SALARIES The Council shall fix the salary or compensation of the City Manager, the City Attorney, and the Municipal Judge; the City Manager shall recommend to Council for their approval the number and compensation of all.other officers and em- ployees, excepting, however, from the term officers, any elected official. Said salaries or compensation so fixed shall be uniform for like service in each grade of the City service as the same shall be graded or classified by the City Manager.
