The purpose of this meeting is general discussion on the annexed area. Evans City Clerk AN EQUAL OPPORTUNITY EMPLOYER POLICY OF NONDISCRIMINATION ON THE BASIS OF HANDICAPPED STATUS CITY OF TAMARAC CITY COUNCIL SPECIAL MEETING THURSDAY, OCTOBER 27, 1988 CALL TO ORDER: Mayor Abramowitz called this meeting to Order on Thursday, October 27, 1988 at 7:30 P.M. at the Banyan Lakes Country Club, 6050 Clubhouse Drive, Tamarac, Florida, 33321. MEDITATION AND PLEDGE OF ALLEGIANCE: Mayor Abramowitz called for the Pledge of Allegiance followed by a Moment of Silent Meditation. PRESENT: Mayor Norman Abramowitz Vice Mayor Jack Stelzer Councilman Dr. H. Larry Bender. Councilman Bruce Hoffman Councilman Henry Rohr ALSO PRESENT: John P. Kelly, City Manager Patricia Marcurio, Office Manager, City Clerk's Office Mayor Abramowitz thanked the residents of Banyan Lakes for inviting the City Council and staff to hold this meeting in their Recreation Center. He informed the residents of the procedures of holding a City Council meeting and invited the residents to visit the Municipal Complex. City Manager Kelly said he was glad to meet with the residents again. He said he invited staff to the meeting and he introduced the following: Mike Couzzo, Director of Public Works/Parks and Recreation Mike Von Hofen, Assistant City Planner Lou Silverman, Editor of the Tam -A -Gram and Chairman of the Public Information Board City Manager Kelly said he was very pleased with the work put into the Tam -A -Gram by the Public Information Board and the impact the paper had on the City. He said more articles would be placed in the Tam -A -Gram to inform the residents of the events occurring in the City. He asked that the residents submit information for the paper. City Manager Kelly said the purpose of this meeting was to interact and become familiar with each other. He said the residents were welcome to address the City Council and staff with any questions they may have. City Manager Kelly introduced Bob Foy, Director of Utilities/Engineering to the residents. City Manager Kelly said he knew the residents were concerned as to when the Police Department would begin patrolling the area. He said the City Attorney was in the process of drafting the documents to allow the Police to patrol this area as well as other areas. He said before the documents were brought to the City Council for approval, the contents would be discussed with the residents first. Kay Young, President of the Banyan Lakes Homeowners Association, introduced the members of the Homeowners Association Board. She said she was concerned with the Page 1 \�' 10/27/88 construction in the area and discussed the matter with Bob Foy. She said the City staff has always been very helpful and pleasant to work with and she thanked the City for their cooperation. City Manager Kelly said he met with several areas during the Budget process to discuss the City's taxes. He said Banyan Lakes indicated that Tamarac's taxes were very low and offered to solicit a $1.00 donation from each resident to be added to the City's Tax Bill to improve the City's services. He said Banyan Lakes stated that they were not interested in receiving additional street lighting because it was not needed in their area. Mayor Abramowitz said the City Manager informed the City Council that he was very impressed with the Leaders of Banyan Lakes. He said he received several suggestions from the residents of Banyan Lakes and he was very pleased - that the residents were so concerned about the City. City Manager Kelly indicated that Patricia Marcurio, Office Manager of the City Clerk's Office, and her husband Sal Marcurio, were attending the meeting. Mayor Abramowitz introduced his wife, Claire Abramowitz, C/M Hoffman's wife, Shirley Hoffman and C/M Bender's wife, Faye Bender. C/M Rohr said he was the Councilmember representing Banyan Lake's district. He asked the residents to visit him at City Hall with their concerns. He said the City had an open door policy and the City Council preferred that the residents call for an appointment to assure that the Councilmembers would be available. V/M Stelzer said City planned for 5 years to have this area annexed and he was pleased that it finally happened. He welcomed the residents to the City and said the City's doors were always open to the residents. C/M Hoffman said the City was a City Manager/City Council operated Government. He said the City Manager handled the administrative functions of the City and the City Council handled the legislative functions. He said there were 5 members of the City Council which consisted of 4 Councilmembers and the Mayor. He said each Councilmember was voted into Office from each District and C/M Rohr represented Banyan Lakes District. C/M Hoffman said the City Council could not meet without an advertised notice to discuss matters that would be voted on. He said meeting without advertising the meeting would be a violation of the Florida Sunshine Law. He welcomed the residents of Banyan Lakes to the City. C/M Bender welcomed the residents to the City and said he believed in hearing the residents and their concerns. Margie Berman, Resident at 6193D Laurel Lane, asked if the residents could receive copies of the City's parking rules. City Manager Kelly said Mike Von Hofen would see that this information was submitted to the residents. He said most of the information was submitted to the Homeowners Association. 1 41 Page 2 10/27/88 Mike Von Hofen said most of the information was submitted; however, if Kay Young would inform him of the information needed, he would see that it was submitted. Ann Dolvan, Resident at 6196D Laurel Lane, had concerns with the water rates. She asked why they have not been decreased. She said the Utilities Department investigated the pipes to see if there were leaks and there were none. IP City Manager Kelly asked if the consumption of water remained constant and Ann Dolvan replied, yes. City Manager Kelly asked that copies of the utility bills be submitted to the City for review. Lou Silverman informed the residents that he was the Chairman of the Public Information Board and Editor of the Tam--A-Gram. He said he was a volunteer and there were several residents that volunteered their services to the City on various Boards. He said the Boards were appointed by the Mayor and City Council and the volunteers assisted in several matters that saved the City money. Mr.. Silverman said there were approximately 21,000 Units in the City and 16,000 Tam -A -Grams were distributed each month. He asked that the residents submit articles for the Tam -A -Gram and they could contact him with the lnforr„a ,ion. Irwin Lutz, Resident at 6194D Laurel Lane, asked why Banyan Lakes was annexed into the City of Tamarac. City Manager Kelly said this matter was advertized, discussed and reviewed to give everyone the opportunity to react to the annexation pro or con. He said the City felt that the annexation was in everybody's best interest. City Manager Kelly said most of the unincorporated areas ofBroward County were being pressured to go into a Municipality. He said Broward County was not financially able to provide urbanized services to the fragmented, unincorporated areas. He said no other Municipality was interested in the Banyan Lakes area except Tamarac. City Manager Kelly said the City benefited in having their borders squared and the City was already providing water and sewer service to the area. He said the 25% surcharge would be removed in annexing the Banyan Lakes area. City Manager Kelly said the water and sewer rates were very high and Broward County intended to continue increasing the rates hoping to pressure the unincorporated areas to join a Municipality. City Manager Kelly said Tamarac could provide better and more expedient Police and Fire protection to this area. He said the City's staff was very efficient and cooperative and it is in the best interest of the area to be annexed into Tamarac. City Manager Kelly said the unincorporated areas, which consisted of 150,000 residents, had to go before the County Commission for representation. He said it was easier for the area to have direct contact with 5 Councilmembers for representation. Page 3 .% 10/27/88 City Manager Kelly said he was very concerned when the City was informed that they had to provide services immediately to the annexed area without being reimbursed for the costs by the State. He said the services had to be provided without the additional manpower and next year's Budget would have to accommodate for the additional manpower. He recommended that Banyan Lakes continue with their existing garbage contract because it was very good.
