Ord. #1328 CITY OF TAMARAC, FLORIDA ORDINANCE No. 0-87 AN ORDINANCE AMENDING SECTION 2-7 OF THE CODE OF ORDINANCES OF THE CITY OF TAMARAC PERTAIN- ING TO THE PUBLIC INFORMATION COMMITTEE; RENAMING THE PUBLIC INFORMATION COMMITTEE TO THE PUBLIC INFORMATION BOARD; PROVIDING FOR MEMBERSHIP; REQUIRING FIVE (5) MEMBERS; PROVIDING FOR PROCEDURES FOR APPOINTMENTS AND THE SELECTION OF A CHAIRMAN; PROVIDING FOR MEETINGS, COUNCIL LIAISON, STAFF LIAISON, REMOVAL OF MEMBERS AND RESIGNATION OF MEMBERS; PROVIDING FOR DUTIES; PROVIDING FOR CODIFICATIION; PROVIDING FOR REPEALER; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, a public hearing has been held pursuant to Chapter 166, Florida Statutes; and WHEREAS, the City Council of the City of Tamarac deter- mines that it is in the public interest to adopt the follow- ing Ordinance; and WHEREAS, Section 4.10 of the Charter for the City of Tamarac provides for the establishment of a public informa- tion committee; and WHEREAS, the City Council is desirous of providing uniformity and increase efficiency in its board and committee system. NOW, THEREFORE, BE IT ORDAINED.BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION l: That Section 2-7 of the Code of Ordinances of the City of Tamarac entitled, Public Information Commit- tee, is hereby amended to read as follows: :PC Temp. The <committee�, board shall have the power and the duty to establish and activate programs for the dissemination of factual data and information relating to city affairs, administration and government; to make recommendations to the council for the implementation of such programs; to issue releases to the media so that facts and not rumors are circulated; with the consent of council to initiate a program which might include among other things regular distribution of a newsletter or periodical deemed advisable and appropriate. The <emrrr�> board shall be authorized to use the professional staff of the city in carrying out their programs and objectives, but the dissemination of facts shall be independent of any governmental body. The < board shall make recommendations as to such ordinances or resolutions as shall be deemed necessary or advisable. (c) Additional Responsibilities. This <rU11U1Lftt > board shall work with the city council and city staff to educate -new citizens concerning the working of government and how to familiarize themselves with the new community. Ord. #1328 1 2 3 4 ,j 6 7 8 9 10 11' 12 13 14 15 16 7 3 19 20 21 22 23 24 25 .•'_6 27 28 29 3 31 32 33 34 35 (1) Invite residents to attend council meetings; (2) Conduct tours of City Hall; (3) Provide for question -and -answer periods regarding such items as tax, recreation and functions of different portions of city government; and 14) Perform such other tasks as the council may assign to the committee. (d) Membershi . The members of the board shall be a2pointed by the council on an annual basis and serve at the pleasure of the council without compensation. The chairman of the board shall be ap2ointed by the city council. (e) Rules of Procedure. The board shall conduct its meetings pursuant to Roberts Rules of Order and all applic- able laws. A quorum shall consist of a majority of the membership. (f) Meetings. The board shall meet at least once a month at a regularly scheduled time which is to be approved by the city clerk. The board may determine its own vacation period not to exceed more than one cancelled meeting per year. (q) Council Liaison. The board may have a council liaison pursuant to the 2rovisions of the Code of Ordinan- ces, (h) Staff Liaison. The board may have a stafferson assicned to it by the city. manager to serve in an advisory ca acit -Any reguests on the part of the committee for information or services from the administration shall be made by the chairman of the committee to the city manager• or through t:he staff liaison if one is assigned. (i) Removal of Board Members. A board member appointed by the council serves at the _pleasure of the council and shall be removed at anytime by majority vote of the council. ( Resignation of board members. A resignation by a board member made either orally or in writing will be deemed -3- Temp. Ord. #1328 1 1 accepted by the council when the board member announces his 2 resignation to the board,city manager, or city council. The cit council need not take an formal action to acce t the 3 resignation. Failure to attend three consecutive meetings 4 withou3: being excused by the chairman shall be deemed a resignation. 6 - 7 SECTION 2: Specific authority is hereby granted to 8 codify this Ordinance. 9 10 SECTION 3: All Ordinances or parts of Ordinances in 11 conflict herewith are hereby repealed to the extent of such 12 conflict. Ordinance No. 0-84-66 is hereby repealed in its 13 entirety. 14 15 SECTION 4: If any provision of this Ordinance or the 16 application thereof to any person or circumstance is held 7 invalid, such invalidity shall not affect other provisions or 3 applications of this Ordinance that can be given affect 19 without the invalid provision or application, and to this end 20 the provisions of this Ordinance are declared to be sever- 21 able. 22 23 24 25 •_6 27 28 ­ 29 31 32 33 -4- 34 35 " Temp.
