SPECIAL MEETING
CITY COUNCIL OF TAMARAC, FLORIDA
There will be a Special Meeting of the City Council on
Tuesday, September 22, 1987, at 7:30 P.M., at the Tamarac
Recreation Building, 7501 North University Drive, Tamarac, to
hold public hearings on the final millage and final budget
for Fiscal Year 1987/88.
1. ANNOUNCEMENT of percentage decrease of 6.24% in
proposed millage rate under the rolled -back rate
necessary to fund the Budget for Fiscal Year
1987/88.
FINAL ACTION:
ANNOUNCEMENT was made.

2. PUBLIC _HEARING on the final millage rate for
Fiscal Year 1987/88.
FINAL ACTION:
Public hearing was held.
3. PUBLIC HEARING on the final Budget for Fiscal Year
1987/888.

4. _MOTION _TOADOPT Temp. Reso._#4800 adopting a final
millage rate for Fiscal Year 1987/88.
FINAL A_C_TI_O_N: RESOLUTION NO. R--87-316 PASSED.
APPROVED as amended on Page 3, Section 5:
"...that such levy of 3.0340 mills for operation and/or
maintenance expenses represents a 6.24% decrease in
property tax rates." The following was approved:
General Fund 3.0340
Total Debt Service 0.6560
Total Millage 3.6900
5. _PUBLIC_ HEARING on the use of Federal
Sharing �Funds ^for Fiscal Year 1987/88.

CALL TO ORDER: Mayor Hart Called this Special Aeeting to Order on Tuesday,
September 22, 1987, at 7:30 P.M., at the Tamarac Recreation Building, 7501

The purpose of this meeting was to hold a Public Hearing on the Final
Millage and Final Budget for Fiscal Year 1987/88.
1. ANNOUNCEMENT of percentage decrease of 6.24% in proposed millage rate
under the rolled -back rate necessary to fund the Budget Fiscal Year
1987/88.
SYNOPSIS OF ACTION:
ANNOUNCEMENT was made.
City Manager Kelly said the proposed millage rate of 3.2353 had been
decreased to 3.0340 which would be a 6.24% decrease.
2. PUBLIC HEARING on the final millage rate for Fiscal Year 1987/88.
SYNOPSIS OF ACTION:
PUBLIC HEARING held.
Mayor Hart opened the Public Hearing.
Irving Lopatey, Resident at 9150 Lime Bay Blvd., asked why there had
been a slight increase of 6.24%.
City Manager Kelly said the 6.24% represented a decrease from the
millage rate of 3.2358 proposed Budget to a millage rate of 3.0340
for the Final Budget.
With no further response, Mayor Hart closed the Public Hearing.

3. PUBLIC HEARING on the final Budget for Fiscal Year 1987/88.
SYNOPSIS OF ACTION:
PUBLIC HEARING held.
City Manager said the Final Budget included Tamarac Utilities East and
West and the Operating expenses for the entire year.
At this time, Mayor Hart asked the public to review the summary sheet
that had been provided to them. He opened the Public Hearing.
Hy Hochman, Resident of Sands Point, congratulated the City Council fo
the great job they did on the Budget. He asked Council to consider
going with BSO because the crime rate of the City had increased and it
would save money for the City.
Anthony Grimaldi, Resident, asked why the City Manager's Budget had
increased from $145,882.00 to $155,093.00.
City Manager Kelly said the increase would involve a new Assistant, a
Receptionist and the calculated raise for the City Manager.
Karen Dickerhoof, Resident at 7005 NW 88 Ct., read a letter from the
Parks and Recreation Committee which thanked the Council for the
previous additions to the City of Tamarac regarding youth activities.
She said the Committee hopes that in the future, the Council would
continue serving the youth with new programs.
Manny Aguilera, Resident at 7804 NW 68 Avenue, congratulated the
Council for the Budget they were presenting and said the budget would
be the first responsible Fiscal Budget the City of Tamarac ever had.
He said the crime in the City of Tamarac had increased and asked
Council to consider going with BSO.
Barbara Weinstein, Resident of Coral Springs and wife of Senator Wein-
stein, thanked the Council for their $1,000.00 contribution to child-
care and said the City of Tamarac had set standards for the other
Cities.
V/M Stein said last year's budget allowed no money for street lighting
expenses, however, this year, the budget allowed $410,000.00 for street
lighting. He said all of the street lighting could not be provided but
the majority would be.
With no futher response, Mayor Hart closed the Public Hearing.
4. MOTION TO ADOPT Tem • Reso. #4800 adopting a final millage rate for
Fiscal Year 1987 88.
SYNOPSIS OF ACTION: RESOLUTION NO. R-87-316 - PASSED
ADOPTED as Amended.
General Fund 3.0340
Total Debt Service 0.6560
Total Millage 3.6900
Alan Ruf read Temp. Reso. #4800, as Amended on Page 3, Section 5, in
its entirety.

5. PUBLIC HEARING on the use of Federal Revenue Sharing Funds for Fiscal
Year 1987/88.
SYNOPSIS OF ACTION:
PUBLIC HEARING held.
City Manager Kelly said there was $52,000.00 in Revenue Sharing Funds
and he proposed the money be used for a new bulldozer for the Public
Works Department.
Mayor Hart opened and closed the Public Hearing with no response.
6. MOTION TO ADOPT Temp. Reso. #4801 approving a final Budget for Fiscal
Year 1987/88.
SYNOPSIS OF ACTION:
A DOPTED.
