The purpose of the meeting is discussion and possible action to approve a one-year Agreement with the Fraternal Order of Police by Tea . Reso. #2946. The City Council may consider such other business as may come before it. The public is invited to attend, Carol A. Falck called the meeting to 1 order on Thursday, December 8, 1983 at 9:00 A.M. in the West Conference Room. ROLL CALL: PRESENT: Mayor Walter W. Falck Vice Mayor Helen Massaro Councilman Philip B. Kravitz Councilman David E. Krantz Councilman Jack Stelzer ALSO PRESENT: City Manager, Laura Z. Stuurmans City Attorney, Jon M. Henning Consulting City Attorney,Alan Ruf Assistant City C1erk,Carol A. Evans Mayor Falck read the Notice of the Special Meeting into the record. Temp. Reso.­#2946 - Discussion and possible action to approve a one-year Agreement with the Fraternal Order of Police. SYNOPSIS OF ACTION: APPROVED as Amended. RESOLUTION NO. R-83- 3 J45 PASSED City Attorney Jon Henning read the Resolution by title. City Manager Laura Stuurmans stated that Council has received copy of a memorandum dated November 30, 1983 she received from Consulting City Attorney Alan Ruf, along with a copy of the proposed contract be- tween the City of Tamarac and the Fraternal Order of Police. She said Mr. Ruf's memo addresses the salient parts of the con- tract where negotiations have taken place between the parties. There is one area that was not mentioned within the recap, ..which iE that within the wage article, provision was made for a payment of a $5.00 witness standby fee to the officers when they are -required to remain in a status where they are awaiting a call from -the State Attorney's Office on cases. Mr. Ruf said that paragraph was omitted but it should have been included. Mrs. Stuurmans said she was approached yesterday by Scott Silverman who is the President and League Negotiator of the F.O.P. with re- gard to Article 30 and the League has asked for only a simple addition of language to further clarify that provision. This reads, "Effective October 1, 1983, a pay increase amounting to 30" and they are asking for it to read, "3o of annual salary will be granted to each unit employee effective April 1, 1984". V/M Massaro asked for clarification of the wording "annual salary". She said generally increases are based upon a weekly salary. City Attorney Henning explained that there is to be a 3% increase on the annual salary as the salaries paid are annual salaries under the contract. There is a pay plan that breaks it down by year, bi-monthly, bi-weekly, and hourly, but the 3% increase is based on an annual salary. a.0 12/8/83 /rb m F C/M Stelzer commented that if an individual earns $10,000.00 a year, the increase would be $300.00 per year regardless of whether he is paid monthly, weekly, etc. C/M Kravitz MOVED to adopt Temp. Reso. #2946 as amended, adopting the new Agreement with the F.O.P. at this time. - SECONDED by V/M Massaro. C/M Stelzer inquired about the Yom Kippur holidays they wanted and City Attorney Henning said they were told to use their personal days for that purpose. C/M Krantz asked how long this contract was in the making. Mr. Ruf said negotiations did not begin until the middle of August. There were intensive negotiations for about one month and when an agreement could not be reached on seven or eight articles, there was in impasse and that is what took this length of time. VOTE: ALL VOTED AYE THE MEETING WAS AJOURNED AT 9:15 A.M.
