AN ORDINANCE OF THE CITY OF TAMARAC REPEALING
EXISTING SECTION 2-33 OF THE CODE OF ORD-
INANCES OF THE CITY OF TAMARAC PERTAINING TO
THE INSURANCE ADVISORY COMMITTEE; PROVIDING
FOR A NEW SECTION 2-33 WHICH ESTABLISHES THE
INSURANCE ADVISORY BOARD; PROVIDING FOR
MEMBERSHIP; REQUIRING THAT THE BOARD SHALL
CONSIST OF FIVE (5) MEMBERS; PROVIDING FOR
PROCEDURES FOR APPOINTMENTS AND THE SELECTION
OF A CHAIRMAN; PROVIDING FOR MEETINGS,
COUNCIL LIAISON, STAFF LIAISON, REMOVAL OF
MEMBERS AND RESIGNATION OF MEMBERS; PROVIDING'
FOR DUTIES; PROVIDING FOR CODIFICATION;
PROVIDING FOR REPEALER; PROVIDING FOR SEVERA-
BILITY; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a public hearing has been held pursuant to
Chapter 166, Florida Statutes; and
WHEREAS, the City Council of the City of Tamarac deter-
mines that' it is in the public interest to adopt the follow-
ing Ordinance.
WHEREAS, the City Council is desirous of providing
uniformity and increase efficiency in its board and committee
system.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF TAMARAC, FLORIDA:
SECTION 1: That existing Section 2-33 of the Code of
Ordinances of the City of Tamarac entitled, Insurance
Advisory Committee, is hereby repealed and a new Section
2-33 of the Code of Ordinances is hereby created to read as
follows:

Section 2-33. Insurance Advisory Board.
(a) Creation. There is hereby created and established
an Insurance Advisor Board which shall consist of five (5)
members aP20inted by the city council.
(b) Powers and Duties. The board shall be responsible
to assist the city council and administration when requested
on matters pertaining to the cit 's insurance requirements
under the law. Upon re uest of the cit council, the city
mana er or his designee, the board shall formulate advisory
opinions on s ecific issues affecting the cit 's insurance
requirements. The board shall have no administrative author-
ity and shall not be direct;-y involved in the actualprocure-
ment of specific insurance policies.
(c) Membership. The members of the board shall be
a ointed•b the council on an annual basis and serve at the
pleasure of the council withoutcompensation. ensation. The chairman
of the board shall be apRointed by the city council. No
member shall be directly or actively engaged as an employee,
officer, board member, consultant or -representative of an
or anization doing business with the city in the field of
insurance.
(d) Rules of Procedure. The board shall conduct its
meetings 2ursuant to Roberts Rules of Order and all a
able laws. Aquorum shall consist of a mai-ority of the
membership.
(e) Meetings. The board shall meet at least once a
month at a regularly scheduled time which is to be approved
by the city clerk. The board may determine its own vacation
period not to exceed more than one cancelled meetin er
year.

(f) Council Liaison. The board may have a council
liaison pursuant to the provisions of the Code of Ordinan-
ces.
(g) Staff Liaison. The board may have a staff person
—__ o it_ by the city manager to serve in an advisory

capacity.,.__ , Any
requests on the part of the committee for
information or services form the administration shall be made
by the chairman of the committee to the city mana er or
through the staff liaison if one is assigned.
(h) Removal of Board Members. A board member

appointed y the council serves atthe pleasure of the
council and shall be removed at anvtime by malority vote of
the council.
(i) Resignation of board members. A resignation by a
board member made either_ orallyor in writing will be deemed
accepted-' by the council when the board member announces his
resignation to the board, city manager, or city council. The
city council need not take any formal action to acce t the
resignation. Failure to attend three consecutive meetings
without being excused by the chairman shall be deemed a
resignation.
SECTION 2: Specific authority is hereby granted to
codify this Ordinance.
SECTION 3: All Ordinances or parts of Ordinances in
conflict herewith are hereby repealed to the extent of such
conflict. Ordinance No. 0-84-66 is hereby repealed in its
entirety.
SECTION 4: If any provision of this Ordinance or the
application thereof to any person or circumstance is held
invalid, such invalidity shall not affect other provisions or
applications of this Ordinance that can be given affect
without the invalid provision or application, and to this end

the provisions of this Ordinance are declared to be sever-
able.
SECTION 5: This Ordinance shall become effective
immediately upon adoption and passage.
