No. 375 1 AN ORDINANCE ESTABLISHING A BOARD OF SOCIAL SERVICES TO REVIEW AND ASSIST IN THE ALLEVI- ATION OF SOCIAL PROBLEMS, WITH PARTICULAR EMPHASIS ON THE SPECIAL PROBLEMS OF THE AGING; PROVIDING FOR ITS MEMBERSHIP; PROVIDING FOR ITS POWERS AND DUTIES; CONTAINING A SAVINGS CLAUSE: AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the revised charter adopted by the citizens of Tamarac on March 15th mandates the creation of a Board of Social Services to study social problems and make recommenda- tions to insure the health, welfare and safety of city residents with particular emphasis on special problems of the aging, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION l: Creation and Membership of Board. There is hereby created and established a Board of Social Services which shall be a permanent agency and shall consist of not less than three (3) or more than seven (7) members and five alternate members all appointed by the Council and to serve at the pleasure of the Council and without compensation. The Board shall promulgate its rules and order of procedure which shall comply with all applicable laws. SECTION 2: Powers and Duties. The Board shall be authorized: to make all studies relating to the health, welfare and safety of the residents of this community with particular emphasis on the needs of residents for assistance and on the special problems of the aging; submit to the Council appropriate recommendations of programs designed to implement such studies; recommend such legislation as they shall deem necessary or advisable; cooperate with all other similar governmental agencies, and all other public or private organizations working for the same or similar objectives. the Board is hereby author- ized to use the professional staff and facilities of the city and shall be deemed to be an agency of the Council. SECTION 3: Savinas_Clause. Should any section or provision of this ordinance or any portion thereof, or any paragraph, sentence or word be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the validity of the remainder hereof as a whole or any part hereof other than the part declared to be invalid. SECTION 4: Effective Date. This ordinance shall become effective immediately upon its final passage. PASSED FIRST READING this_day of, 1 1 1976.
