The purpose of this meeting is as follows: 1. Sludge Tank Trailer - Discussion and possible action regarding repair ar replacement of this equipment (emergency procurement). 2. Em to ee Agreement -Discussion and possible action with re erence to Michael Welch. The City Council may discuss such other business as may come before it. The public is invited to attend. Carol A. CITY OF TAMARAC, FLORIDA SPECIAL CITY COUNCIL MEETING MAY 5, 1983 CALL TO ORDER: Mayor Falck called the meeting to order at 10:00 A.M. Thursday, May 5, 1983,.in the West Conference Room. ROLL, CALL: PRESENT: Mayor Walter W. Falck Vice Mayor Helen Massaro Councilman Philip B. Kravitz Councilman David E. Krantz Councilman Jack Stelzer ALSO PRESENT: Laura Z. Stuurmans, City Manager Jon M. Henning, City Attorney Carol A. Evans, Assistant City Clerk 1. Sludge Tank Trailer - Discussion and possible action regarding repair or replacement of this equipment (emergency procurement). SYNOPSIS OF ACTION: APPROVED purchase of the Fruehauf model under consideration at an expenditure of $6,250. The City Manager said one section of the tank trailer they have has buckled in and they have two options available. They can either repair it at an approximate cost of $5,000 over a period of 30 days during which time there would be available a tank for a rental cost of $800 per month. The other option is to purchase a used 1974 Fruehauf trailer which they will sell the City for $7,000 with a trade-in of $1,000 on the old tank trailer. She said the City Engineer suggested that the City has $250 of welding and cutting work done on the bulkheads inside the trailer tank and staff recommended this. The City Attorney said the new trailer has a capacity of 8,500 gallons and the old one was 6,500 gallons. V/M Massaro said she is in favor of purchasing the new one but suggested checking to determine if there is an automatic release valve and whether or not they can put some bracing on there to strengthen it. She asked the City Manager if she invest- igated the price of a new trailer and the City Manager said she had not considered it because of expense. C/M Krantz MOVED to APPROVE the purchase of the Fruehauf model under consideration at an expenditure of $6,250. SECONDED by V/M Massaro. VOTE: ALL VOTED AYE 2. Employee_ A,qr Bement - Discussion and possible action with reference to Michael Welch. SYNOPSIS OF ACTION: ACCEPTED the recommendation of the City Manager's memo to settle the grievance with reference to Michael Welch. The City Manager said she gave Council a memo concerning negotiations that she and the City Attorney have been involved in the last several months with Michael Welch, Firefighter. She said Mr. Welch has made a proposal to the City which they find very desirable. He will accept a $6,000 settlement from the City plus his 1% contribution plan for a total of $6,584.19. She said she addressed in her memo several concerns regarding precedents that could be set by decisions in this case by the arbitrator, the Pension Board, etc. Jon Henning said the main thing about a settlement like this is there is no question involved, the costs of continued negotiations are far more than the amount of settlement. C/M Kravitz MOVED to ACCEPT the recommend- ation of the City Manager's memo to settle the grievance with reference 5/5/83 /pm i to Michael Welch. SECONDED by C/M Stelzer. VOTE: ALL VOTED AYE 3. May -or Falck's Trip to Tallahassee - Discussion and possible action. SYNOPSIS OF ACTION: Agendized by Consent. APPROVED. Mayor Falck said it is necessary for him to take a trip to Tallahassee on Tuesday, 5/10/83 with the Broward League of Cities and V/M Massaro MOVED that Council APPROVE Mayor Falck's trip, SECONDED by C/M Krantz, VOTE: ALL VOTED AYE The meeting was adjourned at 10:15 A.M.
