FEDERAL. REVENUE SHARING FUNDS
15TH ENTITLEMENT PERIOD
TAMARAC, FLORIDA
The Administration of Tamarac, Florida will hold a meeting at 9:00 A.M. Wednesday,
August 3l , 1983 in City Hall, 5811 NW 88 Avenue to discuss proposed uses for
revenue sharing funds in the anticipated available funds of $250,000.00 to be
received by the City of Tamarac for the 15th entitlement period.
The purpose of this meeting is to provide an opportunity for public participation
and input as to suggested uses of the monies to be received from the Federal
Government through the Federal Revenue Sharing Program for the period beginning
October 1, 1983 to September 30, 1984.
All interested citizens are invited and encouraged to attend.

PUBLIC USE HEARING
AUGUST 31, 1983
9:00 A.M.
PRESENT: Steve Wood, Finance Director and
Acting City Manager
Mr. Steve Wood, Finance Director and Acting City Manager, stated
that this was the Proposed Use Hearing for Federal Revenue Sharing
Funds for the 15th Entitlement Period and the purpose of this
meeting is to give the public the opportunity to provide input
on how they wish the funds to be used. Mr. Wood opened the hearing
to the public.
Melanie K. Reynolds stated that federal revenue _funds are for the.—
use of the people and the people should decide for what they are to
be used. She said last year the Finance Department received over
$19,000.00, the Police Department received $72,000.00 and General
Administrative received $82,050.00; but nothing was done for the
people of the City.
Mrs. Reynolds asked Mr. Wood what the funds will amount to this
year that Tamarac will receive; and Mr. Wood replied that as yet
the Bill has not passed the Senate and has just recently passed the
House. He said the Office of Revenue Sharing is estimating that
Tamarac might receive $270,000.00 plus an unappropriated fund balance
left over from this year of $65,000.00 plus interest earnings, which
would give the City approximately $342,000.00.
Mrs- Reynolds suggested the money be used this year for the people
of Tamarac, starting with a Teen Center for the residents of Tamarac
who are between the ages of 12 and 19, as there are no facilities
in the City for that age group. She feels the City should not use
the money this year for police cars, public works or anything that
should have been budgeted, as was done in the past.
Mr. Wood said that for the past two years, the Revenue Sharing Funds
were used primarily to reduce ad valorem taxes; and items were
taken out of the General Fund budget and paid for by Federal Revenue
Sharing Funds to bring ad valorem taxes down.
Mrs. Reynolds said Federal Revenue Sharing Funds are not supposed to
be used for that purpose and Mr. Wood explained that these funds
are supposed to be used for any purpose for which General Fund monie;
would be used.
Mr.'Sydney Stein said he feels it would be appropriate for the City
to provide recreational facilities for the juvenile population.
He said the intent of the federal government was to provide extended
services rather than to decrease the ad valorem tax, although it is
not illegal to do so. Mr. Stein said he read the "Intent" of the
federal government and that intent is to allow cities to do things
they could not do on their own. He repeated that he sees nothing
illegal about the way the City is handling these revenue sharing funds,
but he feels since there was a surplus last year and will be this
year again, a sum should be set aside for recreational facilities
for the juvenile population.

Mr. Wood pointed out that the City has a Parks & Recreation Fund.
Mr. Stein said the Recreation Department is for younger children
but nothing is provided for teenagers. fie said he feels some
money should be set aside to provide activities for the young
population of Tamarac. Fie stated that Tamarac is no longer a
retirement city and the mix is starting to change as younger people
are moving into Tamarac and it is time to provide services for them.
There was no one else from the public present and Mr. Wood closed
the meeting at 9:10 A.M.
