NOTICE OF WORKSHOP MEETING
CITY COUNCIL
TAMARAC, FLORIDA
Please be advised of a Workshop Meeting of the City Council to be
held on Tuesday November 4, 1980 at 11:30 A.M. in the West Conference
Room at City Hall.
The purpose of the Meeting is to discuss the location of the remote
water storage tank.
Council may consider such other business as may come before it.
The Public is invited to attend.
Pursuant to Chapter 80-150 of Florida Law, Senate Sill No. 368: If
a person decides to appeal any decision made by the City Council with
respect to any matter considered at such meeting, he will need a
record of the proceedings, and for such purpose he may need to ensure
that a verbatim record of the proceedings is made, which record includes
the testimony and evidence upon which the appeal is to be based.

REMOTE WATER STORAGE TANK
CALL TO ORDER: Mayor Falck called the meeting to order on Tuesday,
November 4, 1980 at 11:30 A.M. in the West Conference Room.

Mayor Falck read the Notice of Workshop Meeting into the record.
City Manager Ed Gross indicated that each of the Council Members
have received a copy of the preliminary plan to show where the
storage tank will be located and what kind of berming would be
around it. He mentioned that at an earlier meeting it was dis-
cussed that the tank be built partially below ground, berm and
beautification to go around it. Mr. Gross said that C/M
Disraelly had asked what portions of that area between Nob Hill
and 77th Street on the west and south and also the other two
areas on.the north and the east are we talking about.
Larry Keating, City Engineer indicated that we owned approximately
17 or 20 acres out there and that he was searching through the
City to find existing maps or legal descriptions with regard to
the property that the City owned. Mr. Keating said the City
doesn't own the entire tract and Evan Cross had given him legal
descriptions, but that they didn't show that particular piece of
property.
C/M Disraelly referred to plan and asked if we owned the piece he
pointed to andMr. Keating answered yes.
V/M Massaro asked why that tank is being put on 100th Avenue, Mr.
Gross replying that the reason is accessibility as it is easier
to get to in using equipment, etc. He also mentioned that from
a beautification point of view, it would help being on a corner
rather than being within the property itself.
V/M Massaro said it.was.__zoned R-4.and that it belongs to the
Lennar Group who originally planned on using this for recreation.
She said Lennar planned on using this tract and giving us another
tract, which V/M Massaro then indicated as Tract 27.
C/M Disraelly stated that based on the map Mr. Keating had just
given him, Tract 27 runs the full length of 100th Avenue and
encompasses 22 acres plus or minus and the balance of the area
back to that canal on the southeast corner is zonedfor recreation
now.
Mr. Keating explained that what we own is a piece and pointed to
it on the map; the legal descriptions were given to Williams,
Hatfield and Stoner to plot the site.
Mr. Gross stated that if Lennar wants to trade us, it is important
that we look into this further, so that we can decide where we want
to put the tank.
V/M Massaro indicated that Lennar dropped discussion.of a swap
because of a discussion with C/MDisraelly.
C/M Disraelly said that he never talked to them about that site.

Mr. Gross asked Larry Keating if there is a better site any
place within the area that we now have empty.
Mr. Keating said there are probably several that would be just
as good, but we have to be concerned about the time element as
to how badly we need this tank and how badly do we need to see
it operational. He said that we could offer Lennar a site and
maybe they could offer us the site and build the tank for us.
Mr. Gross said at the last meeting Council asked the City
Engineer to come back with a plan showing beautification, etc.
and this is the plan they have come back with.
V/M Massaro wanted to know why Evan Cross hadn't researched all
the details as to what we own there and mentioned that she had
received a letter stating that there is no record of two certain
unitsfor the recreation parcel having been paid for and feels
that the persons responsible should prepare that material for
Council.
Mayor Falck asked if Council knew what parcels of land the
_c,it y owns ..... .and V/M Massaro replied yes we do..
Mr. Gross said that if Lennar does want to make a trade and if we
can get a larger piece of property from Lennar to build this tank,
we should contact them and asked Mr. Keating when this must be in.
Mr. Keating indicated that one of the things we are trying to do
with the tank is see if it will improve some of the water quality
problems that we have had in the northwestern part of the city
to balance the load of the pressures on the system, if we have
a tank in the west side of the city,it will balance the City as to
fighting fires. He indicated that since that area is not fully
developed, the requirement to fight fires is not as pressing.
Mayor Falck said that it would be an advantage to have the tank
installed before the property starts building up and Mr. Keating
said this must get done within the next two years.
Mayor Falck asked if location for the wells have been determined
yet and Mr. Keating said he had to get back with Williams, Hat-
field and.Stoner and compare their revised drawings with the
last Council action on that matter.
Mr. Gross indicated that it is imperative that we get some sort
of drawing from Planning or from the City .Engineer as to where
this piece of property is compared to the whole and he also felt
that Council should authorize someone to see if Lennar is looking
for a swap; if they are looking for a swap, if we can get them
to pay for part of the construction or give us a larger piece of
property, it will be to our advantage within the boundaries that
the City Engineer is requesting.
V/M Massaro mentioned that in connection with flushing water,
the tank must be in the best location.
Mr. Gross said that when we talk to Lennar, it will be important
to mention that any additional property they give us will have
nothing to do with land they promised us for recreation.
C/M Disraelly indicated that we don't want the corners; it still
must be central, as we have problems with the corners now and
that is why we did not want Tract 46.
Mr. Gross said he doubts very much if we will get any sympathy
from the citizens of Tamarac for building it in another place,
as there are very few places, if any, to move it to unless it
was a tremendous deal for the City of Tamarac. He further said
if Lennar donated the land and built the tank, we would find a
place, but looking at the map, any place else to move it would
be close to Sections, 21, 22, 23 or 24 and the citizens will
object.

C/M Disraelly asked if anyone had seen anything about what Lamar is
proposing to do, and the Council answered no.
Mayor Falck asked about the estimated cost of the tank and was advised
by Mr. Keating that it would be $610,000.00 for the tank and $79,000.00
for beautification which includes trees, shrubs and bushes around the
berm.
Mayor Falck asked about land cost and his opinion was that land should
be part of the project and C/M,Disraelly wondered if the cost of the
land had been included in the $610,000.00 figure.
Mr. Gross indicated that the land would have to be sold by Tamarac
Utilities and said the money received from the land sale could be used
to build a City Hall, stating further that the land is worth about
$30,000 or $40,000 an acre, and V/M Massaro said the City would probably
have to get an appraisal on it.
Mr. Gross mentioned that the City must find out if that is the piece
of property that is going to be used and both Mr. Gross and V/M Massaro
said they will contactLennar about it.
V/M Massaro stated that Ien-larwanted an appointment with her to discuss
Stipulation 5 or 6, but as far as she was concerned, she was not ready
for any action until the meeting after the next meeting, but certainly
would be willing to meet with them on this subject.
C/M Disraeily again asked if the $610,000.00 includes the land and Mr.
Gross replied that he would ask this question.
Mayor Falck mentioned that we should look at these things now rather
than a year from now and should have available to us a run-down on
where these wells eventually carve in.
Mr. Keating advised that they will be over by the plant site.
MAYOR FALCK ADJOURNED THE MEETING AT 12:15 P.M.

per copy, to inform the general public and public officers and employees
about recent opinions and considerations by the City Council of the
City of Tamarac.
