NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE. MAYOR AND VICE MAYOR The Mayor shall be a voting member of the City Council, shall preside at meetings of the Council, shall be recognized as head of the City Government for all ceremonial purposes and by the Governor for purposes of military law. He may take command of the police and govern the City by proclamation during the times of grave danger or emergency. The Mayor shall, have no administrative duties. The Councilman receiving the highest number of votes each year shall be the Vice Mayor who shall act as Mayor during the absence or disability of the Mayor, and if a vacancy occurs, until the vacancy is filled.' During such time as the Vice Mayor has become acting Mayor,. the Councilman then remaining who shall have received the largest number of votes cast at the time of his or her election shall be the Vice Mayor pro tem."
