The purpose of the Meeting is to discuss bus stops. Council may consider such other business as may come before it. The public is invited to attend. Carol A. Evans Assistant City Clerk lc CITY OF TAMARAC, FLORIDA CITY COUNCIL WORKSHOP MEETING BUS SHELTERS October 21, 1980 CALL TO ORDER: Mayor Falck called the meeting to order stating that this was a Workshop Meeting, City Council, City of Tamarac, Florida, Tueday, October 21, 1980 at 1:30 P.M., West Conference Room, City Hall. ROLL CALL: PRESENT: Mayor Walter F.Falck C/W M. Ketch C/M I. Zemel C/M I. Disraelly V/M H. Massaro ALSO PRESENT: Ed Gross, City Manager Clerk Steno., Pat Eisen C/M Zemel indicated that he had a request from the leaders of Section 21 to look into the possibility of having the county pro- vide them with a bus shelter in the area of their Club House with the contention that many of their people used the bus and that this was an open space; the people being subjected to standing out in the heat during the summer months and also to rain. C/M Zemel then contacted Mr. Iskowitz of the Transportation Department and his assistant, they having indicated other Council members had been in touch with them in reference to shelters, and suggested that perhaps we could arrange a mutual meeting where all of these things could be discussed. Mayor Falck then scheduled a Workshop Meeting. C/M Zemel then mentioned that he had misunderstood the context of the Mayor's memo and, as a result, he had not contacted the members of the Transportation System, so that is why there aren't any members of the Transportation System here today. Mr. Bob Glasser indicated that the people have been waiting for a bus shelter for 8 years which had been promised by the County Commission and has never been accomplished. The bus riders have to stand on an open road, which is an access road and it is dangerous; they are also subject to inclement weather and the heat of the sun - if a bus breaks down, they have to wait a long time with no shelter to protect them. He mentioned that they are senior citizens and are relying on a bus shelter and bus stops. Mr. Glasser indicated that C/M Zemel understandstheir problem and with the cooperation of the Mayor, this Workshop Meeting was arranged and asked that Council please understand their plea for help. City Manager Ed Gross stated that he had contacted the Transporta- tion Department a few weeks back at the request of the Mayor and discussed with them what could be done for the City of Tamarac. The County's budget beginning October 1, 1980 includes 22 bus stops scheduled for construction and the City has a commitment from the County for two in the City of Tamarac which he feels is a good percentage. He indicated that doesn't mean we can only get two, as there are all kinds of grants that the County has applied for and other types of programs that the City has looked into. Mr. Gross went on to say that the No. 1 item of bus shelters in Tamarac at the present time was on their list last year, this being a bus shelter on the South side of University Drive at the hospital; 60 passengers a day use that spot. Section 13 had asked for one and there was also a discussion on putting one at University and McNab. He said we all feel that every section is in the same predicament as Section 21 and 22, there being many senior citizens and even if the buses were on time, one can wait an hour for a bus in the sun. -1-- October 21, 1980 /pe We do have a promise, but not a date, Mr. Gross said for two shelters; one at the hospital and one for another section of Tamarac and he has asked the County to propose a cost if the City wants to purchase a bus shelter and put it up, but that proposal has not been received yet. Mr. Gross then indicated that last year there was one bus shelter company that contacted us about putting up shelters in the City of Tamarac, but we haven't heard from them for about 4 months. V/M Massaro wanted to know what happened to the program that Mr. Gross was looking into and feels it does require a follow- up and she also thought what they were offering was a good idea, as we would have the privilege of selecting the advertising, colors, etc. V/M Massaro indicated that every section in the city will be fighting for the second bus shelter. She mentioned that there are many people with walkers who have to use the bus and again suggested to Mr. Gross to look into that bus shelter company, as she felt advertising is worth putting up with, rather than have nothing. C/W Kelch referred to the shelters that were erected on Commercial Blvd. and then removed and wondered if those are still pledged to us and if they are being returned. V/M Massaro felt they had no right to take them away without returning them. C/W Kelch felt that the shelter in Mainlands 1 and 2 was not used and can go somewhere else if we still have it, as people go over to the Publix Market where they can get out of the weather. C/M Zemel questioned the fact that the bus shelter was removed from N.W. 81st Street and wondered what happened to that. Mr. Gross indicated that the bus company has been known to move shelters if they were not used. C/M Disraelly said he was under the impression that we were going to see what happened to the bus shelters that were now missing and try to get them re -allocated. C/M Disraelly mentioned that traffic counts are taken -into consideration and that we should go to the County to see if the City can get some counts from them, as he had hoped we would have some input as to where shelters could be located so that they could be re -allocated. Mayor Falck mentioned that there was one thing that disturbed him and that is that the County eventually has to contact the City, but they have not contacted the City about this --yet. The Mayor said he thought that what we need to do is orient our thinking a bit; he doesn't feel the people should have waited 8 years in order to get something that should have been made available. The Mayor then asked the City Manager to get a report on shelters that were once here and he stated that he didn't see any point at all in putting any kind of a bus shelter at University and McNab, as there is one up close to the hospital There was a discu benches and seats C/W Kelch advised Department builds from the weather; Mr. Glasser asked they got one thro ssion by the people of Section 21 as to the that were available. that we can get benches, as our Public Works them, but that doesn't protect the people however it is better than standing. how Lime Bay got one and Mr. Gross said that ugh us which is the one on Westwood Blvd. -2- October 21, 1980 /pe r � � Mayor Falck said he doesn' t know if tFie County will go to any area the City suggests, but he thinks the citizens have indicated to the City their need and their interest in getting a shelter of some kind and the City can follow through when the City Manager gets us the up -date on the various projects that were dis- cussed. C/M Zemel discussed a bus stop sign on 103rd Avenue and 80th Street which is not a bus stop and people stand there and wait for the bus and the bus doesn't even come down that street. A gentleman from the public discussed a bus stop in Westwood which is near a canal and the people step into a large puddle, with a possibility of breaking a leg. The Mayor said this was being investigated because it is a hazard and the Mayor said he had seen a letter to the County on it. Mr. Bob Glasser asked the City Manager when they will hear from the City and Mr. Gross said he will have his report to the Council ready for about the loth of November. V/M Massaro said she understood that would be two reports; the County report and the report giving information on the advertising firm that had made an offer before. Mayor Falck ADJOURNED the meeting at 2:00 P.M.
