Ord. #1416 CITY OF TAMARAC, FLORIDA ORDINANCE NO. 0-88-- T/ AN ORDINANCE CREATING A VETERANS AFFAIR COMMITTEE; PROVIDING FOR MEMBERSHIP OF SAID COMMITTEE; PROVIDING FOR RESIGNATION AND REMOVAL OF BOARD MEMBERS; PROVIDING DUTIES; PROVIDING FOR RULES OF PROCEDURE;, PROVIDING FOR MEETINGS; PROVIDING FOR SEVERABILITY; PROVIDING FOR CODIFICATIION; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Tamarac believes that establishing better communication between the City and veterans organizations is a worthwhile endeavor; and WHEREAS, Sec 4.08 of the City Charter authorizes the City Council to create advisory boards by Ordinance. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF TAMARAC, FLORIDA: That Chapter 2 entitled "administration", of the Code of Ordinances of the City of Tamarac is hereby amended to create a new section which shall read as follows: SECTION 1 : Veterans Affairs Committee. A. Creation, Membership. A Veterans Affairs Committee is hereby created as a permanent agency of the City and shall consist of eight (8) or more members appointed by the City Council to serve for one (1) Year terms at the pleasure of the City Council. The membership of the Veterans Affairs Committee shall contain at least one member from each of the following Veteran organizations: 1) Disabled American Veterans (DAV) 2) American Legion 3) Jewish War Veterans of U.S.A. 4) Amvets Temp. Ord.#1416 M 1 2 3 4 5 8 9 10 11 12 13 14 15 16 17 20 21 22 23 24 25 26 27 28 29 32 33 34 56 Members must have served in a branch of the Armed Forces of the United States with an Honorable Discharge. B. Membership; compensation. The members of the board shall be appointed by the council on an annual basis and serve at the pleasure of the council without compensation. The chairman of the board shall be nominated by the members of the Veterans Affairs Committee but appointed by the City Council. The chairman shall serve as chairman for one year. In addition, the Board may nominate, and the Council may appoint up to four (4) alternates who are authorized to serve in the absence of one or more of the regular members. When filling in for an absent regular member, alternate members shall have full voting power. C. Removal of board members. A board member appointed by the council serves at the pleasure of the council and shall be removed at any time by majority vote of the council. D. Resignation of board members. A resignation by a board member made either orally or in writing will be deemed accepted by the council when the board member announces his resignation to the board, city manager or city council. The city council need not take any formal action to accept the resignation. Failure to attend three (3) consecutive meetings without being excused by the chairman shall be deemed a resignation. to Temp. The committee shall promote and facilitate awareness amongst veterans of their rights, benefits and any other special needs; and promote programs designed to encourage public awareness of the role of veterans in the history of the United States and to promote patriotism." F. Rules of procedure. The board shall conduct its meetings pursuant to Roberts Rules of Order and all applicable laws. A quorum shall consist of a majority of the membership. G. Meetings. The board may meet once a month or as often as circumstances dictate. The board may determine its own vacation period. SECTION 2 Should any section or provision of this Ordinance or any portion thereof, or any paragraph, sentence or word be declared by a Court of competent jurisdiction to be invalid, such decision shall not affect the validity of the remainder hereof as a whole or any part hereof, other than the part declared to the invalid. SECTION 3 Specific authority is hereby granted to codify this Ordinance. Temp.
