HomeMy WebLinkAbout1982-08-17 - City Commission Special Meeting MinutesCITY OF TAMARAC SPECIAL MEETING FEDERAL REVENUE SHARING PUBLIC USE HEARING August 17, 1982 9:00 A.M. PRESENT: Steve Wood, Finance Director and Acting City Manager Steve Wood, Finance Director and Acting City Manager, indicated that this was the Proposed Use Hearing for Federal Revenue Sharing Funds for the 14th Entitlement Period and the City is estimating that they are going to receive approximately $215,000 in federal funds for the ensuing fiscal year. He said the purpose of this meeting is to allow public input into how these funds should be spent and he opened the meeting to the public. John Lachmann of Mainlands 1 and 2 said it is his understanding that Revenue Sharing can only be used for purposes other than conduct of the normal business of the City and Mr. Wood said the legislation changed about three years ago and now the Federal Revenue Funds can be used for any purpose for which normal City funds would be used. Mr. Lachmann asked Mr. Wood if there is an agenda for this meeting indicating where the City plans to spend these funds and Mr. Flood said the law requires that first it..be opened to the public for their input before the City determines for which purposes it would like to use the funds. Mr. Lachmann said in regard to the use of these funds for recreational areas, there was some discussion about building one tennis court in Tract 27 and he wondered whether the City officials would consider using some of these funds for an additional tennis court or soccer field in this area. Mr. Lachmann said there might be more of a need for a soccer field in the Heathgate area for the children. Tim Cross, Candidate for the State House of Representatives for the majority of Tamarac, said he came for the purpose of trying to find out what the major concerns were of the citizens of Tamarac and where they planned on using these funds as an indication possibly of where he might be able to better learn the concerns of the residents as it might relate to the State government. He said he foresees with the new federalism coming, that there are going to be a number of cutbacks in federal dollars which will come back to the State which he would like to see come back to the various County and municipalities to handle at a local level. Mr. Cross said he thinks it is unfortunate that there is not more of a public turnout but he would like to see the funds placed in an area that could conceivably be used for some of the areas that are going to be cut back by State and Federal roll backs. He said he would like to talk with the Mayor and Council to try and determine where they feel the funds might be going. Mr. Wood said there will be a public hearing on the regular General Fund Budget on September 13 for this purpose. Mr. Wood said that State Revenue Sharing dollars that come back to the City from the State are not ear -marked for any specific purpose but are for the general operation of government. Mr. Cross asked if the City specifically ear -marks the Federal funds and Mr. Wood said the City adopts a specific budget for Federal Revenue Sharing Funds and in the past has funded Capital items for Police, Fire and Public Works out of those dollars. Mr. Wood said last year the City paid for some debt service on a new Fire Station the City constructed a few years ago. - 1 - 8/17/82 /pm Mr. Lachmann questioned why the date for the public hearing was changed from September 8 to September 13 and Mr. Wood said this was changed because the School Board had originally scheduled their hearing for September 2 and they had to reschedule that hearing because it was not allowed under the Trim Legislation. The City was informed by the Property Appraiser's office that they had to transfer their hearing to the 8th which is when the City of Tamarac's Public Hearing was scheduled. Mr. Wood said the County and the School Board have precedence over local governments. Mr. Wood thanked those present for their input and adjourned the meeting at 9:10.
