NOTICE OF SPECIAL MEETING
CITY COUNCIL OF TAMARAC, FLORIDA
There will be a Special Meeting of the City Council on
Monday, April 1, 1985, at 5:05 P.M. in the Council Chambers
of City Hall, 5811 NW 88 Avenue, Tamarac, Florida, to hold
public hearings on the following items:
1 - Temp. Ord. #1179 - Discussion and possible action
to repeal Section 28-86.1 of the Code (Ordinance
84--60) entitled "Special Exception for Four (4)
Story Structures in R--4A Zoning Districts". First
Reading.
2 - Temp. Ord. #1180 -- Discussion and possible action
to repeal Section 28-194.1 of the Code (Ordinance
84-72) entitled "Administrative Reductions to
Setback and Yard Requirements". First Reading.
The public is encouraged to attend.

CITY COUNCIL SPECIAL MEETING
April 1, 1985
Tape 1 CALL TO ORDER: Mayor Kravitz called the meeting to order at 5:05 P.M. on
Monday, April 1, 1985 in the Council Chambers of City Hall.

Mayor Kravitz called for a Moment of Silent Meditation and Pledge of Allegiance.
PUBLIC HEARINGS
1. Temp. Ord. #1179 - Discussion and possible action to repeal Section
28-86.1 of the Code (Ordinance 84-60) entitled "Special Exception for
Four (4) Story Structures in R-4A Zoning Districts". First Reading.
SYNOPSIS OF ACTION: APPROVED on
first reading as amended on
4/l/85. Public Hearing was held.
Mr. Henning read Temp. Ord. #1179 by title.
Mr. Henning said there is a 4/l/85 revision, which was prepared at the request
of V/M Massaro, in Section 5, concerning the effective date. V/M Massaro said
she went to the site with the City Attorney to see what affect this would have
on the three-story buildings that surround the area and it appeared that they
had progressed to a point that it would not be to anyone's satisfaction to make
any changes at this point. She said they are grandfathered in. Mr. Henning
noted for the record that V/M Massaro is referring to the development of Lakes
of Carriage Hills.
C/M Stein agreed with V/M Massaro and he noted that the original Ordinance was
passed first by the Planning Commission and then unanimously passed by the City
Council. C/M Gottesman said the Planning Commission Denied this Ordinance on
first reading and, after it was approved by the City Council on first reading,
it was then approved by the Planning Commission. Mayor Kravitz opened the
Public Hearing.
Morris Glicksman, resident, said the original Ordinance was passed in 1973 and
established a beautiful City style. He said he is in favor of this Ordinance.
Vickie Beech, resident, asked Mr. Henning how many buildings in Lakes of
Carriage Hills will be grandfathered in and Mr. Henning said the remainder of
the site plan, 7 buildings. She asked if this would not be permitted in the
future and Mr. Henning said assuming that the Ordinance is approved after second
reading and the original Ordinance is repealed, before anyone could build a
four-story residential 40-foot building, it would have to be zoned R-4A and
he questioned whether there was any vacant R-4A property in the City presently.
He said if there was property with this zoning, a Special Exception would have
to be granted with a site plan approved.
Phil Engelstein, resident of Lakes of Carriage Hills, asked what difference it
makes whether a building has three or four stories providing it does not exceed
the City's limits of 40 feet and all other requirements are met. Larry Schneider,
Secretary of the Board of Directors of Lakes of Carriage Hills, asked the
difference between three and four story buildings when the limit is 40-feet in
height.

Mr. Henning said if the Ordinance is approved the way it reads now, the Council
is not objecting to the Lakes of Carriage Hills project. V/M Massaro said
the residents of the City do not want 4 or 5-story buildings. She said no
3-story building was built to 40-feet, the tallest 3-storybuilding is 33'9".
She said the 40-footstipulation is for an elevator or special use for a
3-story building. She said a 4-story building will give the City more density
as well. She said the guidelines within the 4-story Ordinance were not those
that were used in 3-story. C/M Gottesman said the people elected to Council
recently by a large majority won because of their stand against 4-story buildings
in the City. Shirley Blumfield suggested this could be put to a referendum so
that the entire City could decide.
Mayor Kravitz closed the public hearing with no further response. V/M Massaro
MOVED to APPROVE Temp_. Ord. #1179 on first reading as revised on 4/l/85 in
Section 5, "That this Ordinance shall take effect immediately upon its final
approval. It shall govern development of all Four -Story buildings in R-4A
zones in the City that have not received City Council approval (Special
Exception or Final Site Plan) before the effective date." SECONDED by
C/M Gottesman.
VOTE:
ALL VOTED AYE
2. Temp. Ord. #1180 - Discussion and possible action to repeal Section
28-194.1 of the Code (Ordinance 84-72) entitled "Administrative Reductions
to Setback and Yard Requirements". First Reading.
SYNOPSIS OF ACTION: APPROVED
on first reading. Public Hearing
was held.
Mr. Henning read Temp. Ord. #1180 by title.
V/M Massaro said this is a bad Ordinance because it is for self-imposed hard-
ships and this should only be changed by State Law. Mayor Kravitz opened and
closed the public hearing with no response.
V/M Massaro MOVED APPROVAL of Temp. Ord. #1180 on first reading, SECONDED by
C/M Gottesman.
VOTE:
ALL VOTED AYE
Mr. Henning said for the record that the Second Reading on these two Ordinances
will be a Public Hearing held on Monday, April 15, 1985 at 5:05 P.M. in the
Council Chambers of City Hall.
Mayor Kravitz adjourned the meeting at 5:35 P.M.
