The following item will be considered at that time: MOTION TO ADOPT Temp. Reso. #5129 providing for an Agreement between the City of Tamarac and Darby & Way, Inc,, to provide professional services in connection - with the requirements of the project known as Sabal Palm Golf Course. FINAL ACTION: APPROVED. RESOLUTION NO. R-88--217 PASSED. The City Council may consider and act upon such other business as may come before it. All meetings are open to the public. Carol E. BASIS OF HANDICAPPED STATUS 1 CITY OF TAMARAC CITY COUNCIL SPECIAL MEETING TUESDAY, AUGUST 16, 1988 CALL TO ORDER: Mayor Abramowitz called this Special meeting to Order on Tuesday, August 16, 1988 at 11:35 A.M. in Conference Room #1 (City Clerk's Office). PRESENT: ALSO PRESENT: Mayor Norman Abramowitz Vice Mayor Jack Stelzer Councilman Dr. H. Larry Bender Councilman Bruce Hoffman Councilman Henry Rohr John P. Kelly, City Manager Richard Doody, City Attorney Mike Von Hofen, Assistant City Planner Pauline Walaszek, Special Services Secretary MOTION TO ADOPT Temp. Reso. #5129 providing for an Agreement between the City of Tamarac and Darby & Way, Inc., to provide professional services in connection with the requirements of the project known as Sabal Palm Golf Course. SYNOPSIS OF ACTION: APPROVED. RESOLUTION NO. R-88-217 - PASSED City Attorney Doody read Temp. Reso. #5129 by title. City Manager Kelly said prior to their vacation, the City Council felt the City should move expeditiously to retain a consultant to provide services in connection with the project known as Sabal Palm Golf Course. He said meetings were held according to the Competitive Selection Act and there were two firms who -were interested. City Manager Kelly said both firms were interviewed; however, the one firm removed themselves from consideration. He said Darby & Way was very well qualified for the project and was familiar with the City. He said Darby & Way would provide the services as outlined in the contract in the amount of $7,000.00 with $500.00 allocated for any necessary services the City may want Darby & Way to perform. City Manager Kelly said any additional services provided would be in accordance to the billing rate provided as Exhibit "B" in the contract and, any Court room testimony, if needed. City Manager Kelly said staff felt that this contract was in the Caty's best interest and he recommended approval. * C/M Hoffman MOVED to APPROVE Temp Reso. #1529, SECONDED by * C/M Rohr. Page 1 8/16/88 - Special C/M Hoffman said the contract seemed adequate and, since the City needed these services for the project, he felt it should be approved. Mayor Abramowitz said because the City had a time limit in hiring a firm for the project, the firm should not be given a time limit to complete the project. He said the research and determination of the firm should be thorough so that the City receives the best recommendations on the project. C/M Bender asked what the time stipulation was on the study and C/M Hoffman replied, 30 days. Mayor Abramowitz said he did not want to see a time stipulation placed on the firm. He said he wanted the firm to use all the time they needed in order to avoid problems in the future. City Attorney Doody said the applicant for the rezoning petition was before the City Council in May, 1988, at which time the City Council Tabled the Item. He said he did not want the City to be accused of delaying the project; therefore, the City needed the study as efficiently and quickly as possible. City Manager Kelly said Darby & Way, Inc., proposed the 30 day completion and Ed Ansic, Darby & Way, Inc., said his firm did offer the 30 day time period. Mr. Ansic said his firm felt that 30 days was sufficient time to review the project and create an accurate and precise study for the City. Mayor Abramowitz suggested that the firm come back to the City if they needed more time for the project. V/M Stelzer asked why Schedule A, Hourly Rates for Personnel, was in the Contract. City Manager Kelly said he requests this type of schedule on all professional services in case the City went beyond the scope of the project. He said if the City needed additional work on the project, it would be done in accordance to the schedule. VOTE: ALL VOTED AYE With no further business, Mayor Abramowitz ADJOURNED this meeting at 11:45 A.M. NO AN ABRAMOWITZ, MAYOR AROL A.
