NOTICE OF SPECIAL MEETING
CITY COUNCIL
TAMARAC, FLORIDA,
A Special Meeting of the City Council of Tamarac, Florida has been
scheduled for Thursday, October 20, 1983 at approximately 10:30 A.M.
(immediately following the Council Agenda Workshop which is scheduled
for 9:30 A.M.). The Special Meeting will be held in the West Conference
Room at City Hall, 5811 N. W. 88th Avenue, Tamarac, Florida.
The purpose of the meeting is Possible Action after discussion with a
representative of Miller & Meier, Architect for City Facilities.
The Council may consider such other business as may come before it.
The public is invited to attend.

CITY COUNCIL SPECIAL MEETING
OCTOBER 20, 1983
Tape CALL TO ORDER: Mayor Falck called the meeting to order on Thursday,
1 October 20', 1983 at 11:00 A.M. in the West Conference Room.
ROLL CALL:

Mayor Falck read the Notice of the Special Meeting into the
Record.
Mayor Falck stated that Mr. Craig Kenyon of the firm of Miller &
Meier, Architects, is present today to assist Council in making
a decision as to whether the present City Hall should be renovated
or a new City Hall built.
Mr. Craig Kenyon said the first step of this project would be
to determine the needs of the City in order to provide facilities
that will last for twenty or more years.
City Manager Stuurmans said Mr. Kenyon will be exploring the
various possibilities with the departments at the completion of
this meeting. She stated that a question was raised at the
September Council meeting concerning the cost of approximately
$800,000.00 to renovate the present City Hall, as opposed to the
cost of constructing a new facility.
C/M Kravitz said he was waiting for a report from Miller & Meier
advising whether the present building could be renovated to
meet the City's needs, before making a decision as to whether
it would be more advisable to put the $800,000.00 toward building
a new City Hall. He feels Council should have the input of the
architects before a determination is made.
City Manager Stuurmans said at the second meeting in September,
Mr. Kenyon was given the authorization to proceed with the
programming of a new Police facility, a new City Hall and a new
Community Center.
V/M Massaro stated that Miller & Meier were authorized to provide
Council with a layout of the tract, showing where each building
will ultimately be placed. in that way, Council would know how
the land could be utilized without perhaps destroying a large
piece of property by programming only the Police facility, and
later adding other buildings.
The City Manager said the authorization given to Miller & Meier
in September was limited, due to the absence of the ma%,ror at that
time.
Mr. Kenyon stated that Miller & Meier are now preparing an
analysis of the site as well as the programming, which is
actually the development of a booklet describing the various
functions and adjacencies required for the new Police facility,
as well as for the new City Hall and Community Center. He
said Miller & Meier were not given authorization to prepare
an analysis of the present City Hall.

C/M Stelzer said the authorization was given for a total amount
of $23,940.00 for the three projects mentioned.
City Attorney Henning stated that he has revised the original
chart and Chart #2 shows the latest figures. The main difference
between Chart #1 and Chart #2 is that the first schematic design
phase of 15% of the fee was divided into 6% and 9%, and a
programming parcel was extracted from that. He said to clarify
the situation, he would state that the contract was approved
and specific authorizations were given for each segment of the
contract; and Council authorized the 6% figure for the new Police
facility, the new City hall and the new Community Center. There
was no authorization given for the programming of the present City
Hall. Fie said a suggestion had been made to move forward to the
additional 9% for the Police facility, as it is a very strong
possibility that it will be built, but this was not done.
Mr. Kenyon asked whether Council would like to have Miller & Meier
investigate the present City Hall.
Mayor Falck said he feels the present building should be analyzed.
He said a few years ago, the, building was analyzed and at that
time an amount of $400,000.00 to $450,000.00 was quoted for the
remodeling of the present City Hall. He said he does not know whether
it was an accurate figure, but as a result of those discussions as
well as the ball park figure of some two million dol.laxs for the
Police facility, it was Council's feeling that there would be no
problem in selling the electorate the necessity of approving a
bond issue for a new Police.facility and for the $450,000.00 re-
quired to remodel the present City Hall. Mayor Falck said when
the figure of approximately $800,000.00 was presented by Miller &
Meier for remodeling the present City Hall, the feeling was that
it might be better to spend three million dollars to build
a new City Hall.
Mayor Falck said it is his feeling that in fairness to the public,
the present City Hall should be analyzed, after which Council
can make a determination as to how to handle the situation.
V/M Massaro said the figure of approximately ,$800,000.00 would
apply to only the construction of the building and once that has
been completed, there is a lot of other work involved and the
entire project could run well over a million dollars. sh.e :said
she would like to know what the cost would be to analyze the present
City Hall.
Mr. Kenyon stated that the amount of $3,840.00 as shown for the
programming of the present City Hall will provide the City with a
report outlining how the building is presently being used, how
effectively it is now being used, whether the building will meet
the needs of the City for the next twenty years or so, and if not,
what should be done to accomplish that. The report would indicate
whether the present City Hall should be renovated,, whether an
addition to the building would be required and how much it would
cost. The report would also show whether the air conditioning
and electrical systems in the present building are
expandable. The report does not show exact dollars and cents, but
it does indicate fairly accurate estimates, based upon the experience
of Miller & Meier as to what the cost of the changes would be.
V/rR Massaro asked if the report will address each room so that
Council will know exactly what is needed. She said, Council
also needs to know whether all the necessary work will be included
in the Report.
Mr. Kenyon said the City would be provided with a full report of
the expenses involved in bringing this building to meet the
needs of the City.

Mayor Falck said it is the responsibility of the Council to provic.e
the information to the residents of the City, and without an
analysis of the present City Hall, Council could not accomplish
that.
Mr. Kenyon said he would also like to mention that the figures
quoted up to this point are really not accurate and the
report would provide Council with accurate figures.
C/M Stelzer asked if there is any way Council could obtain a dollar
amount as to how much the City would receive if the present
City Hall and surrounding properties were sold, should the decision
be made to build a new City Hall.
Mayor Falck said the City has a real estate appraiser available
for that purpose.
C/M Stelzer said if Miller & Meier's report indicates that a new
City Hall should be built, the City would need to know how much
they would receive for the present building.
Mayor Falck said Mr. Ruf was able to obtain a proper appraisal
for the Sludge Farm and could obtain one for the present City
Hall if it is required.
C/M Kravitzsaid he would MOVE to authorize Miller & Meier to
proceed. to bring Council a full report, as outlined this morning,
for the remodeling of the present City Hall. The cost of the
report is not to exceed $3,840.00, as submitted. SECONDED by VIM Massaro.
Mr.Henning said that would cover the programming phase to remodel
the present City Hall, not to exceed $3,840.00.
City Attorney Jon Henning said a problem exists as to the exact
figure and he would ask that Council approve an amount up to
$4,000.00 due to the contract Miller & Meier have with the City.
Mr. Kenyon explained that the contract between Miller & Meier and
the City is a percentage contract, and the percentages were fixed
at 7% for new construction and 8% for renovation, based upon an
amount of $800,000.00. He said that is a figure taken from the air
as nobody has arrived at that figure and it is just a very rough
guess,and Miller & Meier has a contract for a percentage of whatever
the total cost will be. He said the programming would not be far
from the $3,840.00 mentioned, possibly a little higher or a little
lower.
VIM Massaro said she feels the figure should not exceed $3,840.00,
as that amount is based upon $800,000.00 for construction, and
if the construction amounts to more than $800,000.00, it will
not be acceptable to Council.
Mayor Falck said he feels the MOTION is very much in order.

City Manager Stuurmans said she does not feel additional Council
action is required. However, Mr. Kenyon would appreciate receiving
either today or on a subsequent day, some feedback from Council
as to the legislative needs for the City Hall facility.

V/M Massaro said she hopes consideration will be given to
the fact that there are to be no outside buildings and
that the Building Department is to be brought into the building.
If the City has renovation done, there are to be no trailers
outside.
C/M Stelzer said there might have to be extensions to the
building.
Mayor Falck said he hopes the report will relate to an allocation
of space for the various committees, so the Council offices will
not have to be used for that purpose.
