ORDINANCE No. 0-87--30
_ AN ORDINANCE AMENDING SECTION 2-32 OF THE
CODE OF ORDINANCES OF THE CITY OF TAMARAC
PERTAINING TO THE INVESTMENT ADVISORY COMMIT-
TEE; RENAMING THE INVESTMENT ADVISORY COM-
MITTEE TO THE INVESTMENT ADVISORY BOARD;
PROVIDING FOR MEMBERSHIP; REQUIRING THAT THE
BOARD SHALL CONSIST OF FIVE (5) MEMBERS;
PROVIDING FOR PROCEDURES FOR APPOINTMENTS AND
THE SELECTION OF A CHAIRMAN; PROVIDING FOR
MEETINGS, COUNCIL LIAISON, STAFF LIAISON,
REMOVAL OF MEMBERS AND RESIGNATION OF MEM-
BERS; PROVIDING FOR DUTIES; PROVIDING FOR
CODIFICATION; PROVIDING FOR REPEALER; PROVID-
ING FOR SEVERABILITY; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a public hearing has been held pursuant to
Chapter 166, Florida Statutes; and
WHEREAS, the City Council of the City of Tamarac deter-
mines that''it is in the public interest to adopt the follow-
ing Ordinance; and
WHEREAS, the City Council is desirous of providing
uniformity and increase efficiency in its board and committee
system.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF TAMARAC, FLORIDA:
SECTION 1: That Section 2-32 of the Code of Ordinances
of the City of Tamarac entitled, Investment Advisory
Committee, is hereby amended to read as follows:

(b) Powers and Duties. The investment advisor board
shall be res onsible tokeep abreast of current investment
trends, receive the, input of administrative officers
re ardin investment concepts for the cis and make
recommendations thereon to the city manager (and his -desig-
nees), and file such reports with the ma or and cis council.
.The board shall have no administrative authorit and shall
riot be directly_ involved in the ongoing process of investment
of city, funds.
(c). Membershi . The members of the board shall be
appointed by the council on an annual basis and serve at the

Leasure of the council without compensation. The chairman
of the board shall be appointed by__the city council.
(d) Rules of Procedure. The board shall conduct its
meetings pursuant to Roberts Rules of Order and all applic-
able laws. A_quorum shall consist of a majority --of the
membership.
(e) Meetin s. The board shall meet at least once a
month at a regularly scheduledtime which is to be approved
by the city clerk. The board may determine its own vacation
period not to exceed more than one cancelled meeting per
year.

Council Liaison. The board
may
have
a
council_
liaison
2ursuant to the 2rovisions of
the
Code
of
Ordinan-
ces.
(g) Staff Liaison. The board may have a staff2erson
assigned to it by the city manager to serve in an advisor
capacity.- Any re nests on the 2art of the committee for
information or services from the administration shall be made
by the chairman of the committee to the city manager or
through the staff liaison if one is assigned.
(h) Removal of Board Members. A board member

the council.
(i) Resignation of board members. A resignation by a
board member made either orally oz�inwriting will be deemed
accepted 1bz the council when the board member announces his

resi nation. Failure to attend three consecutive meetin s
without__ being excused by the chairman shall be deemed a
resignation,

SECTION 2: Specific authority is hereby granted to
codify this Ordinance.
SECTION 3: All Ordinances or parts of Ordinances in
conflict herewith are hereby repealed to the extent of such
conflict. Ordinance No. 0-84-66 is hereby repealed in its
entirety.
SECTION 4: If any provision of this Ordinance or the
application thereof to any person or circumstance is held
invalid, such invalidity shall not affect other provisions or
applications of this Ordinance that can be given affect
without the invalid provision or application, and to this end
the provisions of this Ordinance are declared to be sever-
able.
SECTION 5: This Ordinance shall become effective
immediately upon adoption and passage.
