WORKSHOP MEETING
CITY COUNCIL OF TAMARAC, FLORIDA
Please be advised that the City Council will hold a Workshop
Meeting on Monday November 21, 1983 at 10:00 A.M., in the West
Conference Room at City Hall.
The purpose of the Meeting is to receive a progress report by
Miller & Meier on Municipal facilities.
Council may discuss such other business as may come before it.
The Public is invited to attend.

CITY COUNCIL WORKSHOP MEETING
November 21, 1983
CALL TO ORDER: Mayor Falck called the Workshop Meeting to order at
10:45 A.M. on Monday, November 21, 1983 in the West Conference Room
in City Hall.

the meeting is to receive a
municipal facilities.
Craig Kenyon, representing Miller & Meier,said this meeting is to
present to Council their findings based on the space needs analysis
for the Police facility, the City Hall and the Community Center.
He said they will review a Preliminary Summary Report and discuss each
of the buildings and he stressed that this is all preliminary without
cost estimates as yet. Fie said they will be requesting feedback from
Council at the 12/1/83 meeting. Howard Geisler, also representing
Miller & Meier, referred to the Preliminary Summary Report dated
11/15/83. He said they have spent time with the City staff, analyzed
space needs, took inventories of equipment, etc. and with this data
base they have determined certain space needs. They observed what is
happening in the City in terms of population, demographic and area
composition and they see a City that has potential to literally double
its population but remain static in terms of geographic area. He
said the City will probably remain stable in terms of its social
composition and he referred to Page 5 of the Summary which projected
personnel by department for the present, the future with a population
of 50,000 and the future with a population of 75,000. It would range
from a total of 87 people at City Hall presently to a projected total_
of 131 people with the population of 75,000.
Mr. Geisler continued on Page 6 of the Summary with a personnel pro-
jection for the Public Safety Building from the present 100 people to
207 people with the 75,000 population projection. Fie said based on
these projections of people,they developed a projection, as outlined
on Pages 7 and 8 of the report. He said on Page 10 the Space Summary
presently notes a need for 25,508 square feet which is required based
on existing staffing. He said as a point of comparison, there is about
13,000 square feet in this building which is much less than needed.
On Page 10, the projection for space needs at 50,000 population is
32,941 square feet and for 75,000 population, the amount is 36,307
square feet. V/M Massaro asked how many conference rooms the 716
feet provides for and Mr. Geisler said this would provide a conference
room, some small offices and some filing areas. He said within the
Department designated as General Building Support they have recommended
a configuration of conference rooms.
Mr. Geisler said at this point in time there should be a large meeting
room of approximately 450 square feet in addition to the Council Chambers.
He said there should also be 2 Conference Rooms of approximately 225
square feet. He said when the City has a population of 50,000 there
would be a need for another smaller conference room and at 75,000 pop-
ulation, there would be another one.

Mr. Geisler said presently this building contains approximately 15,000
net square feet and assuming the Police were taken out of this building
there would be 13,000 square feet to put in the 25,000 square feet
that is actually needed. Mr. Henning questioned why the Public Works
Department was shown on Page 10 as included in the City Hall complex
and Mr. Geisler said it is their recommendation that they come into
the building administratively. He said the space that they have pro-
vided for the Police would accommodate all of the people who require
workstations, locker rooms, report writing rooms, physical training
areas, a holding facility, evidence and property storage, etc. Fie
said what Miller & Meier suggest the Police need presently is 14,808
net square feet and they are only occupying about 5,000 square feet
presently, including their space in the trailer. He referred to Paae
11 of the Report which projects 17,594 net square feet needed for a -
population of 50,000 and 19,94.3 net square feet needed for a population
of 75,000. Mr. Kenyon said this would be the net workable area includ-
ing the circulation required within those areas but would not include
elevators, vertical circulation and public restrooms.
Mr. Kenyon said the total number they are using at buildout in round
figures for the Police is 21,000 square feet for the entire gross square
footage of the building. He said for the City Hall it is 38,000 gross
square footage. Mr. Geisler said these figures just given by Mr. Kenyon
are the actual square footage that would be built and that dives the
square footage that would cover the site and upon which the cost estimates
would be based. He said a final element is to look at the parking for
overall need. He referred to Page 13 which projects a need presently for
approximately 182 parking spaces which includes visitors, City owned
vehicles and employee parking. He said at the projection of 50,000
population, this would increase to 267 parking spaces and about 349
spaces at the 75,000 population. V/M Massaro asked how many spaces are
provided now at this facility and Mr. Geisler said there are 154.
C/M Krantz asked if the projection, on Page 13, for present parking
requirements is realistically projected at 2 spaces (Public Safety Bldg.)
and Mr. Geisler said yes, because the City owned vehicles would not be in
the parking lot, therefore, there should be room available. Mr. Kenyon
said in planning the parking lot areas they would try to allow for
parking at other City locations when there are large meetings scheduled,
etc. Mr. Geisler referred to Page 11 and said they are recommending there
be one bay provided with the building to be used for light maintenance
by Public Works and also for impounded vehicles to be dusted for prints,
etc. It would not be used as a sophisticated maintenance bay. V/M
Massaro asked Mr. Geisler if there is provision for vehicles being held
by the City and he said no, they recommend that would continue to be
provided at the Public Works facility yard. V/M Massaro questioned Chief
McIntosh as to whether there were problems in this area with vandalism
and he said since they enclosed the compound at the Public Works facility,
there has been no problem with vandalism.
City Manager Stuurmans said the Chief's concern is that they should be
secured but not necessarily held at the new Police facility. V/M
Massaro said it should be at the new facility because eventually Public
Works will be moved and will not have facilities for this. Mr. Geisler
said it is very rare that an impound area be placed at a Civic Center
such as this because it can be costly to landscape this to make it
suitable and it is possible to build sufficient security at the new
Public Works facility location. V/M Massaro said this should be reviewed
further.
Mr. Kenyon said the site is adequate in size to place a single -story
Police facility, a two-story City Hall facility and a one-story
Community Center and allow ample parking. He said the only problem
they have encountered that should be addressed concerns the access off
Pine Island Road which is separated by a median at this site. He said
this median has a cut in it at the Fire Station with
another cut north about 1,100 feet. He said Broward County owns that
road and their specifications for median cuts are no closer than 600
feet which would mean that there would not be another median cut between
the Fire Station and the end of the property line.

V/M Massaro said they have made exceptions to this and Mr. Kenyon said
one will have to be sought in this case. He said two entrances will be
needed off of this site. There is one dedicated for the public, City
employees and administration and there must be a separate entrance/exit
- for -Police. C/M Sty-lzer questionRd whether they could not close the cut
that is 1,100 feet away and begin again and Mr. Kenyon said something
must be researched with the County.
Mr. Henning asked Messrs. Kenyon and Geisler if there are any points
tha-t-the City might be holding them up on and Mr. Geisler said this
building has been researched structurally, mechanically, electrically,
air conditioning systems, and the roof is in bad condition and should
be replaced, insulated and sloped to get better drainage. He said the
air conditioning system is outdated and a maintenance problem. He said
if -t-he Bo-nd issue is passed in March, the Police facility would begin
construction once the documents were completed. It would be available
approximately 2 years from now; at that point in time, the Police would
leave this building freeing only approximately 4,000 square feet not
satisfying the City's needs even presently.
Mr. Geisler said their recommendations now are leading toward bonding
both of these facilities at this time because of these conclusions.
This would put a new facility for City Hall and a new Police facility
on the site in roughly 2 years allowing this building to be sold.
He said none of the descriptions of the buildings mentioned today are
finalized at this time. Mayor Falck asked if there were any appreciable
difference in construction cost between a one and two story buildinc and
Mr. Geisler said no appreciable cost difference, however, if they con
sidered a three story building, there would be some greater cost. He
said, in most cases, Police facilities of this size are one story
buildings.
V/M Massaro asked if it would be reasonable to say that the City Hall
should be three story with the third story unfinished presently and
Mr. Kenyon said that is called shelling space and they would have to
examine what areas would be expanded over the course of the buildout
and where they will occur. He said it would be difficult to add another
floor or wing without having to restructure the interior partitions when
the building is finished because each Department will grow accordingly.
He said they are not leaning that way right now. Mr. Geisler said they
have examined this from a functional standpoint and they feel a three
story building is not right for the City because of the sizes of the
Departments and the interrelations between them.
Mr. Kenyon referred to a rough drawing they made and he said the Police
station would like to be close to the main street having their own
access available to it, it needs a sally port to drop off prisoners
Tape separate from public entrance and ample parking. He said the Community
2 Center could be up front with its required parking and the City Hall
could be back toward the canal, which is the site's largest asset.
He said the land left available after the site is built could be set
up as a passive park. He said the Fire Station should be screened from
the site since its activities are separate. He said the Police Station
on this drawing is located in the northeast corner and there is open
space around each building. C/M Krantz said the Community Center
located in the center of the complex would have a great deal of traffic
around it generated by the other two buildings. V/M Massaro said she
does not like the idea of the City Hall building by the canal since it
would be a waste of land there.
Mr. Kenyon asked if the City Hall were forward on the site how would
the rest of the site be used effectively until a Community Center could
be built and V/M Massaro said it could just be maintained properly.
The City Manager suggested it could be used for a spill -over nursery
area for Public Works trees and shrubs. Mr. Geisler said in their
report on 12/1/83, they will show Council 3 or 4 finished site plans
and they will list the pros and cons of each. V/M Massaro asked when
this must go on the ballot in order to be approved and the City Manager
said they have been looking towards the General Election in March and
they must have their package together by mid -January.

Mr. Kenyon said their work on the programming will finish 12/1/83 and
they can, by the end of December, prepare an artist's conception of
the building to help in the bonding package of either the City Hall or
Police Station. He said this is very conceptual and the building might
not necessarily look like the drawing since there is a long design
process that must be gone through. V/M Massaro asked how long it would
take Miller & Pleier to prepare actual plans after that and Mr. Kenyon
said after March it would take about 4 months to complete the design
and working drawing phases for either the Police Station itself or
both. He said 30 days would be a recommended bidding period and it
would take roughly one year to build the buildings. C/M Stelzer said
Council should decide whether they are going to remodel this building
or build a new City Hall now and then come up with a cost e-stimate and
referendum. Mr. Kenyon said they are putting together the cost to
remodel this building and Mr. Kenyon said he would have this in 3 days.
C/M Stelzer asked when they must decide if they are going to referendum
and Mr. Kenyon said by the end of December so that the City Manager
and City Attorney can prepare the necessary paper work. Mayor Falck
said this should be a Special Meeting when the architects can give
Council somethina definite to decide upon.
The meeting was adjourned at 11:45 A.M.
