WHEREAS, the City Council considers the conservation of energy to be of utmost importance in this day and age, and WHEREAS, the recycling of newspapers conserves energy, contributes to the effort to help the environment and creates additional revenues for the City. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION l: NEWSPAPERS SEPARATION AND PREPARATION Discarded newspapers and flattened cardboard box material shall be kept separate and apart from all other household refuse, garbage, household and business trash. All such materials shall be neatly bound, bundled, stacked, or tied securely with rope or cord in bundles not to exceed fifty (50) pounds each and placed at curb side in front of the owner's property,, or where there are dumpsters, alongside said dumpster not earlier than twenty-four (24) hours prior to the announced collection date scheduled for same. Adequate precautions shall be made to prevent such accumulation of materials from being blown about by the -wind or scattered by the elements. Notwithstanding the provisions set forth above, wet newspapers may be mixed with other refuse, garbage and trash, and furthermore, the resident of a home may take his neighbors discarded newspapers for his own use. SECTION 2: NEWSPAPER PICKUP - PENALTY FOR REMOVAL Newspapers shall be separately bundled as provided for in Section 1 above and shall be collected as scheduled by the City Manager. It shall be a violation of the City Code for any person, firm or corporation not licensed therefor, other than the owner, lessee, or occupant of that
