No. 376 I1 CITY OF TAMARAC, FLORIDA ORDINANCE NO. 76-1 1 AN ORDINANCE ESTABLISHING A PUBLIC INFORMATION COMMITTEE TO STUDY AND MAKE RECOMMENDATIONS WITH RESPECT TO DISSEMINATING FACTUAL INFORMATION AND IMPROVING COMMUNICATIONS BETWEEN THE CITY GOVERNMENT AND THE RESIDENTS; PROVIDING FOR ITS MEMBERSHIP; PROVIDING FOR ITS POWERS AND DUTIES; CONTAINING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the charter, adopted by the citizens of Tamarac, on March 15th mandates the creation of a Public Information Committee for the purposes of disseminating factual information, improving communications between the city admini- stration and the residents, and encouraging citizen participa- tion in city affairs, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: Creation and MembershiE Committee. A Public Information Committee is hereby created as a permanent agency of the city and shall consist of one member of and designated by the Council, one member of and designated by the Charter Board and three (3) members designated by the Council from the general public. The Council shall also designate two (2) alternate members from the general public. The chairman of the committee shall be selected by the committee from among the public members. The members shall serve at the pleasure of Council and without compensation. The committee shall promulgate its rules and order of procedure which shall comply with all applicable laws. SECTION 2: Powers and Duties. The committee shall have the power and the duty: to establish and activate programs for the dissemination of factual data and information relating to city affairs, administration and government; to make recommendations to the Council for the implementation of such programs; to issue releases to the media so that facts and not rumors are circulated; with the consent of Council to initiate a program which might include among other things regular distri- I XA I 1 1 bution fo a newsletter or periodical deemed advisable and appropriate. The committee shall be authorized to use the professional staff of the city in carrying out their programs and objectives, but the dissemination of facts shall be in- dependent of any governmental body. The committee shall make recommendations as to such ordinances or resolutions as shall be deemed necessary or advisable. SECTION 3. Savings Clause. Should any section or provision of this ordinance or any portion thereof, or any paragraph, sentence or word be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the validity of the remainder hereof as a whole or any part hereof other than the part declared to be invalid.
