AN ORDINANCE AMENDING SECTIONS 18A-8 AND
18A-9 OF THE CODE OF ORDINANCES OF THE CITY
OF TAMARAC PERTAINING TO THE TAMARAC
RECREATION BOARD; RENAMING THE RECREATION
BOARD TO THE TAMARAC PARKS AND RECREATION
BOARD; PROVIDING FOR MEMBERSHIP; CHANGING THE
MEMBERSHIP TO SEVEN (7) MEMBERS; REQUIRING
THAT TWO MEMBERS MUST BE BETWEEN THE AGES OF
16-19; REQUIRING THAT TWO MEMBERS BE VETERANS
OF THE ARMED FORCES; PROVIDING FOR PROCEDURES
FOR APPOINTMENTS AND THE SELECTION OF A
CHAIRMAN; PROVIDING FOR MEETINGS, COUNCIL
LIAISON, STAFF LIAISON, REMOVAL OF MEMBERS
AND RESIGNATION OF MEMBERS; PROVIDING FOR
DUTIES; PROVIDING FOR CODIFICATIION;
PROVIDING FOR REPEALER; PROVIDING FOR
SEVERABILITY; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, a public hearing has been held pursuant to
Chapter 166, Florida Statutes; and
WHEREAS, the City Council of the City of Tamarac deter-
mines that it is in the public interest to adopt the follow-
ing Ordinance; and
WHEREAS, the city council believes that it is important
to obtain the opinions, input and advice in the area of parks -
and recreation from teenagers; and
WHEREAS, the Parks and Recreation Board will have
considerable input pertaining to veterans affairs conducted
within the City of Tamarac; and
WHEREAS, the City Council is desirous of providing
uniformity and increase efficiency in its board and committee
system.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF TAMARAC, FLORIDA:

SECTION 1: That Section 18A-8 of the Code of Ordinances
of the City of Tamarac is hereby amended to read as follows:
ARTICLE 11. PARKS AND RECREATION BOARD
Section 18A-8. <Ereat-e4> Creation.
(a) There is hereby created the Tamarac Parks and
Recreation Board <eer,►siating-.-v€--nat--�aea --than--i�Q--���
memLeza> which shall consist of seven members appointed by

(b) Powers and Duties. The board shall make recom-
mendations concernin2 recreational needs for the entire city,
implementation of a means for achieving the oats, and make
recommendations on existin2 and proposed programs. The board
shall also undertake any projectassigned b the city
council. The board shall promote and facilitate awareness
amon2 veterans of their ri hts, benefits and any other.
special -needs; and promote programs designed to encourage
public awareness of the role of veterans in the history of
the United States; and promote patriotism.
(c) Membership. The members of the board shall be
a2ROinted-by the council on an annual basis and serve at the
Leasure of the council without com ensation. The chairman
of the board shall beappointed-2?y the city council. Two
members shall be between the ages of 16-19 years old. Two
members shall be veterans of the Armed Forces.

(d) Rules of Procedure. The board shall conduct its
meetings pursuant to Roberts Rules of Order and all a lic-
able laws. A quorum shall consist of a ma'arit of the
membership.
(e) Meetings. The board shall meet at least once a
month at a regularly scheduled time which is to be approved
by the city clerk. The board may determine its own vacation
period not to exceed more than one cancelled meeting per
year.
(f) Council Liaison. The board ma have a council
liaison Pursuant to the provisions of the Code of Ordinan-
ces.
( Staff Liaison. The board may have a staff person
assigned to it by the city manager to serve in an advisor
capacity. Any requests on the 2art of the committee for
information or services from the administration shall be made
by the chairman of the committee to the city manager or
through
the staff
liaison
if one
is assi ned.
(h)
Removal
of
Board
Members. A board member
ap2ointed by the council serves at the pleasure of the
council and shall be removed at anytime by majority vote of
the council.
(i) Resi nation of board members. A resi nation b a
board member made either orally or in writing will be deemed
accepted by_ the council when the board member announces his
resignation -to the board,city manager, or citV council. The
city council need not take any formal action to accept -the
resignation. Failure to attend three consecutive meetings
without being -excused by the chairman shall be deemed a
resi nation.

SECTION 2: Section 18A-9 is hereby repealed in that it
has been incorporated into Section 18A-8 as amended herein.
SECTION 3: Specific authority is hereby granted to
codify this Ordinance.
SECTION 4: All Ordinances or parts of Ordinances in
conflict herewith are hereby repealed to the extent of such
conflict. Ordinance No. 0-84-66 is hereby repealed in its
entirety.
SECTION 5; If any provision of this Ordinance or the
application thereof to any person or circumstance is held
invalid, such invalidity shall not affect other provisions or
applications of this Ordinance that can be given affect
without the invalid provision or application, and to this end
the provisions of this Ordinance are declared to be sever-
able.
SECTION 6; This Ordinance shall become effective
immediately upon adoption and passage.
