HomeMy WebLinkAbout1981-07-07 - City Commission Special Meeting MinutesCITY OF TAMARAC, FLORIDA NOTICE OF PROPOSED USE HEARING 1981/82 REVENUE SHARING FUNDS The City Manager of Tamarac, Florida will hold a meeting at 9:00 A.M., Tuesday July 7, 1981 in City Hall, 5811 N.W. 88th Avenue to discuss proposed uses for revenue sharing funds in tthe anticipated available funds of $100,000.00 to be received by the City of Tamarac for the 13th entitlement period. The purpose of this meeting is to provide an opportunity for public participation and input as to suggested uses of the monies to be received from the Federal Government through the Federal Revenue Sharing Program for the period beginning October 1, 1981 to September 30, 1982. All interested citizens are invited and encouraged to attend. 13th Entitlement Period Allocation $100,000.00 Amount of Unappropriated Entitlement Funds for 1981/82 -0- arily. PRESENT: Laura Stuurmans, City Manager ALSO PRESENT: Vice Mayor Irving M. Disraelly Councilman Philip Kravitz Asst.City Clerk Carol A. Evans The City Manager indicated that this was the Proposed Use Hearing on Federal Revenue Sharing Funds which is required by the Federal Government in order to receive the federal funds. She said the anticipated amount of funds available to the City of Tamarac for the thirteenth entitlement period is $100,000.00. Ms. Stuurmans, City Manager, went on to read the Public Notice which was advertised on Monday, June 29th and Thursday, July 2nd. She mentioned that both advertising dates fall within the re- quisites set by the Federal Government. Said Notice mentioned that the purpose of the meeting is to provide an opportunity for Public Participation and input as to suggested uses of the monies we receive from the Federal Government to the Federal Re- venue Sharing Program beginning October 1, 1981 until September 30, 1982. At this point Ms. Stuurmans opened the hearing for Public comments. Mr. Ray Munitz asked Ms. Stuurmans what the Citizens Advisory Committee on the Federal Grants was appointed to do. She re- plied by stating that he is referring to the Community Develop- ment Citizen's Advisory Group which pertains specifically to another type of Federal Funding through a Community Development Block Grant Program. Broward County has a very large group of individual citizens, representing the municipalities in the County government, who discuss those uses. Melanie Reynolds suggested that the City might be interested in giving about $5,000.00 to the Chamber of Commerce. Ms. Stuurmans advised that the Federal Revenue guidelines are rather restrictive, and she would have to check to see if this would be allowed. Mr. Munitz asked whether the money could be used to reduce the millage. Ms. Stuurmans stated that one of the measures does provide that Revenue Sharing Funds may be used for any purpose that would be appropriate for other Governmental Funds or'sources. She said the money could not be used for that purpose; it would have to be for an entity, To generally reduce the millage. Ms. Stuurmans questioned whether anyone had any specific ideas as to how these funds may be used because that is the primary purpose of this Hearing. Melanie Reynolds wondered whether the City could give actual suggestions to the Public, since she felt the Public did not have the information available to base these ideas on. Ms. Stuurmans stated that the Federal Government is very adamant about allowing the Public an opportunity to speak. If the City came in with preconceived ideas, they would not follow the guidelines set by the Government. However, she stated that the monies have been previously used for the major areas of Public Service, which are the Fire Department, the Police Department and -1- 7/7/81 /ss I C ._ .A the Public Works Department. Last year the $103,000.00 was broken down in this manner. She rounded out the figures, and stated that $65,000.00 went to the Police Department, $16,000.00 to the Fire Department, Public Works and Drains had a $12,000.00 allocation, and Shops had a $10,000.00 allocation. Melanie Reynolds asked whether the Funds could be used for the aging, or for criminal investigation. Ms. Stuurmans advised that ths'Hearing is preliminary, and prior to preparation of the Budget Document for Revenue Sharing Funds. There will be a Use and a Budget Hearing (two separate Hearings) after the adoption, and at that point, Ms. Stuurmans continued, the Public could see the proposed uses that the City has contemplated for Federal Revenue Sharing Funds. She went on to state that the monies could be used for criminal investigation in a very broad sense, such as type of equipment for criminal investigation, vehicles (which have been purchased in the past for the Police Department through Revenue Sharing Funds), or communications equipment. Ms. Stuurmans said that she would have to check the Coverrm-ent's guidelines pertaining to the area on aging, since other Federal Funds go towards this area, and cannot be matched with Federal Revenue Sharing monies. Mr. Munitz made the following two suggestions: Firstly, That the City continue to use the Funds for the various departments to reduce the amounts necessary for the Budget itself. Secondly; P,,few years ago the City Council chose to discontinue the position of Social Service Director. He suggested that the money be used to recreate the Department of Social Service, with it's own Director. He felt there is a tremendous need for a trained, qualified Social Service Director rather than the volunteers now being used, considering the average age of the pop- ulation of the City of Tamarac. Ms. Stuurmans asked if anybody from the Public had any more comments or suggestions pertaining to the Federal Revenue Sharing. Since no member of the public wished to speak, Ms. Stuurmans closed the Public Hearing and adjourned the meeting at 9:30.
