AN ORDINANCE AMENDING ORDINANCE NO. 71-23 PROVIDING
FOR SUBDIVISION IMPROVEMENT REGULATIONS By CHANGING
THE SPECIFICATIONS FOR PAVEMENT; ALTERING THE RE-
QUIREMENTS FOR WATER DISTRIBUTION VALVES; CHANGING
THE SPECIFICATIONS FOR MATERIALS (PIPE $ FITTINGS);
CHANGING THE "AS BUILT" DRAWINGS; CHANGING THE RE-
QUIREMENTS FOR ESTABLISHEN'T AND USE OF "BENCH MARKS";
REPEALING ALL LAWS IN CONFLICT; PROVIDING A SAVINGS
CLAUSE; PROVIDING AN EFFECTIVE DATE.
SECTION 1: That Section IV A of the Subdivision Improvement
Regulations adopted by Ordinance No. 71-23 of the City of Tamarac
is hereby amended to read as follows:
"SECTION IV — Pavement
A. All street pavements within the City of Tamarac shall
consist of an 8-inch (compacted thickness) No. 2 Limerock Base and a 1
inch (compacted thickness) Type 1 Asphalt Concrete Surface Course.
(1) No. 2 Limerock Base shall be Miami Limerock Grade
No. 2 having a minimum percentage of carbonates (calcium and
magnesium) of 70% with liquid limit not to exceed 35 and plasticity
index no higher than 6.
The carbonate content requirement may be reduced
to a minimum of 50% if the subdivider can furnish the City Engineer
with testing laboratory data indicating that the material to be used
has a minimum LIMEROCK BEARING RATIO of 125% and will certify that all
of the material to be used on the project in question will come from
the same source as indicated by the test results.
Test data and results will be accepted by the City
Engineer only if the tests were conducted by a recognized testing
Laboratory not more than thirty (30) days prior to submission for
approval. In the event the placing of base material is not
completed within the thirty day period beginning with the date of
the approved LBR test, the subdivider shall submit additional test
results each and every thirty days thereafter until all of the base
material has been placed.
(2) Compaction and density requirements shall be
as follows: The full depth of the base shall be compacted to an
average density of 98% of maximum density as determined by AASHO T 180
(Modified Proctor). The minimum density acceptable at any location
shall be 96% and in determining the 'job average', 102% shall be
the maximum used.
(3) The surface course shall consist of a 1-inch
layer of Type 1 Asphaltic Concrete as specified in Sections 320 and
331 of the Florida State Road Department 'Standard Specifications for
Road and Bridge Construction.' A tack coat will be required as
specified in Section 300 of said specifications.
As the placement of the Limerock Base proceeds and the
developer indicates the area is compacted and ready for testing
(carbonate and density tests) the City Engineer shall specify
locations for testing and the tests to be conducted. The City will
pay for Carbonate and Density tests authorized by the Engineer which
indicate conformance with these requirements. All tests which
fail to show conformance shall be back charged to the subdivider
and payment for same shall be made prior to the issuance of certifi-
cates of occupancy or release of the Subdivision Bond, whichever
comes first."
SECTION 2: That Section VII B of the Subdivision Improvement
Regulations adopted by Ordinance No. 71-23 of the City of Tamarac
is hereby amended to read by adding thereto the following sub-
paragraph:
"Valves shall be so located that a break at any point in
the system may be isolated without causing interruption to service
of more than two residential blocks nor more than one commercial
or business block."
SECTION 3: That Section VII of the Subdivision Improvement
Regulations adopted by Ordinance No. 71-23 of the City of Tamarac
is hereby amended by adding thereto the following sub -paragraph:
"C. Materials (pipe & fittings)
1. All mains 6-inch and larger shall be constructed
of Ductile Iron, Cast Iron or Asbestos Cement; meeting the applicable
AWWA Specification depending on design conditions, flow rates and
pressure differential as may be prudently anticipated.
2. Mains smaller than 6-inch may be constructed of
the aforementioned materials or unplasticized Polyvinal Chloride.
Polyvinal Chloride pipe and fittings shall have a standard dimension
ratio of 26, a pressure safety factor of 2.8 to 1 and shall bear
the National Sanitation Foundation seal for potable water pipe.
3. Service pipe shall be constructed of Type K
copper tubing or plasticized Polyethylene meeting the requirements
set forth in Product Standard I1-691, with a standard dimension ratio
of 7`and shall bear the National Sanitation Foundation seal for
potable water pipe."

SECTION 4: That Section XII A of the Subdivision Improvement
Regulations adopted by Ordinance No. 71-23 of the City of Tamarac
is hereby amended to read as follows:
"SECTION XII - 'As Built' Drawings
^ A. Certificates of Occupancy may be issued prior to the
release of the Subdivision Improvement Bond at the option of the
City Building Department in cooperation with the City Engineer. This
will be based on partial 'As Built' information submitted to the
City Engineer.
The Subdivision Improvement Bond shall not be released
until two sets of certified 'As Built' drawings are submitted by
the designing engineer to the City Engineer. These drawings
shall clearly indicate any and all deviations from the approved
plans together with the following:
1. Pavement and Drainage
in Section V-D-2-e. a. Canals, ditches, and swales as specified
b. Pavement centerline elevations at 100'
intervals and at street intersections.
c. Drainage location of all inlets together
with elevations of inverts, grates and ends of outfalls.
4 2. Sewage Collection
a. Location and invert elevation of all
manholes.
b. Location of the ends of all service laterals
which shall be marked by distance from manholes and offset from
the main sewer.
3. Water Distribution
a. Location of all valve boxes and fire
hydrants with respect to the centerline of the street right-of-way
or easement in which they are installed."
SECTION 5: That the Subdivision Improvement Regulations
adopted by Ordinance No. 71-23 of the City of Tamarac is hereby
amended by adding thereto the following Section:
"SECTION XIII Elevations
A. The City of Tamarac has established a third order
?bench mark' network throughout that portion of the City situated

west of the Sunshine State Parkway for the purpose of providing
vertical control for the orderly growth of the western portions of
the City. A list of said bench marks and their locations are on
file with the City Building Department and the City Engineer and
are available to all interested parties.
A minimum of two bench marks shall be established
by the designing engineer on or adjacent to any project on which
elevations are shown on the plans and the plans are to be sub-
mitted to the City for approval. Plans submitted shall clearly
show the following:
1. The datum being used.
2. The location and elevation of two (min)
bench marks on or adjacent to the project to be used for vertical
control.
3. Cross references with 'City' bench mark
system designating them by number and location."
SECTION 6: Should any section or provision of this Ordinance
or any portion thereof, or any paragraph, word or sentence be
declared by a court of competent jurisdiction to be invalid, such
decision shall not affect the validity of the remainder hereof,
other than the part declared to be invalid.
SECTION 7: All Ordinances or parts of Ordinances in conflict
herewith be and the same are hereby repealed.
SECTION 8: This Ordinance shall become effective immediately
upon its final passage.
