Pumper Truck February 25, 1980 CALL TO ORDER: Mayor Falck called the Special Meeting to order on Monday, February 25, 1980, at 1:30 P.M., in the Council Chambers. ROLL CALL: PRESENT: Mayor Walter W. Falck Vice -Mayor Helen Massaro Councilman Irving M. Disraelly Councilwoman Marjorie Kelch ALSO PRESENT: City Manager, Edward A. Gross City Attorney, Arthur P1. Birken City Clerk, Marilyn Bertholf ABSENT:, Councilman Harry Wiener Bid Award for a Fire Department Pum er Truck - Temp._Reso. #1508. Discussion and possible action. SYNOPSIS OF ACTION: Bid Awarded to RESOLUTION NO.R- r0PASSED. Harold's Sales & Service - Seagrave Model Ray Briant, Assistant Fire Chief, advised that there was a bid opening on February 19, 1980. He said four bids were received from the following vendors; American LaFrance - $89,000 - C-800, which was not selected be- cause the City was seeking a 1500 gallon pump, and they offered a 1000 gallon pumper, was low on horse -power, manual transmission, and the capacity was not adequate; the second was South Florida Mack Trucks, Inc. - MC-611F, with a bid price in the amount of $99,933. This bid was not selected be- cause the pump was smaller than the original bid, and the transmission was an Allison MT-644, but the City was seeking an MT-740, which was larger; the third Mack bid was a CF-611, at a bid price of $104,985, and was re- fused because the pumper was small, plus the transmission. Mr. Briant stated that two other bids were received from American LaFrance, which were higher than the one recommended by the Fire Department.This was from Harold's Sales & Service - Seagrave Model, and indicated that Chief Simon and he recommended approval of this bid to Council, for the purchase of the 1500 gallon pumper. Mr. Gross stated that there were problems previously with a transmission, and was the reason Chief Simon was insistent on one that was heavy-duty. Mr.Briant aaid that the MT-740 transmission was the top -of -the -line. Mr. Gross resporAed to a question by C/W Kelch, by stating that this was not a replacement, but would be the first -line truck for the Eastside Fire Station. Assistant Chief Briant advised that a "booster tank" was to be used for carrying 500 gallons of water on the truck, before hook-up to the hose. He additionally stated that the bid figure was $105,999.00, with additional equipment included, as noted in the specifications, plus extra ladders and Michelin tires. Mr. Briant advised that the warranty work would be handled by Allison Transmission, a local firm in Broward County, with the Cummins Dealer located on State Road 84, and Seagrave would handle the warranty work on chassis and cabs. He also indicated that a Dynamometer would be included, which converts the engine horse power into 110 volts, to enable three or four hand lights off the truck, rather then starting up an emergency generator. This pumper truck, he said, would be red and white, which is still being used; plus lime green. C/M Disraelly confirmed the fact that delivery would be within ten days, and inquired as to the financing. Mr. Gross advised that a loan commitment has been made from a bank, with an interest rate below 7 1/2%, or 7.35, which will be discussed at the February 27, 1980 City Council meeting. Ile further stated that the Fire Station will be in operation on May lst, 1980, but is ready for occupancy at the beginning of April. ac 2/25/80 mr/ �I Mr. Gross also indicated that there will be a second truck stationed there, with one being held in reserve, which is not a new vehicle. He noted that Fire Station #1 will have two engines and one truck. Mr. Briant indicated that the two reserve trucks involved a 500 and 750 gallon pumper, which could put out a small fire only, but it was necessary to have first -line trucks for heavy capacity. C/M Disraelly confirmed the fact that the Quint and the LaFrance, and probably the 500 gallon would remain at the Westside Fire Station; while the new piece of equipment and the 750 gallon would remain at the Eastside Fire Station. The City Attorney read Temp. Reso. #1508, and C/M Disraelly indicated that based on the judgment of the Assistant Fire Chief, that the best piece of equipment be obtained, which is from Harold's Sales & Service Co., and is a 1500 gallon Seagrave pumper, in the amount of $105,999.00, which pur- chase would be subject to approval of financing, and delivery anticipated within ten days after signing of the agreement, and so MOVED. C/W Kelch SECONDED the motion. VOTE: ALL VOTED AYE.
