DISPOSING OF PUBLIC PROPERTY The right of the City to sell, exchange, lease, franchise or deed public property, under the methods and procedures provided in this Charter, shall not be limited, restricted, or abridged on account of the method, source or means by which such property was acquired, the source from which funds were obtained to acquire such property, the use to which such pro- perty has been devoted or is presently devoted, or whether such property is used and operated in a governmental or proprietary capacity. Surplus tangible property may be disposed of only at a public auction, notice first having been advertised in a -newspaper of general circulation in the City, once a week for two weeks prior to said auction, the last publication being not less than four (4) days prior to the auction."
