NOTICE OF SPECIAL MEETING
CITY COUNCIL OF TAMARAC, FLORIDA
There will be a Special Meeting of the City Council on
Thursday, April 4, 1985, at 11:00 a.m, in the Council
Chambers of City Hall, 5811 NW 88 Avenue, Tamarac, Florida,
to hold public hearings on the following items:
1 - Temp. Ord. #1175 - Discussion and possible action
to repeal Section 2-31 of the Code to abolish the
Sister City Advisory Committee and amend Section
2-28 of the Code to create the position of
Commissioner of Human Relations within the
Welcoming Committee. Second Reading.
2 - Tem . Ord. #1176 - Discussion and possible action
to amend Section 2-11.3 of the Code to provide
for City Council approval in the appointment of
legislative aides. Second Reading.
3 -- _Temp. Ord. _#1177 - Discussion and possible action
to amend Section 2-11.4 of the Code pertaining to
designation of City Council liaison positions.
Second Reading.
The public is encouraged to attend.

CITY COUNCIL OF TAMARAC, FLORIDA
There will be a Special Meeting of the City Council on Thursday,
April 4, 1985, at 11:00 A.M. in the Council Chambers of City
Hall, 5811 NW 88 Avenue, Tamarac, Florida, to hold public
hearings on the following items:
1. Temp. Ord. #1175 - Discussion and possible action
to repeal Section 2-31 of the Code to abolish the
Sister City Advisory Committee and amend Section
2-28 of the Code to create the position of

2. Temp. Ord. #1176 - Discussion and possible action

The following items were Tabled by the Council on March 27, 1985,
to this meeting and will also be heard:

Berndall, Inc. - Rezoning Petition #5-Z-85 - Temp.
Ord. #1173 - Discussion and possible action to
rezone lands at the northwest corner of McNab Road
and NW 80 Avenue from B--6 (Business District) to
B-1 (Neighborhood Business District) Second Reading.
(Public Hearing was held 3/27/85).
27. Land Section 7 - Settlement of Sludge Farm Condemna-
tion Suit -Temp. Reso. #3512 - Status report by City
Attorney. Discussion and possible action.
34. Island Club Apartments - Temp. Reso, #3583 - Dis-
cussion and possible action on a request for temporary
waiver of the platting requirements in order to
install a temporary fence around the construction
compound.
The City Council may consider and act upon such other business as
may come before it.
The public is encouraged to attend.

April 4, 1985
Tape 1 CALL TO ORDER: Mayor Kravitz called the meeting to order at 11:15 A.M. on
Thursday, April 4, 1985 in the Council Chambers of City Hall.

MEDITATION AND PLEDGE OF ALLEGIANCE: Mayor Kravitz called for a Moment of
Silent Meditation followed by the Pledge of Allegiance.
LEGAL AFFAIRS
27. Land Section 7 - Settlement of Sludge Farm Condemnation Suit - Temp_. Reso.
#3512 - Status report by City Attorney. Discussion and possible action. —
SYNOPSIS OF ACTION: TABLED
to a future date.
Mayor Kravitz noted that Alan Ruf, Consultant City Attorney, has requested that
this item be Tabled at the request of the people involved.
City Attorney Henning read Temp. Reso. #3512 by title.
Mayor Kravitz said Council will not act on this item until all interested
people from the public are heard and, if necessary, he would call a Workshop
Meeting. V/M Massaro said the owner of the property is concerned because there
is a new Council and there had to be changes in the Stipulation. She said there
were several changes proposed at the last meeting and the owner asked for a 2
week tabling of this item so that he will have an opportunity to discuss this
further with the present Council.
Mr. Henning suggested if Mayor Kravitz schedules any meetings on this item they
be Special Meetings and not Workshop Meetings so that action may be taken.
C/M Gottesman said the Council has the people's interests at heart and he asked
the people to please understand that. David Silvergleid, President of Isles
of Tamarac Homeowners Association, said at the 3/27/85 Council meeting a MOTION
was made by V/M Massaro which provided that the present utility would not be
moved to Land Section 7 nor would there be a new building at that location.
He asked if the proposed purchase of 45 acres, rather than the 34.4 acres the
City now has, would conflict with V/M Massaro's MOTION? Mayor Kravitz said no.
V/M Massaro said her MOTION is still standing and the extension was for greater
setbacks, more landscaping, etc.
Mr. Henning cautioned Council to listen to the public and not make any commitments
until after meeting with the developer. Ruth Sinreich, resident of Spyglass, asked
for a detailed description of the land being discussed and Mr. Henning displayed
a map showing the area involved. He said if Land Section 7 were divided into
quarters, the area under discussion would be the top half of the southeast quarter.
Moni Avidon, resident, said based on what he heard at the 3/27/85 Council meeting,
he reported to the Lime Bay Civic Association and he questioned whether or not
this will be part of the purchase of Land Section 7.
George Goldner, resident, asked how sludge and wastewater are treated. V/M Massaro
said what is called sludge is commonly known as the sod farm which has been in
Land Section 7 for years.

V/M Massaro said the wastewater treatment is the sewage plant which will stay
where it is presently located and any expansion would be on the present site.
Beatrice Levin, resident of Section 21, asked if the deep injection well con-
templated for this site would have a noisy 24-hour activity and Mr. Henning
said the noise that was referenced was the construction of the deep well not the
operation of the deep well. Bill Hannaford, President of Westwood -Community 2-,
Section 20, said he was not informed of today's meeting until early this morning.
Mayor Kravitz said this item was Tabled from the 3/27/85 Council meeting and
everyone will be notified of any scheduled meeting to discuss this.
V/M Massaro noted that this was discussed at the 3/27/85 Council meeting and
the people should note when something is tabled. She urged the residents to
check with their clubhouses where the Notices of Meetings are sent.
Mr. Leibner, resident of Kings Point, asked if V/M Massaro's Motion means there
will be no deep injection well at that site and V/M Massaro said no, there is
no noise or odor that will bother any nearby residents. She said that will
protect the residents water supply,whereas, placing this at the present utility
location could contaminate the well fields located there. Harry Steinfeld,
resident, said he purchased Land Section 7 for Leadership Housing and they
purchased this property because there was a deep concentration of rock there
and there could be a profit in selling it for that purpose. He asked if the
City has performed a geological survey because there are outcropings of rock
and there could be difficulty with the deep injection well. V/M Massaro said
the engineers have checked and there is no problem. Jeanette Hershman, resident
of Spyglass, asked if this land is purchased, what other purposes could this
land be used for. Mr. Henning said it is premature to determine that at this
point. Bill Rabin, Secretary of the Lime Bay Community Association, said a
stipulation should be inserted that this property will not have a waste management
plant. Winifred Ostrum, resident of Section 20, asked how much money will be
involved in the purchase of the rest of that property and V/M Massaro said
approximately $21,000 per acre. Mr. Henning said the figure is just under one
million dollars for the 45 acres.
Mrs. Ostrum asked for a description of a deep injection well plant and
Mr. Henning explained that deep well is approximately 3,000 feet deep and it
injects this treated wastewater below the surface of the land below the drinking
water tables and it is sent to the ocean. Paul Bernikow, Past President of the
Lime Bay Community Association, asked if there was any way Council could protect
the City so that no future Council could reverse this action and Mr. Henning
said there are two different items, the restrictions that the developer places
on the City when the City purchases the land and restrictions that the City
places on itself after it has the land.

Mr. Henning said in Section 5, at the first reading, Council indicated that
they wanted the language "This Ordinance shall be effective immediately upon its
final passage" instead of "May 12, 1985"...Sh_irley_._B-lumfield, Co -Commissioner of
Human Relations, said she .did not wish to
seek reappointment to that position. Murray Weiner, resident, endorsed passing
this Ordinance.�Mayor Kravitz closed the public hearing with no further response.
V/M Massaro MOVED APPROVAL of Temp. Ord. #1175 on second and final reading,
SECONDED by C/M Gottesman.

2. Temp. Ord. #1176 - Discussion and possible action to amend Section
2-11.3 of the Code to provide for City Council approval in the appointment
of legislative aides. Second Reading.
SYNOPSIS OF ACTION: DENIED
on second reading. Public hearing was held.
Mr. Henning read Temp. Ord. #1176 by title.
Mr. Henning said he has been requested to write a different Ordinance with a
different Temporary number which would abolish the positions of aides altogether.
He said this has been placed on the 4/10/85 City Council agenda for first
reading. He said if Council is in favor of abolishing aides altogether and
passing the new Ordinance that is proposed for the 4/10/85 Council meeting,
a vote of "No" on this Ordinance would be appropriate. Mayor Kravitz said
he proposed this Ordinance and he requested Council vote this down andconsidgr
the new Ordinance on 4/10/85. Mayor Kravitz opened and closed the public hearing
with no response.
V/M Massaro MOVED to DENY Temp. Ord. #1176, SECONDED by C/M Gottesman.
VOTE: ALL VOTED AYE
3. Temp. Ord. #1177 - Discussion and possible action to amend Section 2-11.4
of the Code pertaining to designation of City Council liaison positions.
