Ord. #1327 CITY OF TAMARAC, FLORIDA ORDINANCE No. 0-87-12_Z6 AN ORDINANCE AMENDING SECTION 2-8 OF THE CODE OF ORDINANCES OF THE CITY OF TAMARAC PERTAIN- ING TO THE BOARD OF SOCIAL SERVICES; PROVID- ING FOR MEMBERSHIP; CHANGING THE MEMBERSHIP TO FIVE (5) MEMBERS; PROVIDING FOR PROCEDURES FOR APPOINTMENTS AND THE SELECTION OF A CHAIRMAN; PROVIDING FOR MEETINGS, COUNCIL LIAISON, STAFF LIAISON, REMOVAL OF MEMBERS AND RESIGNATION OF MEMBERS; PROVIDING FOR DUTIES; PROVIDING FOR CODIFICATIION; PROVIDING FOR REPEALER; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, a public hearing has been held pursuant to Chapter 166, Florida Statutes; and WHEREAS, the City Council of the City of Tamarac deter- mines that it is in the public interest to adopt the follow- ing Ordinance;.and WHEREAS, Section 4.08 of the.Charter for the City of Tamarac provides for the establishment of a board of social services; and WHEREAS, the City Council is desirous of providing uniformity and increase efficiency in its board and committee - system. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1: That Section 2-8 of the Code of Ordinances of the City of Tamarac entitled, Board of Social Services, is hereby amended to read as follows: MC Temp. There is hereby created and established a board of social services which shall be a permanent agency of the city and shall consist of <rzoaess t�It37T--t+*-rce--7F3)-> f ive ( 5 ) members appointed by the council. <a &-be- ,tee - hQ- �ay�ir$ -� irk rv. i va (b) Powers and Duties. The board shall be authorized to make all studies relating to the health, welfare and safety of the residents of this community with particular emphasis on the needs of residents for assistance and on the special problems of the aging; submit to the council appropriate recommendations of programs designed to implement such studies; recommend such legislation as they shall deem necessary or advisable; cooperate with all other similar governmental agencies, and all .other public or private organizations working for the same or similar objectives. The board is hereby authorized to use the professional staff and facilities of the city and shall be deemed to be an agency of the council. (c) Membership. The members of the board shall be appointed by the council on an annual basis and serve at the pleasure of the council without com ensation. The chairman of the board shall be appointed by the city council. (d) Rules of Procedure. The board shall conduct its meetings. pursuant to Roberts Rules of Order and all applic- able laws. A quorum shall consist of a ma'orit of the membership. (e) Meetings._ The board shall meet at least once a month _at a re_ularly scheduled time which _is to be approved by thecity clerk. The board may have a council liaison pursuant to the provisions of the Code of Ordinan- ces. (g) Staff Liaison. The board may have a staff person assigned to it by the city manager to serve in an advisor capacity. Any requests on the part of the committee for information -or services form the administration shall be made by the chairman of the committee to the city manager or through the staff liaison if one is assigned. (h) Removal of Board Members. A board member a ointed by the council serves at the Pleasure of the council and shall be removed at anytime by majority vote of the council. (i) Resignation of board members. A resignation by a board member made either orally or in writing will be deemed accepted by the council when the board member announces his resignation to the board, city manager, or city council. The city council need not take any formal action to acce t the resignation. Failure to attend three consecutive meetings without being excused by the chairman shall be deemed a resignation. SECTION 2: -Subsection 2-8.1 of the Code of Ordinances of the City of Tamarac remains unchanged in its entirety. SECTION 3: Specific authority is hereby granted to codify this Ordinance. SECTION 4: All Ordinances or parts of Ordinances in conflict herewith are hereby repealed to the extent of such conflict. Ordinance No. 0--84--66 is hereby repealed in its entirety. SECTION 5: If any provision of this Ordinance or the application thereof to -any person or circumstance is held -3- Temp. Ord. #1327 11 3 4 7 6 7 6 9 10 12 13 31 32 33 34 35 invalid, such invalidity shall not affect other provisions or applications of this Ordinance that can be given affect without the invalid provision or application, and to this end the provisions of this Ordinance are declared to be sever- able.
