Ord. #1334 Rev. 7/16/87 1 2 3 4 5 6 7 12 13 14 15 16 17 19 20 qu 0M 23 24 25 26 27 28 29 30 32 33 34 35 36 CITY OF TAMARAC, FLORIDA ORDINANCE No. 0-87-N AN ORDINANCE OF THE CITY OF TAMARAC AMENDING CHAPTER 11 OF THE CODE OF ORDINANCES OF THE CITY OF TAMARAC PERTAINING TO BURNING OF SUBSTANCES; AMENDING SECTION 11-14 ENTITLED "BURNING"; PROVIDING FOR OPEN PIT BURNING IN LAND SECTION SEVEN WITH THE APPROPRIATE APPROVAL; PROVIDING FOR CODIFICATION; PROVIDING FOR REPEALER; PROVIDING FOR SEVER - ABILITY AND PROVIDING AN_EFFECTIVE DATE. WHEREAS, a public hearing has been held pursuant to Chapter 166, Florida Statutes; and WHEREAS, the City Council of the City of Tamarac deter- mines that it is in the public interest to adopt the follow- ing Ordinance; and WHEREAS, open pit burning in Land Section Seven will result in considerable savings and be performed in a safe manner. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: SECTION 1 : That Section 11-14 of the Code of Ordinan- ces of the City of Tamarac, entitled "Burning" is hereby amended to read as follows: Section 11-14. Burning. (a) No person shall ignite, cause to be ignited or allow any burning of substances defined in section 11-1 upon any public or private place in the city. Nothing in this section shall be deemed to prohibit burning in a stove, oven, barbecue pit or fireplace of wood, tinder or similar materials for the purpose of cooking or fuel. (b) The City_Council may -authorize the Fire Chief, b Resolution submitted to his office, to approve o en it burning. The Fire Chief shall ensure that all local, county and state Codes are strictly complied with and that all necessary permits are obtained -1- 1 2 3 4 5 6 7 12 13 14 15 16 17 I 19 20 21 22 23 24 25 26 27 28 29 30 32 33 34 35 36 before requesting Council approval. Open Pit burning shall only be authorized in the area of the City of Tamarac known as Land Section, Seven and shall not be permitted within Five Hundred _(500) feet of any road or structure. Open pit burning shall be monitored on a daily basis by a_ fire inspector, shall not be ignited prior to 8:00a.m., and extinguished no later than one hour before sun down and conducted only -under favorable wind conditions. SECTION 2 : Specific authority is hereby granted to codify this Ordinance. SECTION 3 : All Ordinances or parts of Ordinances in conflict herewith are hereby repealed to the extent of such conflict. SECTION 4 If any provision of this Ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of this Ordinance that can be given affect without the invalid provision or application, and to this end the provisions of this Ordinance are declared to be sever- able. J U L 241 TO87 ,•:AGER f� TAMARAC I am writing to advise you that insofar as the proposed Pit burning ordinance is concerned, and we have discussed this with the Isles of Tamarac Board of Directors (we) would have no objections to its adoption. On July 2nd, I had the opportunity to personally inspect a burn site that was controlled under similar restrictions that the City is now considering. Even though the "burn" that I witnessed was conducted under less than favorable weather conditions, the project had little impact on air quality in the general area. On the premise that the stringent standards that were outlined by the City Manager Mr. Kelly (i.e. limited to Land Section 7, daily approval by City fire officials. operated under westerly prevailing breezes, at 500' from McNab Road), we would recommend your favorable consideration. Would you please provide me with a copy of the proposed ordinance in sufficient time to allow review prior to the required Public Hearing, and if enacted please advise me when burning will take place so that I may advise "Isles" residents. The A.B.I. unit is powered by a 129 hp., six cylinder diesel engine that drives a 15,000 cubic foot per minute centrifugal blower. Air is side pulled into the blower then forced out restricted outlets of a thirty five foot long manifold head. Air velocity can be ad- justed up to one hundred sixty (160) miles per hour at the blower outlet. An earthen trench (see diagram) is constructed to the prescribed parameter. Trees and brush are then loaded into the trench and ignited with five (5) to ten (10) gallons of diesel fuel. The A.B.I. unit then begins forcing air across the top and down into the trench. The curtain of air acts as a top for the inciner- ator and provides oxygen which produces a hotter fire. The normal ambient temperatures produced by the A.B.I. incinerator is between 22500 and 28000 Fahrenheit. The oxygen flow coupled with the 3600 rotation of air in the trench creates an afterburner effect and by recirculating the air under the curtain, residence time is in- creased long enough for all organic compounds to be destroyed with very little smoke or ash escaping. The extremely high temperatures coupled with the fast air flow directed into the trench at the proper angle enables the A.B.I. incinerator to meet or exceed all state and federal environmental regulations.
