as to
some guidance for this project.
C/M Kravitz said that we should not ask for input from the audience
but rather should tell the architects what is wanted by Council and
have them tell the best wav to handle it.
V/M Disraelly said the builders have experience and might have some
good ideas. Since they have built several facilities they have a
better idea what is needed and -what is not.
Mr. Mike Shiff said it is important that the facilities within the
building should speak to the needs of the community that it serves.
Ile said after each applicant submits his materials, the Council can
work with them to refine what they feel they want done. Ile went on
to describe the Lauderhill Community Center which has three community
meeting rooms, one large one that can be divided into three smaller
ones it has Arts and Crafts areas, and it houses the Recreation Staff
.,for the City of Lauderhill.

partitions dividing it into various meeting areas, various clubs could
meet there, classes could be held, and this would suffice for the time
being.
Mr. Everett Jenner from Craven, Thompson Associates, head of the
Architectural Department suggested looking at already existing
facilities that could meet the communities' needs now, such as
schools, clubs, etc. in Broward County. Ile said he built centers
in New York State that were supposed to be "all things to all people"
but if not planned properly they do not get used to their full
potential. Mr. Jenner said they are presently putting on an addition to
an already existing facility in Coconut Creek. The facility already
houses an arts and crafts room and several meeting rooms and the
addition will be one large room. The purpose of this new room is for
gatherings they cannot accommodate in their existing rooms.
Mr. Craig Kenyon with Miller & Meier agreed with Mr. Jenner that
the idea of multi -purpose is lost if too much is planned for a
specific area. It should be split up with senior citizens areas
separate from teenage room areas. Ile said at Lauderdale Manor
Recreation Center, which was already in existance but not used much,
his firm renovated it providing two separate rooms, one for adults
and the other for teens. They shared common spaces between them--
restroom facilities, kitchen and storage areas. The rooms are
approximately 1,000 sq. ft. each. Rooms should be about 20' x 30'
to be adequate.
Vice -Mayor Disraelly asked Ms. Ellis how many rooms are needed? She
answered there is a definite need for a separate room for arts and
crafts, teen room, game room, general social room.
Mayor Falck said a small kitchen would be helpful but not a large
kitchen facility.
Mr. Kenyon suggested that thought be given to natural ventilation in
the building wherever possible as opposed to air conditioning. This
would be economical as well as comfortable. Ile said, in planning an
outdoor gym, these can be inexpensive and useful.
Mr. Karr suggested the Council see the Lauderdale Lakes complex
which has an outdoor gym.
Mayor Falck stated he will confer with the
arrangements to have the Council view local
